Chapter I General

Article 1, in order to strengthen the monitoring of the quality and safe production of transport construction works throughout the city, to guarantee the quality and safety of transport construction works and to protect the safety of people's life and property, and to develop this approach in line with the provisions of the relevant laws, regulations and regulations.

Article 2

The approach refers to road construction projects administered by the transport administration authorities and their subsidiary facilities, as well as ports, navigation, facilitation facilities, ship construction (construction) construction, repair (former) shipwater buildings and their support systems, new construction, alteration, expansion and conservation of major works.

Article 3. The Government of the city and the people of the region with transport construction work management functions should strengthen leadership in the management of quality and safe production supervision of transport construction works, establish and improve the quality of transport construction works and the safe production control system, and incorporate the provision of resources for quality and safety in the management of production.

Article IV. The management of the quality and safe production supervision of transport construction works in this administrative area, in accordance with their respective responsibilities, can be entrusted with the management of specific oversight of the quality and safety of transport construction works and the production of safety (hereinafter referred to as the management of the quality of transport construction works and the safety of production monitoring functions).

Sectors such as development reform, rural and urban construction, finance, quality, and security are governed by the law in accordance with their respective responsibilities.

Article 5 Quality and safety of transport construction works are governed by the principles of law regulation, sub-level responsibility, quality I, security and safety.

Article 6. The construction unit has the primary responsibility for the quality and safety of production management, and the survey design unit is responsible for the quality and safety of the survey design, the construction unit is responsible for the quality of construction and construction safety, and the supervision of the engineering quality and security of production on-site management, the testing unit is responsible for testing and results, and other business units and practitioners are responsible for the quality and safety of transport construction.

Chapter II Quality management

Article 7. Construction units shall carry out transportation construction works in accordance with the law and shall not be sent to units that are not eligible for corresponding qualifications.

Article 8. The survey design cell should establish a sound survey design quality assurance system that enhances the quality control of the entire process of mapping, and conduct multi-programme comparisons based on conditions such as the environment, the engineering characteristics and hydrology, the difficulty of construction, and select best mapping programmes in accordance with the principles of security reliability, economic reasonableness and accessibility.

Article 9. The institution shall, in accordance with the requirements of the relevant technical standards, design documents and the award of the treasury contract, administer the quality of the construction of the construction unit in accordance with the rules of work, in accordance with the characteristics of the works.

The institution should conduct a review of the design, overall progress planning of construction organizations developed by the construction unit, verify the map and the list of works, promote the establishment of a sound quality assurance system for construction units and conduct inspections of the operation.

The institution should be based on the agreed selection of the custodian with the corresponding qualifications for the conduct of the work. The replacement of the institution should be in line with the conditions agreed upon in the award contract and with the agreement of the construction unit.

In the course of routine monitoring inspections, the quality of transport construction works and the safety of production supervision management found that there was no corresponding qualifications or a failure to be competent for the administration of justice, and should require the replacement of the treasury.

Article 10 provides for complex bridges, tunnels, ports and transport construction works using new structures, new materials, new processes, new technologies or new equipment, and construction units should be delegated to monitor construction units with corresponding qualifications.

The construction control units should be strictly monitored in accordance with the delegated contract, maintain construction monitoring information and communicate to the construction units.

Article 11. The construction unit should establish a system of quality assurance, implement quality responsibilities and guarantee the quality of the work.

The construction unit shall be responsible for construction management in accordance with the agreement of the construction contract. The replacement of the construction unit should be in accordance with the terms agreed in the construction contract and with the consent of the construction unit.

The quality of transport construction works and the safe production supervision management found that the construction manager was not eligible or was not competent to manage the construction, and that the construction unit should be required to replace the construction manager.

The construction unit shall not use or install construction materials, construction components and equipment without the signing of the project manager and shall not carry out the construction process.

Article 12 Testing units should have a corresponding test test test test level and engage in test detection within a hierarchy of licences. The test test inspection reports received from the test inspection units within the scope of the award of qualifications may serve as a basis for the quality assessment of the transport construction work and the inspection.

Article 13 tests should be conducted independently of technical standards and norms to ensure that the testing data is objective, impartial and accurate.

The test inspection unit shall not have the following acts:

(i) Non-acquisition of qualifications or beyond the scope of a qualification licence;

(ii) Restructuring, selling, renting, transfer of credit-quality certificates;

(iii) Bring or unlawful subcontracting tests;

(iv) In the same transport construction project contract, acceptance of construction units, treasury units is multiplely commissioned on the same content;

(v) Failing or storing the test test data, making false testing reports or identifying conclusions;

(vi) Other acts prohibited by law, regulations and regulations.

