for which the National Government is authorized to declare National Monument the Cathedral Church of Our Lady of the Rosary of the Palmar of the city of Palmira, in the Department of Valle del Cauca, is ordered to repair, restoration and conservation and other provisions are dictated.
THE CONGRESS OF COLOMBIA,
DECRETA:
ARTICLE 1o. Authorize the National Government, through the Ministry of Education, to declare a National Monument, the Cathedral Church of Our Lady of the Rosary of the Palmar, of the City of Palmira, in the Department of Valle del Cauca, whose foundation dates from the year 1852, but its construction only began in 1914, with a style of clear eclectic-romantic stretch of the first half of the twentieth century and whose imposition and beauty make it the symbol of greatness and fellowship.
ARTICLE 2o. The works of repair, restoration and conservation of the Cathedral Church of Our Lady of the Rosary of the Palmar, of the city of Palmira, in the Department of Valle del Cauca, will be advanced by the Ministry of Public Works or the National Entity that does its times, based on the studies, plans and recommendations of the University of Valle, Department of Solid and Materials of the Faculty of Engineering Section Structures, under the permanent surveillance of the ecclesiastical authorities, with strict compliance with the provided in Article 22 of Law 163 of 1959 and the provisions governing it.
ARTICLE 3o. The National Government, based on what was ordered by the 3o numerals. and 9o. Article 150 and article 355 of the National Constitution, will include in the National Development and Investment Plan Public 1994 and 1995, the execution of works covered by this Law.
ARTICLE 4. Authorize the National Government to conclude the contracts that are necessary to comply with the provisions of this Law, as well as to include in the National Budget of the two years The following are counted from the term, the items required for compliance and to carry out the necessary budgetary transfers to ensure the financing of the precept in this Law.
ARTICLE 5o. The authorizations referred to in this Law shall be valid for one year from the date of their sanction and publication.
