THE CONGRESS OF COLOMBIA DECREES:
ARTICLE 1o. The Nation is associated with the commemoration of the 50th anniversary of Loperena National College in the city of Valledupar, created by Law 95 of 1940, and pays tribute to its tradition in favor of education in the Department of Cesar and the Republic of Colombia .
Article 2.
. Loperena is declared the National College National Monument and part of the Cultural Heritage of the Nation. Public authorities responsible for protecting cultural heritage and the relevant local authorities concur for architectural and institutional protection and conservation.

ARTICLE 3. Assembly authorize the Department of Cesar to sort the issue of stamps "50 years Colegio Nacional Loperena" which produced the following objectives will be used:
a. architectural conservation of the physical plant, staffing and institutional development of the National College Loperena.
B. Infrastructure construction, provision and financing of an educational institution of the intermediate level training in technical careers related to socio-econo-micas Department of Cesar needs, and according to the priorities established in the respective development plan, which will be created by the Departmental Assembly, at the initiative of the Governor and bearing the name Loperena National School XXI Century ".
c. Construction of the educational infrastructure, necessary funding and expanding service coverage of public instruction, with emphasis .. in the 4th

rural schooling ARTICLE ordinances available to each annual stamp issue will determine:

ARTICLE 6o. Congress imposed the Order of Democracy in the Degree of Comendador to Loperena National College.

ARTICLE 7. This Law governs from the date of its publication and repeals as appropriate, all contrary to it.