Article 14. The Testing Unit may establish a temporary inspection room for the work area, in accordance with the relevant provisions, to undertake the corresponding test operation and to be responsible for its testing data and results.

Article 15. Construction units shall conduct quality oversight procedures within 30 working days prior to the start of the work. The following information should be submitted in the course of the process of quality supervision of the work:

(i) Applications for quality monitoring management;

(ii) Project approval documents;

(iii) A copy of contract documents such as project survey design, construction and treasury;

(iv) Eligible material from the business unit to perform the certified material;

(v) The approved construction map design document;

(vi) Other information provided under laws, regulations and regulations.

The quality of the transport construction work and the management of the security production supervision should be tested within 15 working days from the date of receipt of written requests.

The construction unit will be able to work together with the prequalification for the quality of the work.

Article 18 Transport construction works are carried out (to be completed) inspection systems.

The quality of the transport construction work and the security production monitoring management received written requests from the construction units (concluded) for the inspection of the receipt of the written application, which should be commissioned by law within 30 working days for the implementation of the quality of the work inspection units with corresponding qualifications and written reports within 30 working days after the completion of the testing process. The related test costs are included in the engineering management fee and are borne by the construction units.

Unless quality tests or quality tests are not eligible for transportation construction works, they must not be organized for (compared). Non-delivery-tested or unqualified transport construction works cannot be delivered.

Chapter III Security production management

Article 19 Construction units are the subject of the responsibility for the safe production of transport construction works and should be subject to the provisions of laws, regulations and regulations relating to safe production, the establishment of safe production responsibilities, the creation of safe production management, the enhancement of safe production management, the implementation of standards and norms, ensuring the safety of production, and reporting on the safety of the project in accordance with the provisions of regulations for the quality and safety of transport construction works.

In the preparation of tendering documents, construction units should determine the cost of safe production for project security facilities, safe operating environments and security measures. The cost of security production is earmarked and is paid by the construction unit after the confirmation by the head of the project manager of the work security production.

Article 20 provides that construction units shall operate within 30 working days prior to the start of the construction safety production supervision process. The following information should be submitted in connection with the process of monitoring the production of construction safety:

(i) Applications for safe production monitoring;

(ii) Inspection of the conditions for the safe production of the construction site;

(iii) The basic situation of project construction, survey design, treasury, test inspection unit security responsibilities; basic conditions for the security responsibilities of the construction unit and the dedicated security manager;

(iv) A copy of the security contract and a commitment to security responsibility;

(v) Construction organization design, safety and technology measures;

(vi) The framework for the safe administration of justice and the procedures for the administration of justice;

(vii) Other information provided under laws, regulations and regulations.

In engineering that is in line with the conditions of safe production, the quality of the transport construction work and the safe production control management should have a letter of oversight over 15 working days from the date of receipt of the request. In engineering that does not meet the conditions of safe production, the quality of the transport construction work and the security production supervision management do not have a notice of the construction safety production supervision and informed the applicant in writing of the reasons.

The security production supervision of the transport construction works has been completed by the date of the letter of credit for the safe production of the construction and production of the works.

The procedures for the management of safe production of transport construction work under this article may be carried out in conjunction with the quality supervision of the works.

Article 21 survey units should take measures to ensure the safety of the survey operations and make recommendations for the prevention of geological disasters that are hidden by the safe production of transport construction works, in accordance with the results of the survey.

The design units should develop practical and safe production needs based on transport construction projects, to ensure the safety and security of the transport construction work structure.

In article 22, the institution should establish a system of responsibility for the sound safe production of the responsibilities of the custodian, which should be explicitly responsible for the safe production of the treasury.

The Office of the High Commissioner should prepare a plan for safe production and complete the monthly statements of the Director of the Safe Production and Technology.

The institution should review the security conditions and safety safeguards of the construction unit. Article 23. The construction control unit should provide safe early warning of the construction components involved in structural safety. Article 25. The construction unit shall use the security-protected equipment, mechanical equipment, construction machines and components consistent with the requirements of security construction, as well as design specialist management, conduct regular inspections, maintenance and maintenance, establish the relevant archives and ensure the integrity of the equipment.

The construction units shall use the self-style facilities such as heavy machines and overall upgrades, smoking, bridges, underground operating equipment, which should be used by eligible parties in accordance with the provisions of the People's Republic of China Act on the Safety of Special Equipment, and may also be used by the relevant licensor in accordance with the provisions of the People's Republic of China Act.

Article 26 Transport construction works involve deep-rooted pits, underground excavations, high template works, water underground works, etc., and the construction units should prepare special construction programmes for safe production and organize expert arguments.

The construction units shall notify the treasury units prior to the start-up of the work set out in the previous paragraph, which may be open to the POW and designate a dedicated security productive manager to conduct on-site management.

