Article 1. To strengthen border policing, to prevent and combat illegal criminal activities such as smuggling, drug trafficking, border crossings, smuggling, cascabo, and to maintain border policing order, in accordance with the relevant provisions, in the light of the actual practice of the city.

Article 2 refers to vessels that are exclusively used by all cruise boats themselves for activities such as photos, recreation and recreation.

Article 8. In addition to the receipt of the relevant documents to the competent authorities, the owner of the cruise shall also hold a certificate of title to the ship within 15 days of the acquisition of the cruise vessel's nationality certificate, the vessel test certificate and the owner of the cruise vessel, the manager, the crew of the ship's staff to the public security border service.

All of them should conduct changes or write-offs in the public security border sector.

Article 9. When the public security border sector is backed, it is found that the State of the cruise owner, the manager or the staff of the ship prohibits the release of sea personnel, it should be communicated in writing to the cruise owner.

Article 10. The public security border sector should conduct inspections of sea, return of cruise boats and identify cases such as national provisions prohibiting seafarers, which should be communicated to the owner or the manager of the cruise. Article 11. Drivering the sea shall not be stopped, vetted, forcibly shiped by another ship, except in cases of avoidance and force majeure, or from Hong Kong, Macao Special Administrative Region and on Taiwan.

Article 12

(i) Enabling, stopping or assisting others in accessing, stopping or limiting access to the sea, islands, crossings and smuggling;

(ii) The illicit possession of firearms, ammunition, control vehicles and explosives, bleaching and radioactive items;

(iii) Trafficking, cascabo and trafficking in arms and ammunition or drugs;

(iv) Other acts prohibited by law, regulations and regulations.

Article 13. The public security border sector should establish a network platform for border policing and service management, nomadic archives and credit records, and control measures such as a vetting and uninterrupted application of tele-monitoring in cases of criminal offences or other negative credit records.

Article 14. The public security border sector should implement oversight management, including at least on-site inspections, web-based information verification, tele-e-monitoring, maritime patrolling, finding that violations of border policing should be stopped and processed in a timely manner, and identifying violations that are not subject to the jurisdiction of the public security sector should be communicated to the relevant authorities in a timely manner.

Article 15. In violation of article 6, paragraph 2, of this provision, Article 8 stipulates that a fine shall be imposed by the public security border authorities for a period of time, without a provision for the preparation, change or write-off.

Article 16, in violation of this provision, is governed by law by the public security border or by other relevant sectors.

Article 17 violates this provision as a violation of the law and punishes it in accordance with the Law on the Safety and Security of the People's Republic of China; constitutes an offence and is held criminally by law.

Article 18 of the public security border sector and its staff do not perform their duties under this provision, toys negligence, favour fraud, abuse of authority, to be rectified by their competent authorities, the inspectorate, in accordance with its mandate, to inform him of the criticism; to grant administrative disposal to direct supervisors and other persons directly responsible; to constitute a crime and to hold criminal responsibility in accordance with the law.
