Chapter I General

Article 1, in order to regulate the management of major activity archives, ensure full, complete, real and security of major activity files and improve economic and social development services, and develop this approach in line with the laws and regulations of the People's Republic of China Archives Act, the Sangger Archives Regulation.

Article 2

Article 3. The main activities described in this approach refer to large-scale events at all levels of the province, groups, business units and other social organizations, both within and outside of the province, in relation to political, economic, scientific, cultural, educational, health, sports, xenophobia, outer matters, religion, sectoral, local colour, national significance or international impact conferences, festivals, exhibitions, etc.; response to sudden events; specific or integrated activities such as relations reform, development, livelihood.

The main activity files described in this approach refer to the preservation value generated in the course of the above-mentioned major activities, the language, graphics, audio-visuals, data, in-kind and other forms of original records.

Article IV of the major activities archives is guided by the principles of harmonization of leadership, sub-level responsibility, complete archiving, systematization, centralized management and effective use of work.

Article 5 is a material generated by major activities and should be preserved and any organization and individual may not be held or denied the filing; documents that are not included in the file should be prepared for the destruction of the documents, which may be destroyed by the main head of the unit.

Article 6 is the subject of a sealed document generated by a major event, which should be strengthened by law, without interruption, and should not be sent for hosting, archiving operations outsourcing and digital processing.

Article 7. The Government of the people at the district level should strengthen its leadership in the archiving of major activities, establish a mechanism for the involvement of the sound archives administration in major activities, coordinate the resolution of problems arising in the management of major activity archives in the present administration and guarantee the requirements for the management of major activity archives.

More than the people's government at the district level should be rewarded by units and individuals that have made a significant contribution to the management of the archives of the activities, giving some economic compensation to those who do so.

Article 8. Staff involved in major activities are to be able to work in the form and accumulation of documentation materials and to conservative State secrets in accordance with the law; staff involved in the management of major activity archives should have archival expertise and operational skills to perform their duties and adhere to professional ethics.

Chapter II

Article 9 hosts are responsible for the formation, archiving, collection, collation, maintenance, utilization and transfer of archives in the course of major activities.

The Government of the people at the district level, as a host agency, performs the functions set out in the preceding paragraph.

Article 10. The hosting units should incorporate the management of the archives into major activities, establish specialized archives management bodies, identify the responsible departments and responsibilities for the management of major activity archives, and guarantee the funding of major activity archives.

Significant non-cyclical activities organized independently by units, or major activities organized jointly by other units, should incorporate the same-level archives administration into the major activity archives management and communicate in writing within 20 working days following the identification of major activities.

Article 11. Major activity implementation programmes, emergency prestige and project plan mandates developed by the hosting units should clarify the scope and objectives of the major activity archival bodies.

Article 12 Hosting units should be responsible for the establishment of major activity archives in accordance with the relevant provisions of the State, using modern technologies, instruments, the collection and full-time record-keeping of important sections of the activity, the preparation and implementation of the various documentation materials and the maintenance schedule of time.

Article 13 host units should train staff involved in major activities to improve the efficiency and quality of the management of major activity archives.

Article 14.

Article 15. More than two units, irrespective of ownership and joint activities, should collect the documentation material generated by major events, systematically collate, transfer to the same-level national integrated archives within six months of the event, and special circumstances need to be transferred, subject to the consent of the integrated national archives and the issuance of a directory of major activity files.

Article 16 focuses more than two units and co-hosted major events, and the hosting units should collect all participation units, documentation generated by staff in major activities, be collated and, within six months of the end of the event, transferred by the hosting units to the same national integrated archives, and the transfer of special circumstances needs to be transferred, in accordance with article 15 of this approach.

Significant activities organized by the Interim Institutions should be invited to participate in the same archival administration, directly responsible for the management of material materials for major activities, and transferred to the same national integrated archives within one month of the end of the event.

Chapter III

Article 18 shall establish a specialized agency or designate a specialized agency responsible for the archiving and transfer of all types of documentation material generated in projects covered by major activities.

Article 19 shall participate in the professional training and archiving coordination of the archives organized by the hosting units and manage the documentation material generated during the activities in accordance with the professional requirements of the archives.

Article 20 shall be transferred by the Consular Office within 10 working days of the end of the event to the hosting units by including the various original records of the archiving of major activity documents.

Chapter IV

Article 21 oversees, inspects and directs the management of major activity archives in the present administration.

In accordance with article 22, the administration of the archives of the Government of the above-mentioned people at the district level, after receiving a notification from the host office to participate in the management of the major activity archives, professional engagement should be dispatched in a timely manner to assist the hosting units in the conduct of professional training in the archives, the development of a programme of work for the management of major activities and the identification of the archiving of material.

Article 23. The major activities involved in the administration of the archives of the Government of the above-mentioned people at the district level may be used to collect and document significant activities directly through technical means such as audio-visual, photography, video and video. During the five working days after the end of the event, information collected and recorded will be transferred to the hosting units to be collated.

Article 24 of the National Integrated Archives should establish a system for the collection of major activity files, including acquisition, requisitioning, cooperation and development.

Article 25 The Archives Administration should encourage individuals, social organizations to contribute to the National Integrated Archives and to store major activity files, to maintain and utilize the donation, storage and archives, in accordance with the relevant national provisions.

The National Integrated Archives Archives of Article 26 should be established for the transfer of major activity files to the compound, with scientific management, micro-processing and digitization processing, and implementation of different-quality reserves.

The twenty-seventh National Integrated Archives should strengthen the development of major activity archives, establish a modern system of retrieval and information-sharing platform to make public, by law, information on major activity files that do not involve and are not controlled, to meet social needs.

Chapter V Legal responsibility

(iv) No security management of the documents involved, as prescribed;

(v) No collection, collation and maintenance of major activity files, as required;

(vi) There is no centralized management of the various types of loading and loading of major activities;

(vii) The transfer of major activity files or archives to the National Integrated Archives without the provisions;

(viii) No directory of major activities, as required;

(ix) No oversight and guidance on the management of major activity archives, as prescribed;

(xii) Restructification, fabrication, destruction and loss of major activity files;

(xiii) Or to sell, transfer, exchange, grant to organizations and individuals other than national archives at all levels, or to private self-commercing, mailing and exiting countries;

(xiv) Other violations of the management of major activity archives.

Article 29 abuses by the Archives in the management of the major activities archives, in favour of private fraud, insecure, negligence, misleading, are governed by the law by their units or the relevant administrations; and in accordance with the law.

Annex VI

Article 33 of this approach refers to the historical record of the various types and loads generated during the major event.

Article 31 citizens of this province organize archives of major activities that can be implemented in the light of this approach.

Article 32 of this approach is implemented from 20 October 2016.
