The Government of the people of the Autonomous Region decides to amend the Science and Technology Awards in the Nin summer Self-Government Zone as follows:

Introduction Chapter I, in general, includes articles 1 to 6 as amended; chapter II awards, including articles 7 to 12 as amended; chapter III incentives for recommendations, evaluations and awards, including articles 13 to 23, as amended; chapter IV penalties, including articles 24 to 27, as amended; and chapter V, attached to chapter V, including articles 28 to 31, as amended.

Article 3 amends as follows: “The executive branch of science and technology of the self-government (hereinafter referred to as the executive branch of science and technology in the self-government area) is responsible for the organization of the evaluation of scientific and technical awards in the self-government area”.

Article 4, paragraph 1, was amended to read: “The Government of the People of the Autonomous Region has established the Committee on Science and Technology Awards of the Self-Government Zone, which is responsible:”

Article 4, paragraph 1 (a), reads: (i) develops, modifys and interprets the Rules for Scientific and Technological Awards for the Inn summer Self-Government Region and the provisions for scientific and technical incentives for the Indian Self-Government Zone.

Amendments to Article 4, paragraphs 2 and 3, “Governmental science and technology administration of the self-government” are “the executive branch of science and technology in the self-government area”.

Article 5, paragraph 2, was amended to read: “The Committee for the Assessment of Science and Technology in the Self-Government Zone undertakes the evaluation of scientific and technical awards in the self-government area in accordance with this approach and the evaluation rules.”

In addition, as article 5, paragraph 3: “The Evaluation Commission has a number of professional evaluation teams responsible for the early evaluation of the current professional science and technology awards”.

V. Article 6 amends as follows: “A social-oriented science and technology award established by the Social Forces shall not be charged for any fee in the incentive activities”.

Article 7 was amended to read: “The Government of the People of the Autonomous Region established the following scientific and technical awards:

“(i) Major scientific and technical contributions awards in self-government zones.

“(ii) Science and technology advancement awards in self-government zones.

“(iii) External scientific technical cooperation awards in self-government zones.”

Article 8 amends as follows:

“(i) In technological development or major engineering construction, key technologies and systems have major innovations that result in significant technology, products (equids) or industries with market competitiveness, the integrity of the project; the ownership of core technology, the level of technology and key technical indicators to meet current levels of domestic technology or product lead; the achievement of significant economic benefits, social benefits or ecological benefits; and the significant role of relevant industrial technological advances, industrial restructuring or new industrial clusters.

“(ii) In the implementation of social public goods, key technologies have made significant innovations that form a technical system or product with significant application value and application effect that is complete; core technologies have autonomous intellectual property; overall technical level and technical economic indicators reach the current level of domestic equivalent or product leading levels; and projects have been widely promoted and achieved significant social benefits or ecological benefits.

“(iii) To present unique academic ideas, research programmes in basic theory or in relation to natural scientific research; to detect scientific phenomena, characteristics and regulations, and to clarify scientific doctrines and doctrines; to propose research methods and means to address critical academic problems or the technical difficulties of the experiment.”

Article 9 amends to read as follows:

“(i) In basic research and application basic studies, articulation of natural phenomena, characteristics and regulations, and scientific discoveries or the application of scientific basics have produced creative research results.

“(ii) In research development in the application of technology, the use of scientific and technological knowledge for the development, development, introduction of new products, new technologies, new processes, new materials, biomass, or the use of scientific and technological knowledge has resulted in significant economic benefits or social benefits.

“(iii) In the implementation of social good projects, long-term scientific and technical work on the basis of science and technology and socio-public science and technology have created tangible social benefits through practical tests.

“(v) An important contribution and tangible economic benefits, social benefits or ecological benefits are made in soft scientific research for the scientificization and management of policymaking.”

Article 9

“(i) Stechnicians (Organization) in other provinces (Autonomous Regions, municipalities) or foreign, port (Asia, terminal) and science and technology workers in this self-government area (OAS) participate in the development projects.

“(ii) The effectiveness of creative talents and teams in the vibrant and development of this self-government area.

“(iii) To make an important contribution to strengthening the innovative capacities of the self-government region, supporting the artisanal industries and economic and social development.

“The criteria for a specific evaluation of the external scientific technical cooperation awards in the self-government area shall be implemented in accordance with article 9 of this approach.”

Article 11: Science and technology awards in self-government zones are evaluated every year.”

