Chapter I General

Article 1 ensures the construction and security operation, as well as full engineering benefits, and promotes greening development in the two mountains, in accordance with the relevant laws, regulations and regulations, and develops this approach in conjunction with the actual greening of water works in both North and South mountains in the city.

Article 2, this approach applies to the planning, construction, operation, management and protection of water works in the context of the greenization of the North and South San Francisco in the Länder of the Länder State.

Article 3 builds water works in two mountains and upholds the principles of government investment and the combination of contractors.

Governments at all levels should support and encourage contractors to build water work in accordance with unified planning to protect the legitimate rights and interests of investors.

Both North and South mountain Greenhouse authorities are the authorities responsible for the management of water works throughout the city and are responsible for the planning, construction, operation, supervision and protection of water works throughout the city.

The North and South Kivu Green Mountain Authority is the competent authority for the management of water works in the two mountains of the Territory, with specific responsibility for planning, construction, operation, monitoring and protection of water works in two mountains.

The two mountain water works are established by the water system for the operation, protection and management of the water system.

Chapter II Planning and construction

Article 5 Overall planning for water works in both mountains, commissioned by the greening authorities of the two North-South mountains to have qualified units, based on the overall planning of ecological construction in the North and South, with expert evidence, to be submitted to the municipality for approval.

Fund-building should be dedicated to borrowing and diversion.

Article 8 establishes the responsibility for the management of water construction in both mountains.

All two hills were completed, and the eligible parties could be delivered in accordance with the relevant provisions and procedures.

After the use of water works in two hills, no units and individuals have been agreed by the authorities.

Chapter III

Article 9. The North and South Kivu Greenhouse Authority is the management body of the State's assets for water works in two mountains and is responsible for the management of assets under the jurisdiction.

Article 10 The greening authorities of both North and South should establish a sound engineering operation and maintenance, conservation system, establish technical archives and organize regular inspections.

Article 11 Water Engineering Management Units and Greenhouse contractors should strengthen water engineering escorts for the safe operation of water works in the two hills.

The water engineering management unit and the Greenhouse contractor should be installed in the emplacement of water tanks, in the vicinity of the water pool and in a significant location of the warning signals, and should be assigned to specialized gate pumps and electricity rooms.

Article 12

The two mountains of the Trans-Sectoral (zone) are defined by the Government of the Municipalities in accordance with the criteria for the delimitation of land in the Gangangang Province and set a mark.

The construction of two new water works should be planned, designed and considered as the scope of engineering management and protection.

Article 13 contains strict control over other construction facilities or buildings within the framework of water management and protection in both mountains. It is true that the State needs to be constructed, subject to the approval of the Greening Authority of the North and South San Francisco (zone) and to the approval of the authorities of the two North and South mountains.

No unit or individual shall be allowed to occupy land within the framework of water management and protection.

Article 14.

(i) Enabling water pools, water pools, pumps and electricity rooms;

(ii) The construction of gate water, theft of water or pump pumps at facilities such as water pipelines, ponds, berms;

(iii) Constraints impeding the construction, maintenance and disposal of water engineering units.

No unit or individual shall be able to purchase the stolen and powerful water engineering equipment.

Article 16 prohibits activities relating to the safety of water works in both mountains, in the context of the protection of water work, which is determined by law.

Article 17 Water engineering management units in both mountains and green contractors should establish a security defence system, clear responsibility, implement protective measures and guarantee the safety of water engineering facilities in both mountains.

Article 18

Article 19 The damage to the economy is compensated by the owner or the actual use of the goods established by the law (protected) or by the owner.

Article 20 should protect water works and subsidiary facilities in both mountains in accordance with the law and combat damage and theft of water engineering facilities in both mountains.

Chapter IV Water management

Article 21, greenification of two hills has been used for irrigation and the waste of water resources.

Article 2

The water use of the Greenhouse contractors should be presented to the water engineering management units in the two hills, and the annual water supply and demand plans are prepared after the summary of the water work management units in the two hills and approved by the authorities of the North and South Kivu.

The preparation of the annual water supply and demand plan should take into account, inter alia, green water use, the operation of water, and scientifically rationally arrange water for the various units.

Article 23 Greenhouse contractors shall submit a water statistics form to the water engineering management units located in the two hills in the month; the water statistics form shall be summarized by grades (zone) of the North and South Kivu Green Lands and the Southern and South-North Greenhouse Greenhouse authorities.

Article 24 Water engineering units in both mountains should be provided with acreed distribution of water based on green irrigation, on-goal fees and on time water supply without undue water or water reduction.

Article 25

Article 26 Greened water from agricultural irrigation works in both North and South mountains, and their water prices were charged according to agricultural indictability standards. The use of urban water systems and the provision of water through urban sewerage systems are free of charge for urban infrastructure.

The water value of the two hills is approved for all types of water, based on the cost of water, by the greening authorities of both North and South Kivu.

Article 27, Green irrigation water charges are governed by the principle of “personal water, who pay”. A contractor who has no capacity to pay a water fee may receive appropriate subsidies.

The water costs for the management of the forest area in the two hungry forestry stations are fully subsidized by the Government.

Article 28 should establish a sound financial system for the collection, use and management of water costs. The income and expenditure of water costs is reported every year to the Greenization authorities in North and South Kivu, and to the water users.

The cost of water collected was not diverted by the normal operation of water works in the two hills, maintenance, surrounding greenization.

The cost of water collected by the twenty-ninth units of the State shall be included in the budget management and two lines of income and expenditure.

Article 33 The Green Lands in North and South may entrust with the audit of the water cost and expenditure of the water engineering units in both mountains.

Chapter V Legal responsibility

In violation of article 11 of this approach, the period of time was changed by the Greenhouse Authority of the North and South, with a fine of up to $100,000.

Article 32, in violation of article 14 of this approach, was warned by the Greenhouse authorities of the North and South Kivu and fined by more than 100,000 dollars.

Article 33, in violation of article 21 of this approach, is being redirected by the greening authorities of both North and South, to compensate for losses and to fine up to $100,000.

Article XV, in violation of article 15 of this approach, is governed by the law of the business, public safety, water and the judiciary.

Article 36 Greenhouse gasification authorities, water engineering units and their staff at both the municipality, the district (zone) and the North and the South, play a role in the management of water works in the two hills, abuse of authority, provocative fraud, and administrative disposal by the superior authority or the inspectorate, which constitutes a crime and hold criminal responsibility.

Article 37 interferes with the performance of the duties of the water engineering manager, insults, beatings of the water pipes, which are criticized by the North-North Greening authorities, in violation of the People's Republic of China Act on the Safety and Security Management of the People's Republic of China, which is punishable by law by the public security authorities, which constitutes an offence punishable by law.

Article 338, in violation of other acts of this approach, provides for penalties under the law, legislation and regulations.

Annex VI

Article 40 The Water Engineering Management Approach (No. 8 of 1999) was enacted on 1 August 1999 at the same time.
