for which some provisions on the National Police and the Statute for Social Security and Welfare of the National Police are modified and issued, and extraordinary powers are granted to the President of the Republic for Develop the "Executive Level" Policy Career, modify rules on organic structure, specific functions, discipline and ethics and evaluation and classification and standards of the Professional Career of Offices, Sub-Officers and Agents.
THE CONGRESS OF COLOMBIA,
ARTICLE 1o. Article 6or. of Law 62 of 1993, will remain so:
The National Police is made up of officers, Executive-level personnel, Sub-Officers, Agents, Alumni, and those who provide the mandatory military service in the Institution, as well as the non-uniformed public servants, who belong to the National Police. to her, some and others subject to rules of their own career and discipline in the form that in all time establishes the law.
ARTICLE 2o. 8 of Decree 1686 of 1997 >
ARTICLE 3o. ARTICLE 6o. ARTICLE 7o. Pursuant to article 150 of the Political Constitution of Colombia, review the President of the Republic of extraordinary powers, until the end of ninety (90) days, counted from the enactment of this Law, for the following purposes:
1. To develop in the National Police the Professional Career of the Executive Level referred to in Article 1. of this Law, to which Subofficers, Agents, non-uniformed personnel and direct incorporation may be linked. This new career will include the following:
a) Preliminary provisions;
b) Hierarchy, Classification, and Scalafon;
c) Staff Administration:
-Selection and revenue
-Grades, ascent and career projection
-Wage allocations, premiums, and social benefits
-Destinations, transfers, commissions, licenses, and orders
-Suspension, withdrawal, separation, reinstatement
2. Modify Decree 2584 of 1993, "Regulations of Discipline and Ethics for the National Police", in the following aspects:
) Disciplinary privileges;
c) Authorities with disciplinary powers;
3. Amend Decree 354 of 1994, "Assessment and Classification Regulations for National Police Personnel", in the following aspects:
c) Classification and claims.
4. Amend Decree 041 of 1994, "by which the rules of Career of the Staff of Officers and Subofficers of the National Police are modified and other provisions are dictated", in the following aspects:
5. Modify Decree 262 of 1994, "by which the rules of the Career of Personnel of National Police Agents are modified and other provisions are dictated", in the following aspects:
PARAGRAFO. The creation of the Executive Level will not be able to discriminate or improve, in any way, the current situation of those who are in the service of the National Police to enter the Executive Level.
ARTICLE 8o. The Mesas Directives of both Houses, will appoint a special commission integrated as well: Five (5) Senators of the Republic and five (5) Representatives to the House, preferably the rapporteurs, with the to advise and collaborate with the Government in the development of the powers granted in this Law.
ARTICLE 9o. This Law shall enter into effect upon its enactment and repeals any provisions that are contrary to it.