Articles 11, 10 should be amended to Article 12, to read as follows: “The major contribution awards for science and technology in the self-government area and the Foreign Science Technical Cooperation Award, each awarding the project to no more than two or no hierarchy.

The award for scientific and technological progress in the self-government area is divided into one, two and three awards, with a total of 1:3:6 awards not exceeding 100.

“The award of major scientific and technological contributions in the self-government area, the promotion of science and technology in the self-government area, the second, and the Foreign Science Technical Cooperation Award in the self-government area can be vacant without eligible projects”.

Article 11, Article 12 was merged as article 13 as amended to read: “The self-government award is recommended by the following organizations and individuals:

“(i) Government of the city where it is established.

“(ii) The Government of the People of the Autonomous Region consists of the unit, the immediate body.

“(iii) National and autonomous district development committees.

“(iv) The self-government area is high schools, utilities, industry associations.

“(v) Central Office of the Director-General.

“(vi) More than five Professional experts who are in high-ranking positions recommend.

“(vii) A unit that has received significant scientific and technical contributions in the self-government area in recent five years or a fellowship for scientific and technological progress I may recommend a professional item.”

Articles 13 and 13 should be amended to read Article 14.

“The recommended units and individuals shall recommend candidates for scientific and technical awards in the self-government area or for projects to be selected in accordance with the specific conditions indicated.”

XIV, article 14 should be replaced with article 15, and reads as follows:

“(i) The same technical content can only be declared a award.

“(ii) To complete the proposal for scientific and technical incentives in the Nin summer Autonomous Region and to provide authentic, accurate and complete material.

“(iii) The organization or individuals under article 13 of this approach shall review and sign the recommendation.

“(iv) A summary of 10 working days is provided by the recommended unit (person) within the scope of the project completion or completion unit.

“(v) No objection shall be made to the executive branch of science and technology in the self-government area.”

Article 16: “The science and technology project has one of the following conditions and shall not be recommended:

“(i) relate to defence, national security and has been established.

“(ii) Be detrimental to human health or social security.

“(iii) The existence of intellectual property disputes.

“(iv) National science and technology awards or other provincial, ministerial science and technology awards have been obtained.”

The executive branch of science and technology in the self-government area should review the Scientific and Technical Awards, recommendations and related supporting materials in the Nin summer self-government area, in accordance with the content and form of the provision, make a presentation to society for 10 working days; and, after no objection, the Scientific and Technical Approval Committee of the Self-Government Region should be submitted to the Committee for the Evaluation of Science and Technology in the Autonomous Region.

“The evaluation of scientific and technical incentives in the self-governance area considers that there is a need for verification of the substance in question and may require the recommended units, individuals or recommended units, personal statements or supplemental material.”

Article 16 and Article 17 were merged as article 18 as amended to read: “The scientific and technical awards in the self-government area should be evaluated in accordance with the following provisions:

“(i) The professional evaluation team, in accordance with this approach and its evaluation rules, adopts a methodology for the integration of evaluation and web evaluation, conducts the initial evaluation of eligible projects and proposes awards and project incentives.

“(ii) The executive branch of science and technology in the self-government area should make the initial evaluation recommendations of the professional evaluation team available to society for 10 working days;

“(iii) Upon review of the recommendations of the Panel on Science and Technology Awards in the autonomous self-government area and the relevant information, the scientific and technical award awards project and the incentive hierarchy are presented.

“(iv) The Committee on Science and Technology Awards in the self-government area, after the final review of the scientific and technical awards project and the level of incentives presented by the Committee for the Evaluation of Science and Technology in the Self-Government Zone, provides 10 working days to the society;

“The use of online evaluation shall be open to evaluation results”.

XVIII, article 18 was replaced with Article 19 by amending “any unit or individual contesting the candidate for scientific and technical awards in the self-government area, which could provide written material to the executive branch of science and technology in the self-government area within 20 days of the date of the presentation.

“The executive branch of science and technology in the self-government area shall review written materials. A substantive objection may affect the results of the award, which is reviewed by the Scientific and Technical Approval Committee of the Self-Government Zone, in accordance with the provisions of the Scientific and Technical Award review of the Nin summer Self-Government Zone; and is not substantively opposed to the processing of the recommended units or individuals by the executive branch of the self-government.

“The executive branch of science and technology in the self-government area shall communicate the opinion of the review to the organization or individuals that object.”

Article 19 was changed to article 20 by modifying the award of a major contribution award for science and technology in the self-government region as a capital of US$ 1 million for the people's currency, of which US$ 700,000 rewards for members of the scientific research team and $3.3 million as a scientific support fund for the scientific research teams.

