By which the dactyloscopy system is unifies and the Dental Charter is adopted for identification purposes.
THE CONGRESS OF COLOMBIA,
DECRETA:
ARTICLE 1o. From 1o. January 1993, in all dental offices, both public and private will be required to lift a Dental Charter, according to the model determined in this Law.
PARAGRAFO. The Dental Letter file will be taken by social forecasting entities, dental clinics, and dental offices.
ARTICLE 2o. For the purpose of identification of persons, the system used by the National Registry of the Civil State, based on the decaying registry, should be unified according to the system used by the National Registry.

ARTICLE 3o. The National Registry of the Civil State when taking fingerprints for the purpose of issuing identity documents, will do so in a format which will be kept in the single file of the capital the Republic, without prejudice to the databases incorporated in the computer programs where the information for consultation is stored. This information may be stored in a decentralised manner, in electronic or optical storage.
The unification of the dactyloscopic records is the obligation of all entities of the State, in accordance with the article second of this Law.
PARAGRAFO. The National Registrar of the Civil State may regulate the basic elements, form and characteristics of the identity document and define the contents of the Civil Registry.
ARTICLE 4. In the event of the death of persons without identification requiring medical-legal necropsy, the official who practices the lifting, more than the description of the physical characteristics, will record the condition of the denture, and will instruct the doctor to perform the necropsy, examination and description of the teeth.
PARAGRAFO. If on the site of the proceedings there is official dental service, the respective professional will order the practice of the Dental Charter adopted in this Law.
ARTICLE 5o. The physical and dental characteristics of the unidentified deceased persons, as well as the description of the clothes used will be recorded in a special report to be sent to the respective Institute of Legal Medicine of the capital of each department.
ARTICLE 6o. The Institute of Legal Medicine will carry a record of deceased persons without identifying and establish a network of information among their different offices in order to achieve their identification.
ARTICLE 7o. For people identification purposes, take the following denture scheme:
PARAGRAFO. The dental description noted as number 1, will be filled by the official who practices the diligence of the lift. The number 2 will be filled by the doctor, if there is no dentist, the number 3 will be filled by the dentist, or by the dental assistant, which will be the same as in the dental medical history.
ARTICLE 8o. Municipal people will ensure that the rules on dead people without identification are met.
PARAGRAFO. Mayors will provide dental and dactyloscopy letters to local authorities.
ARTICLE 9o. Authorize the National Government to make the budget transfers that demand compliance with this Law.
ARTICLE 10. This Law governs from its enactment.
