CONGRESS OF COLOMBIA DECREES
:
ARTICLE 1o. In relation to offenses Competition Regional Court Judges and the National special procedural and substantive rules in accordance with article 5 apply. TRANSIENT 2700 Decree 1991 and the provisions of this Act.

Effective Decisions Article 2.
. Article 430 of the Code of Criminal Procedure shall read as follows:
Habeas corpus is a public action which protects personal freedom when someone is caught in violation of constitutional or legal guarantees, or prolonged deprivation of liberty illegally.
The petitions on freedom of who is legally deprived of it must be made within the respective process. Effective Jurisprudence