The award for scientific and technological progress in the self-government area was US$ 300,000, US$ 200,000, and US$ 100,000.

The Foreign Science Technical Cooperation Award for the Self-Autonomous Region is 300,000 dollars.

“The Government of the people of the self-governance region, in accordance with the economic, social and economic development of the self-government zone, has in due course increased the criteria for scientific and technical incentives. Specific amounts are proposed by the scientific and technical executive branch of the self-government zone and the financial sector of the self-government sector, which is implemented after the approval of the Government of the people of the autonomous region.”

Article 20, paragraph 20, was replaced with Article 21, by amending the award for a major contribution to science and technology in the self-government area, signed by the President of the Autonomous Region and awarded certificates and awards.

Twenty-four, 25 and 26 were replaced with the words “administrative disposal” as “practices”, with the words “the executive branch of science and technology of the self-government”.

Twenty-five, 26 and 27, the “Governmental Science and Technology Administration of the People's Government of the Self-Government Zone” was amended to “the executive branch of science and technology in the self-government area”, and “administrative disposition”.

Article 27 was deleted.

Article 27, article 28, was amended to read: “The proposal for scientific and technical incentives for the Indian Self-Government Zone, as set out in this approach, is developed by the scientific and technical executive branch of the self-government area”.

In addition, the order of provisions is adjusted accordingly.

This decision is implemented since the date of publication.

The Science and Technology Awards in the Nin summer Self-Government Zone were re-published in accordance with this decision.

Science and technology incentives in the Nin summer self-government region

(Act No. 81 of 4 July 2005 of the People's Government of the Nakhinian Autonomous Region, issued a revision of the Decision of the Government of the People of the Autonomous Region of 9 December 2016 on the revision of the science and technology incentives for the Honduran Autonomous Region)

Chapter I General

In order to encourage citizens, organizations that contribute to scientific and technological progress, to mobilize the active and creative nature of science and technology personnel, to accelerate the development of science and technology in my region, to promote economic and social progress, and to develop this approach in the light of the relevant provisions of the National Science and Technology Awards issued by the Department of State.

Article 2 Science and technology incentives in the self-government sector follow the approach of “respect for labour, respect for knowledge, respect for talent and respect for creation”.

Article 3 Government of the self-government administration of science and technology (hereinafter referred to as the executive branch of science and technology in the self-government area) is responsible for the organization of the evaluation of scientific and technical awards in the self-government area.

Article IV. The Government of the People of the Autonomous Region has established the Committee on Science and Technology Grants of the Self-Government Zone, which is responsible for:

(i) Develop, modify and interpret the Rules for the Evaluation of Science and Technology Awards in the Nin summer Self-Government Zone and the Scientific and Technical Awards for the Indian Self-Government Zone.

(ii) To review candidates and projects for scientific and technical awards in self-government zones.

(iii) To propose candidates and projects for scientific and technical awards for self-government to the people of the self-government region.

(iv) Other responsibilities conferred by the Government of the People of the Autonomous Region.

The composition of the Committee on Science and Technology in the self-government area is presented by the scientific and technical executive branch of the self-government region, with the approval of the Government of the people of the autonomous region.

The day-to-day work of the Committee on Science and Technology in the Self-Government Zone is vested with the scientific and technical administration.

Article 5 Science and technology incentives committees in self-government zones hire experts, scholars and scientific and technical incentives evaluation committees.

In accordance with this approach and the evaluation rules, the Scientific and Technical Approval Committee of the Self-Government Zone conducts the evaluation of scientific and technical awards.

A number of professional evaluation teams have been established under the Evaluation Committee, responsible for the early evaluation of the current professional science and technology awards.

Article 6 Social forces' social-oriented science and technology awards are not charged with any fees in incentives.

Chapter II

Article 7. The Government of the People of the Autonomous Region has established the following scientific and technical awards:

(i) Major scientific and technical contributions awards in self-government zones.

(ii) Science and technology advancement awards in self-government zones.

(iii) External scientific technical cooperation awards in self-government areas.

Article 8

(i) In technology development or major engineering construction, key technologies and systems have major innovations that generate major technologies, products (equids) or industries that are competitive in the market; the full maturity of the project; the ownership of core technology, the level of technology and the main technical indicators to meet current domestic technology or product lead levels; the achievement of significant economic benefits, social benefits or ecological benefits; and the significant role of the relevant industrial technological advances, industrial restructuring or new industrial clusters.