Article 27 should guarantee the input of the funds required to secure production conditions in this unit, ensure the effective use of the cost of safe production and document in detail the inputs and use of the costs of safe production.

The construction unit should strengthen the management of the security production desk and designate a dedicated person responsible for the management of the accounts. Security production desks should be authentic, clear and complete.

Article 28 units engaged in the construction, construction, treasury, test testing, etc., should conduct training and training for practitioners on safe production, ensure that practitioners have the necessary security production knowledge and familiarize with the relevant safety production regulations and safety operating protocols and have security skills in the current job.

Article 29 heads of construction units, project heads and dedicated security producers should receive training in safety education and obtain a certificate of eligibility for safe production issued by the relevant departments after the examination of qualifications.

Special operating personnel must receive specialized security training in accordance with the relevant national legislation, regulations and regulations, and access to special operating qualifications certificates may be allowed to induction operations.

Article 33 units such as construction, construction and treasury should develop and improve the production of safe accident emergencies, based on the characteristics of transport construction works, and organize regular exercises.

In the event of a security production accident in the transport construction works, the responsible units should initiate emergency prestigation and perform reporting obligations in accordance with the statutory procedures. The quality of the transport construction work and the safe production supervision management should reach the accident site in a timely manner and carry out a safe production accident investigation process under the law.

Chapter IV Oversight inspection

Article 32 Quality and Safety Production Monitoring Management should establish a sound quality and safe production monitoring management system to monitor compliance with applicable legal, regulatory and engineering standards by units such as construction, survey, design, administration, construction and testing.

Article 33 Quality and Safety Production Monitoring Management should use information technology tools to enhance monitoring of the quality and safety of transport construction works, including through remote video surveillance.

Article 34, Quality and Safety of Transport Construction Engineering and Safety of Productive Management, in performing oversight management duties, has the right to take the following measures:

(i) To request the inspectorate to provide documentation and information on the quality of the works, safe production and photographs and videos on the various ministries of transport construction works;

(ii) In identifying issues affecting the quality of the work, the order is being rectified by the inspection unit; in the case of non-qualified works, the order is returned to the inspection unit's deadline;

(iii) Instructions on the construction of a security production accident or incompatible with the requirements of a security production provision, the immediate replacement of the construction unit or the replacement of the period of time;

(iv) With regard to units that no longer have security conditions of production, it is recommended that the relevant administrative authorities suspend or revoke their security production licences by law;

(v) In the event of a violation of the provisions of this approach, reference should be made to the statutory representatives of the relevant units and their relevant heads, and recommended that the relevant administrative authorities reduce the qualifications of the relevant units or revoke their credentials.

Article 35 Quality and Safety Production Monitoring Management should establish a credit management system and a good-faith archiving system, record the credits of transport construction works from industry units and practitioners and publish them regularly to society, and incorporate poor credit records from industry units and practitioners into “lists” by law limiting their participation in the construction of transport construction works in the city.

Chapter V Legal responsibility

Article 36, in violation of the provisions of this approach, shall be punished in accordance with the following provisions:

(i) In violation of article 9, paragraph 3, of the present approach, the time limit is being changed and is fined by more than 5,000 dollars;

(ii) In violation of article 22, paragraph 4, of the present approach, the construction units are not allowed in a timely manner to change the quality security hidden and to change the time limit and impose a fine of more than 5,000 dollars.

Article 37, in violation of the provisions of this approach, the construction unit shall be punished in accordance with the following provisions:

(i) In violation of article 11, paragraph 2, of this approach, the time limit for the period of responsibility is being changed and is fined by more than 5,000 dollars;

(ii) In violation of article 11, paragraph 4, article 17, paragraph 2, and article 26, paragraph 2, of the present approach, the period of time is being changed and is fined by more than 100,000 dollars.

Article 338, in violation of the provisions of this approach, is punishable under the following provisions:

(i) In violation of article 13, paragraph 2 (i), (ii), of this approach, the time limit is being changed and is fined by more than 10000 dollars;

(ii) In violation of article 13, paragraph 2 (c), (iv), (v), of this approach, the time limit is being changed and fines of up to $500,000.

In violation of this approach, construction units have not been responsible for the management of safe production, the time limit has been changed and fines of up to $100,000.

Article 40 abuses by executive organs and their staff in the management of the quality and safety of transport construction works, intrusive duties, invoking private fraud, are governed by the law, and criminal responsibility is lawful.

Article 40. Administrative penalties in violation of the provisions of this approach are carried out by the Transport Administration or by the Authority responsible for the quality of transport construction.

In violation of other provisions of this approach, penalties are imposed in accordance with the relevant laws, regulations and regulations.
