By which the Law 14 of 1975, which regulates the profession of Technical Builder in the National Territory, is amended.
COLOMBIA CONGRESS
DECRETA:
ARTICLE 1o. The studies that are carried out in the Technical Schools for the formation of builders may be completed within the modalities of Distance Education established by the National Government. In this case, the practice of what is dealt with in Article 3o (a) of Law 14 of 1975 shall be four years.
People who have not advanced the studies mentioned in 1o. (a) of Article 3o. of Law 14 of 1975, may also obtain a certificate to exercise the profession of Technical Constructor if they have so far exercised it for a period of not less than ten years, verified by certificates issued by engineers or architects duly qualified and registered. For this purpose, a period of three years from the sanction of this Law is established, so that the required requirements are established.
ARTICLE 2o. The National Committee of Constructors will be a consultative body of the National Government in everything related to the profession of Technical Constructor, especially regarding the exercise of the same for the development of the country.
ARTICLE 3o. The Technical Constructors who hold the corresponding certificate certifying them as such, will be able to register in the official, semi-official decentralized, industrial companies and (a) the State and the Joint Economic Commission, as well as private and/or private undertakings, and may participate in private invitations to tender for works, in accordance with the classification and qualification corresponding to them in the respective registers and provided that the work in question is duly designed and calculated by Architects or engineers who are qualified and registered and who in the respective documents are expected to be executed by a financial controller, as well as architects or engineers.
ARTICLE 4. The public resources referred to in Article 16 of Law 14, 1975, shall be included through the budget corresponding to the Ministry of National Education or through the entity that the National Government designate.
ARTICLE 5o. This Law governs from the date of its sanction and repeals all provisions that are contrary to it.
