Article I, in order to strengthen and regulate the construction of special fire brigades, voluntary fire brigades, enhance the capacity of social defence, firefighting and emergency relief, protect the security of the person, property and guarantee public safety, in accordance with the laws, regulations and regulations of the People's Republic of China Fire Act, the Maritime Province Fire Safety Regulations, which, in practice, establish this provision.

Article 2 states that the dedicated fire brigade referred to in this Article includes a dedicated fire brigade and unit of the Government. Article 3. The Government of the people at the district level is responsible for the management of the Government's dedicated fire brigades within the current administration.

Relevant sectors such as public security, finance, land resources, management, human resources and social security, development reform, housing and rural and urban construction, planning should be jointly managed in accordance with their respective responsibilities.

Units such as enterprises, causes, groups are responsible for the construction of a dedicated fire brigade.

Agencies, groups, businesses, etc. units and village (residents) committees can set up voluntary fire fire brigades and manage them; and encourage individuals who are keen to fire the public good to form voluntary fire brigades.

Article IV. The Government of the people at the district level should incorporate the Government's dedicated fire brigade-building into national economic and social development planning, rural and urban planning and overall land-use planning, and include Government-wide fire fleet construction, operations, personnel and day-to-day operations in the same fiscal budget.

The Government's dedicated firefighting units are used for public goods and the provision is made.

Article 5. Special fire brigades are registered in accordance with the law as a public service unit, and special firefighters and clerics can be recruited through the Government's purchase of services.

More than the people's Government at the district level should establish a mechanism for the withdrawal of full-time fire brigades and clergy from the Government.

The requirements of the unit-specific fire brigade are guaranteed by the formed units.

The construction and operation of the voluntary fire brigade is financed by units or individuals.

Article 7 Governments and relevant departments should support and assist the construction of specialized fire brigades and voluntary fire brigades.

Units and individuals are encouraged to contribute to the construction of fire brigades and voluntary fire brigades.

Article 8

Governments, street offices and public security missions should assist public safety agencies in providing guidance and supervision to specialized fire brigades and voluntary fire brigades within the jurisdiction.

Article 9. Governments and relevant sectors of the population at the district level should provide incentives for specialized fire brigades and voluntary fire brigades and their teams that have made a significant contribution in fire prevention, extortion, emergency relief efforts or have achieved significant achievements, in accordance with the relevant provisions of the State and the province.

The following Article 10 does not plan the establishment of a public safety fire brigade (commune) and the related regions should establish a Government-wide fire brigade:

(i) The construction of a area of more than 2 square kilometres or more of the population (communes) or farms;

(v) Other areas of government-specific fire brigades should be established in accordance with laws, regulations or fire-fighting planning.

The following units should establish a dedicated unit fire brigade:

(i) Large nuclear facilities units, large power plants, civilian airports, major ports, satellite launch bases;

(ii) The production, storage of large businesses that are vulnerable to explosive hazards;

(iii) Large warehouses, bases that can fuel important material;

(iv) The risk of fire outside subparagraphs (i), (ii), (iii) is greater, distance from the public safety fire fleet or other large enterprises where the Government is dedicated to fire brigades.

The battalions of the unit-specific fire brigades as set out above should be designed and synchronized with construction.

Article 12 Management agencies, such as various development zones, industrial parks, may organize a dedicated firefighting unit in the area to be established and responsible for the harmonization of management, with the participation of the region in the joint establishment of enterprise, business units.

The construction of a dedicated fire brigade should be in line with national standards; national standards have not been developed, and provincial public safety authorities fire agencies could develop local standards with the relevant sectors and be validated and published in accordance with the relevant provisions of standardized management.

Article 14. The full-time firefighting team should be reported to the fire agencies of the municipal, district, autonomous district public security agencies and to the provincial public security authorities fire agency.

The competent specialized fire fleet shall not be allowed to change, withdraw; remove a dedicated fire brigade or change the address of a special fire brigade, and the main holder shall be given the consent of the municipal, district, self-governing State's public security agency and report on the fire agency of the provincial public security authorities; and modify other matters of the dedicated fire brigade, which should be reported to the municipal, district, self-government authorities fire agency.

Article 15

(i) Participation in firefighting and emergency relief in the area of responsibility;

(iii) To protect accident sites and assist the authorities in investigating fire accidents;

(v) Maintenance of firefighting equipment, development of fire and emergency relief scenarios in the area of responsibility, and organization of regular exercises;

(vi) Statistical responsibility areas receive data on movement, firefighting and emergency relief, and report on firefighting agencies in local public security agencies;

(vii) Training in fire safety promotion education;

(viii) Other responsibilities under laws, regulations and regulations.

Article 16 Government-wide fire brigades should be included in the local public safety agency's operation training, the fire relief movement control command system, the introduction of a pay-back system, and the number of personnel in the duty should be met.

The Government's dedicated firefighters should be uniformed during their work.

The Government's dedicated training, training and examination of firefighting teams have been developed separately by the provincial public security agencies firefighting agencies.

Article 17 encourages the establishment of voluntary fire brigades in communes, groups, enterprises, etc. and village (residents) committees.

Voluntary fire fleet construction, revocation or change of address, and key heads should be backed by firefighting agencies in urban, district and autonomous districts.

Article 18 dedicated fire brigades should be mobilized in the unity of firefighting agencies of the public security agencies to participate in fire recovery and emergency relief.

The dedicated fire brigades and voluntary fire brigades are subject to uniform organizational command at the level of the Government of the more people at the district level when they are involved in fire recovery and emergency response.

The unit-specific firefighting or volunteer fire brigade recruits may be processed in the light of the conditions set out in the preceding paragraphs.

Article 24 should receive pre-service training not less than two months, and training for pre-qualified parties.

Units and individuals that form a voluntary firefighting team should train volunteer firefighters to improve firefighting skills.

Without the establishment of units dedicated to firefighting teams and voluntary fire brigades, fire safety awareness and skills training should be strengthened for their practitioners, as well as security prevention awareness and capacity.

Article 25 encourages dedicated firefighters involved in extinguishing to participate in vocational skills identification, and to obtain a State-mandated fire occupational qualifications certificate.

The Government's special pay for firefighters and clerics is determined by the commune, district, self-governing and self-government in accordance with the level of local economic development and the situation of videos, and has increased the local average wage level accordingly.

The unit pays a full-time firefighter and is determined by its units on the basis of actual circumstances and can benefit from the benefits of producing a line worker or a high-risk industry.

Article 27 of the voluntary firefighters participate in fire relief, fire drilling exercises organized by the Government of more than the population at the district level or by the public security agency, which may not deduct their wages, awards or zinc (addressed).

Article 31

Article 33
