DECRETA:

ARTICLE 1A. Approve the Convention of Cultural Exchange between the governments of Belize and Colombia, signed in Belmopan on December 12, 1983.

" CULTURAL EXCHANGE CONVENTION BETWEEN

THE GOVERNMENTS OF BELIZE AND COLOMBIA "

The governments of Belize and Colombia, eager to maintain and enrich the bonds of friendship, collaboration and understanding between the two countries, and encouraged by the desire to increase cultural, artistic, scientific and educational ties between the two peoples, have decided to hold a Cultural Exchange Convention in the following terms:

ARTICLE 1o. The High Contracting Parties will promote mutual collaboration in the fields of culture, education, arts, music, science, sports and tourism.

ARTICLE 2o. The High Parties will contribute to the exchange of experiences in the fields mentioned in the previous article. To achieve these goals you will promote:

a) The view of professionals and technicians in the fields of culture, science, research and education; writers, composers, painters and artists;

b) Contacts between their respective cultural, artistic, educational, scientific and tourist institutions;

c) Contacts between their national libraries and museums;

d) Presentation of exhibitions, artistic groups, theatre and other cultural events;

e) The exchange of information and instruction and education materials for schools, schools and research centres;

(f) The exchange of books, journals, newspapers and other publications of the cultural, scientific, musical and tourist types of their own countries;

g) Within the resources available to them, the reciprocal grant of scholarships for undergraduate and graduate studies or for research purposes;

(h) The exchange of non-commercial films and audiovisual material of a cultural, artistic, educational and tourist type;

i) Collaboration between your film, radio and television organizations;

(j) The exchange of information on higher education and open and distance education programmes as well as formal and non-formal education in the field of tourism, and experiences at the institutional and professional level of staff training;

k) The exchange of information on activities carried out by entities dedicated to the rescue of national cultural identity, popular culture and the social history of peoples.

ARTICLE 3o. The High Contracting Parties will encourage the creation of mechanisms conducive to closer collaboration between the specialized institutions in their territories in the areas of culture and education.

ARTICLE 4. The High Contracting Parties shall protect and ensure in their respective territories, in accordance with the laws of each country and the international conventions to which they have acceded or will accede to the future, the rights of author and translator of the other country.

ARTICLE 5o. The High Contracting Parties undertake to increase collaboration, exchange information and to study the most appropriate reciprocal regime to combat the illegal trafficking of works of art, documents, archaeological and anthropological material and other cultural objects of artistic or historical value, according to the respective national legislation and international treaties to which both parties have adhered.

ARTICLE 6o. The High Contracting Parties shall encourage, through their competent bodies related to universities and higher education institutions, the visit of personalities of the intellectual and educators from the other country to teach short courses and lectures and to carry out practical or research work.

ARTICLE 7o. The High Contracting Parties shall facilitate the participation of their nationals in conventions, conferences, international festivals and other activities of an academic and cultural nature that carry out in their territories.

ARTICLE 8. The High Contracting Parties will favor the exchange of experiences related to the teaching of English and Spanish to the ethnic groups of their respective countries, as well as the conservation and development of the cultures and language of these groups.

ARTICLE 9o. The High Contracting Parties will favor cooperation in the areas of physical education and sports, through the exchange of athletes, coaches, specialists and teams.

ARTICLE 10. For the purpose of properly developing the objectives of this Convention, the High Contracting Parties agree to establish a Joint Commission, composed of representations of both Parties, which will be held alternately in Belize and Colombia every two (2) years, and in an extraordinary manner when deemed necessary.

the Joint Commission will be responsible for developing the Cultural and Educational Exchange Program between the two Parties, to examine the development of the programs and the state of implementation of the present Convention to propose measures for its compliance.

ARTICLE 11. The Contracting Parties agree to take the necessary measures to facilitate the entry, permanence and circulation of exhibitions, artistic groups, professors and researchers and other persons. or elements which are required for the pursuit of the activities provided for in this Convention and in the supplementary agreements arising therefrom.

ARTICLE 12. Under the present Convention, the Contracting Parties may sign Supplementary Agreements to carry out specific projects and shall ensure, within the existing provisions of their national legislation, that articles and items imported or exported under the special arrangements are exempt from the payment of customs duties and any duty or surcharge levied on import or export operations.

ARTICLE 13. This Convention shall be approved by the competent bodies of each country and in accordance with the respective legal procedures, and shall enter into force on the date of exchange of the instruments of ratification.

This Convention shall remain in force for five (5) years, automatically extendable for periods of two (2) years, until one of the High Contracting Parties notifies the other in writing, six (6) months in advance of the date of expiry of the respective term, your wish to terminate it.

On record signing in Belmopan, Belize, at twelve (12)

days of the month of December 1983, in two (2) originals:

in Spanish and English, both texts being equally authentic.

ARTICLE 2A. Pursuant to article 1o. of Law 7a. In 1944, the "Convention on Cultural Exchange between the Governments of Belize and Colombia", signed in Belmopan on 12 December 1983, which is approved by the first article of this law, will force the country from the date on which the international link with respect to the same.

ARTICLE 3A. This Law governs from the date of its publication.