(ii) In the implementation of social public goods, key technologies have made significant innovation, forming a technical system or product with significant application value and application effectiveness, which is complete; core technologies have autonomous intellectual property; overall technical level and technical economic indicators reach the current level of domestic equivalent technologies or products; and projects have been widely promoted and have achieved significant social benefits or ecological benefits.

(iii) To present unique academic thoughts, research programmes in basic theory or in relation to natural scientific research; to detect scientific phenomena, characteristics and regulations and to clarify scientific doctrines and doctrines; to propose research methods and means to address critical academic problems or the technical difficulties of the experimental technology.

Article 9 awards for scientific and technological progress in the self-government area to citizens or organizations that meet one of the following conditions:

(i) In basic research and application basic studies, articulating natural phenomena, characteristics and regulations, with scientific discoveries or the application of science-based basics for creative research results.

(ii) In research development in the application of technology, the use of scientific and technological knowledge for the development, development, introduction of new products, new technologies, new processes, new materials, biomass, or the use of scientific and technological knowledge has resulted in significant economic benefits or social benefits.

(iii) In the implementation of social good projects, long-term scientific and technical work on the basis of science and technology and socio-public science and technology have created tangible social benefits through practical tests.

(iv) In the transformation and diffusion of scientific and technological results and the industrialization of advanced new technologies, advanced scientific and technological outcomes should be used for economic development and social development, with a high degree of output or industrialization, with a stronger demonstration, dynamic capacity and significant economic, social and ecological benefits.

(v) In soft scientific research for the scienceization and management of decision-making, important contributions were made and tangible economic benefits, social benefits or ecological benefits were achieved.

Article 10 The evaluation of the Foreign Science Technical Cooperation Award in the Autonomous Region shall be in accordance with the following conditions:

(i) Stechnicians (Organization) in other provinces (Autonomous Regions, municipalities) or foreign, port (Ausia, desk) and science and technology workers in the self-government area (OIOS) participate in the development projects.

(ii) The effectiveness of creative talents and teams in the vibrant and development of this self-government area.

(iii) To make an important contribution to strengthening the innovative capacities of the self-government region, supporting the artisanal industries and economic and social development.

The self-government region's external scientific technical cooperation awards are specifically evaluated and are implemented in accordance with article 9 of this approach.

Article 11. Science and technology awards in self-government zones are evaluated every year.

Major scientific and technical contributions awards in self-government areas, scientific and technological progress in the self-government area, and external scientific technical cooperation awards in the self-government area can be vacant without eligible projects.

Chapter III

Article 13 Science and technology awards in self-government areas are recommended by the following organizations and individuals:

(i) Government of the urban population in the area under construction.

(ii) The Government of the people of the self-governing region consists of the unit, the immediate body.

(iii) National and autonomous district development committees.

(iv) The self-government area is high schools, utilities and industry associations.

(v) Central offices at the Benin office level.

(vi) More than five Professional experts who are in high-ranking positions are recommended.

(vii) A special project may be recommended by units that have received major scientific and technical contributions from the self-government area in almost five years or by scientific and technological advances.

Article 14. The executive branch of science and technology in the self-government area should make the specific conditions recommended by the Scientific and Technical Awards of the self-government area available to society.

The recommended units and individuals should recommend candidates for scientific and technical awards in the self-government area or projects for selection, in accordance with the specific conditions of the recommended.

Article 15. Science and technology awards in self-government areas shall be declared in accordance with the following provisions:

(i) The same technical content can only be declared a award.

(ii) A proposal for scientific and technical incentives in the Nin summer self-government area and a authentic, accurate and complete certificate.

(iii) The organization or individuals under article 13 of this approach shall review and sign the recommendation.

(iv) The recommended unit (person) is presented within the scope of the project's completion or completion unit for 10 working days.

(v) The executive branch of science and technology in the self-government area is not contested by the applicant.

Article 16 contains one of the following cases, and does not recommend:

(i) With regard to defence, national security and the determination of precision.

(ii) Be detrimental to human health or social security.

(iii) There are disputes relating to intellectual property.

(iv) National science and technology awards or other provincial, ministerial science and technology awards have been obtained.

Article 17 The executive branch of science and technology in the self-government area shall review the proposals for scientific and technical incentives, advice and related supporting materials in the Nin summer self-government area, in accordance with the content and form of the provision, inform the society of 10 working days; and, after no objection, shall be submitted to the Committee for the Evaluation of Science and Technology in the Autonomous Region.

