I have introduced a commissioning system for land collection. The city's Government is the subject of responsibility for land collection and organizes land collection. The Government of the People of the Region, the Yochen New Zone and the Economic Functioning Zone are entrusted by the municipalities and municipal land administration authorities to undertake specific land-covering efforts.

The Government of the People of the Region, the Yochen New Zone and the Economic Functioning Zone are entrusted with the following duties by the Government of the city and the municipal land administration authorities:

(i) In accordance with the principle of territorial management, the management of land and urban homes in the area of confiscation and settlement, as well as the Government of the town, the street office in the area of implementation;

(ii) Development and publication of land announcements and the collection of land announcements;

(iii) Develop and publish expropriation compensation, resettlement programmes, the signing of relevant compensation agreements and the payment of related compensation costs;

(iv) The collective rural economic organization of the land-releaded land and the testimony of farmers for the compensation, resettlement programme, which is organized by law;

(v) After the release of the Reimbursement, Placement Programme, the group of rural economic organizations and farmers who have been expropriated have refused to enter into the relevant compensation agreement, which is based on the release-admission compensation and resettlement programmes.

The Government of the city and the municipal land administration authorities are responsible for commissioning, and the authorities of the people of the region, the Yangchen New Zone and the Economic Functioning Zone shall carry out their duties under the law within the scope of the commission of the matter, with the aim of obtaining and compensating the settlement.

Due to the fact that the Government of the District, the Yochen New Zone and the Economic Functioning Zone Commission do not carry out their duties under the law or go beyond the delegated authority, the Government of the city or the municipal land administration authorities have been revoked or confirmed to be in conflict with the administrative review or have failed in administrative proceedings to hold the relevant responsibilities of the People's Government of the District, the Yochen New Zone and the Economic Functional Commission.

The land cited in this decision refers to the needs of the State for the public interest, which, in accordance with the procedures and the authorization of authority provided for by law, brings into all legal acts all of the land of the farmers collectively owned by the local economic organization and the well-being of farmers.
