Chapter I

Article 3

Sectors such as urban development reform, finance, land resources, audit, national funding, finance, aviation, transport, public safety, fire safety, human defence, environmental protection, forestry greenization, water management, city management, etc. are connected to orbital transport.

The People's Government of the Region (communes, districts) works in accordance with its responsibilities with regard to the construction of land and land collection and compensation.

The Urban orbital Transport Ltd (hereinafter referred to as an orbital traffic construction unit) is specifically responsible for the construction of transport in the city's orbit and the development of integrated development along the border.

Chapter II Planning and land management

The orbital traffic planning includes the planning of the orbital Transport Line network, the control planning of orbital transport facilities using land-use planning (Space utilization planning in orbital transport locations), orbital transport planning and related specific planning.

Article 8. Article 10 Transport facilities are provided in a manner that is allocated by the Government of the city. Chapter V Emergency management

Chapter VI Protection of protected areas and facilities

Article 33 shall not carry out other construction activities except for the necessary municipal, parking, sanitation and human defence works in the priority area of protection.

Article 34 works involving orbital traffic protected areas, construction units should enter into security agreements with orbital traffic construction units prior to construction, and construction units should be strictly monitored in accordance with approved construction programmes and security protection programme organizations.

The orbital traffic construction units have found that construction activities endanger or may endanger the safety of orbital transport facilities and should stop and require the construction units to cease their operations and take the appropriate remedies. Chapter VII Integrated development

Chapter VIII Legal responsibility