The assessment of scientific and technical incentives in the self-government area considers that verification of the substance is required and may require the recommended units, individuals or recommended units, personal statements or supplemental materials in the self-government area.

Article 18

(i) In accordance with this approach and its evaluation rules, the professional evaluation team adopted a methodology combining the evaluation of meetings and the evaluation of networks, undertaking a pre-assessment exercise for eligible projects, proposing awards and project incentives.

(ii) The executive branch of science and technology in the self-government area should make the initial evaluation recommendations of the professional evaluation team available to the social public for 10 working days; after no objection, it should be submitted to the Scientific and Technical Approval Committee of the Self-Government Zone.

(iii) Following the review of the recommendations of the Panel on Science and Technology Awards in the autonomous self-government area and the relevant information, the scientific and technical award awards project and the level of incentives were presented.

(iv) The Committee on Science and Technology Awards in the self-government area, after the final review of the science and technology awards project and the level of incentives presented by the Committee for the Evaluation of Science and Technology in the Self-Government Zone, provides 10 working days to the society; clarifies no objection and approval by the Government of the people of the autonomous region.

The use of online evaluations should be made public.

Any unit of article 19 or individual objection to the scientific and technical awards of the self-government area may submit written material to the executive branch of the self-government area within 20 days of the date of the presentation.

The scientific and technical executive branch of the self-government area should review written materials. A substantive objection may affect the results of the award, which is reviewed by the Scientific and Technical Approval Committee of the Self-Government Zone, in accordance with the provisions of the Scientific and Technical Award review of the Nin summer Self-Government Zone; and is not substantively opposed to the processing of the recommended units or individuals by the executive branch of the self-government.

The executive branch of science and technology in the self-government area should inform organizations or individuals that have objected the review.

Article 20 awards for major scientific and technical contributions in the self-government area amounted to US$ 1 million, of which US$ 700,000 rewards the members of the scientific research team and US$ 300,000 as a scientific support fund for the scientific research team.

The award for scientific and technological progress in the self-governance area was US$ 300,000, US$ 200,000, and US$ 100,000.

The Foreign Science Technical Cooperation Award for the Self-Autonomous Region is $30,000.

In accordance with the economic, social and economic development of the self-government area, the Government of the people of the self-governing region has in due course increased the criteria for scientific and technical incentives. Specific amounts are proposed by the scientific and technical executive branch of the self-government region and the financial sector of the self-government sector, which is implemented after the approval of the Government of the people of the autonomous region.

The award for science and technology awards in the self-government area is vested in the financial specialization of the self-government area; the evaluation of scientific and technical awards in the self-government area is included in the administrative budget of the self-government sector.

Chapter IV Corporal punishment

Article 24 deducts, expropriates the discovery, invention or other scientific and technological outcomes of others, or uses other unjustifiable means to extract scientific and technical awards from self-government zones, with the approval of the Government of the self-government administration of science and technology in the self-governance area.

The unit or individuals have been removed from the incentive, which is criticized by the Committee on Science and Technology in the autonomous region and other direct responsibilities directly responsible personnel, and from the date of the withdrawal of the incentive, the scientific and technical awards of their self-government zones are not received within five years.

Article 25 recommends that units and individuals of the declaration of science and technology awards be provided with false data, material and assistance to others in decepting science and technology awards, which are criticized by the Committee on Science and Technology in the self-government, in the event of a serious suspension or dismissal of their recommended qualifications, and recommends that their offices or their superior authorities be taken into account by law.

Article 26 The relevant experts of the Committee on Science and Technology Awards of the Self-Government Zone, which, in the course of the evaluation, misguided, favoured private fraud, was dismissed by the Committee on Science and Technology in the autonomous region and recommended that its units be treated in accordance with the law.

Chapter V

The proposal for scientific and technical incentives in the Nin summer Self-Government Zone, as set out in article 28, is developed by the scientific and technical executive branch of the autonomous region.

Article 29 does not establish scientific and technical awards by the people of the city, the city and the district.

Article 33 is implemented since the date of publication. The incentives for scientific and technological progress in the Hindu Autonomous Region, issued on 28 September 1998 by the Government of the People of the Self-Government Zone, and the 10-year pilot approach of the Honduran Self-Government Zone Award issued on 12 March 1999 by the Government of the People's Government of the Autonomous Region, was repealed.
