Chapter I General

In order to regulate the management of public safety video images information systems, preserve public safety, guarantee the legitimate rights and interests of citizens, legal persons and other organizations, this approach is based on the relevant laws, regulations and regulations.

Article 2

This approach refers to the use of video-gathering techniques and equipment to collect, transmit, control, demonstrate and store systems for sites and regions involved in public safety.

Article III. Governments of municipalities, districts (zones) should strengthen organizational leadership in the management of public safety video information systems, establish work coordination mechanisms to deal in a timely manner with major management matters.

Chapter II Planning and construction

Article 7. The public security authorities shall prepare plans for the construction of a public safety video information system throughout the city, with the approval of the Government.

The following places and regional main entrances, corridors or focuss should be established to develop a public safety video information system:

Chapter III Maintenance and application

(ii) Information on the illicit sale, provision, dissemination or illicit reproduction of public safety video information systems;

(iii) Removal, concealment, damage to the original record of information on the public information system;

(iv) Theft, destruction of facilities, equipment and equipment for the public safety video system;

(v) To deny, prevent public security authorities and other relevant departments from accessing, replicating, receiving, entering or directly using public safety video information systems and information;

(vi) Other acts affecting the operation of the public safety video information system.

Article 21, Public security authorities should strengthen the day-to-day oversight management of the construction, maintenance, use and safety of public safety video information systems.

Chapter IV Legal responsibility

(iv) The use of public safety video information systems does not comply with the relevant provisions.

Article 26, in violation of this approach, contains one of the following acts, being corrected by a public security authority and a fine of up to 1000 dollars, which constitutes a violation of the management of the security sector, punishable by law; and criminal liability by law:

(i) Changes in the use, location and scope of public safety video information systems;

(ii) Information on the illicit sale, provision, dissemination or illicit reproduction of public safety video information systems;

(iii) Removal, concealment, damage to the original record of information on the public safety video information system.

Article 27, Public security authorities and other relevant departments and their staff members, in the supervision of the management of the public safety video information system, are subject to negligence, abuse of authority, provocative fraud and are lawfully disposed of by law; constitutes an offence punishable by law.

Chapter V

The twenty-eighth approach was implemented effective 1 October 2016.
