Chapter I General

In order to strengthen the movement control management of the Eastern River in the province's administrative region, the integrated benefits of water resources in the Eastern River basin are guaranteed, the protection of the ecological environment, and the development of this approach in line with laws, regulations, such as the Water Act of the People's Republic of China and the Water Resources Management Regulations of the North-East Province.

The second approach applies to the movement control management of water in the Oriental Region of the province. The law, legislation and regulations provide otherwise, from their provisions.

Article 3. The movement of water in the east should be guided by the principles of significant intermodal traffic control, overall water control and sub-sector management, and the principle of sub-ordination.

The movement of water in the east should first meet the water needs of rural and urban residents and rationalize water demand such as agriculture, industry, shipping and ecological environments.

Water banks, water hubs, hydroelectric plants and their movement control operation should be subject to flood demand and water supply needs.

Article IV Water distribution programmes for the Eastern River Basin, emergency movement control and water movement control plans are the basis for the implementation of the Eastern Ji.

Article 5 is responsible for organizing, coordinating, monitoring and guiding the movement of water in the province.

The Oriental River Basin Authority is specifically responsible for the distribution of water resources across the basin, the distribution of water to water and the new Fondang, the destruction of trees, the White Basin jewell (hereinafter referred to as three hydrates), the Eastern Jong River hub, gate dams, hydroelectric stations and other water access works for the approval of water licenses by the territorial Government's water administration authorities.

The Water Administration authorities of the Eastern River Basin are responsible for the movement of water in the east, in accordance with the established competencies.

The Eastern River Basin concerned hydrological institutions responsible for hydrological monitoring and hydrological information forecasts for the movement of water in the east.

Article 6. The three major hydro and the eastern driha dry stream, gate dams, hydropower stations, engineering management units for water engineering and facilities, as well as the electricity movement control sector, are the water control movement control enforcement units.

Chapter III

Article 16, when implementing the emergency response movement control, the relevant hydrological institutions should strengthen hydrological monitoring and forecasting and send relevant hydrological monitoring information to the Oriental Basin Authority on a daily basis. The Water Administration authorities of the Eastern River Basin Authority and the watershed-related municipalities, districts (zones) Government shall be informed on a daily basis of water access and water storage, leading water, etc., and report to the provincial Government's water administration authorities.

Chapter IV Oversight management

Article 17 The Oriental Basin Authority should establish a water control information platform to achieve information-sharing and online monitoring.

Relevant hydrological institutions, water control enforcement units should send information on the movement of water in the east to the Orang River Basin Authority in a timely manner.

The Oriental River Basin Authority should regularly communicate to the relevant municipal, district (zone) people's government water administration authorities, hydrological institutions and water movement control enforcement units to the east of the country's water control movement, which should be reported in a timely manner to the provincial government water administration authorities and provincial environmental protection authorities.

Article 18 of the provincial Government's water administration authorities and watershed-related municipalities, districts (zones) government water administration authorities should conduct monitoring inspections of the implementation of the Eastern Riverwater movement control units, in accordance with the water movement control authority; and, when implementing the emergency response movement control campaign, the inspection of the mission should be carried out or the monitoring inspection.

Article 19 requires the authorities to conduct monitoring inspections of the management of the water movement control enforcement units of their management, the implementation of the Eastern Giang Water Movement Control Programme, the Movement Control Premier and the Movement Control Directive, and to correct in a timely manner violations of movement control management.

Article 20 allows the following measures to be taken when the territorial Government's water administration authorities and watershed-related urban, district and territorial Government water administrative authorities monitor the water movement control implementation units:

(i) To request information, such as data, documentation, or reproduction;

(ii) To request clarifications on issues such as the implementation of the movement control measures in the east;

(iii) On-site inspection and investigation into places of production;

(iv) On-site monitoring of water or water quality;

(v) To compel it to cease violations of the provisions of the relevant laws, regulations and methods and to fulfil its statutory obligations.

Article 21 shall accept and cooperate with the supervision of the territorial Government's water administrative authorities and the watershed-related authorities of the Government of the Provincial People's Government, and shall not refuse or impede the enforcement of official duties by the relevant supervisors.

Chapter V Legal responsibility

Article 2

Article 23, the authorities of the water movement control enforcement units and their staff members do not perform the management responsibilities of the Eastern Province's control over the control of the movement of water and their staff are converted to the law by their superior authorities or by the supervisory authority.
