Article II of this approach refers to the various inspection wells attached to the urban roads, water, drainage, heating, fuel, lighting, electricity, communications, digital television, transport signals, firefighting infrastructure, including the veterans, the drilling wells, the scattered wells, the cholera, the watchdwells, the wells and the operating wells used to cover, sludge and repair. Article 3. Municipal and district (market), district housing and urban-rural-building administrative authorities are responsible for the management of urban road inspection wells within the administrative area, in accordance with their respective responsibilities. Contents

The municipal facility management, which is owned by the Housing and Urban Development Authority, is responsible for the day-to-day management of the urban road inspection well. Contents

In accordance with their respective responsibilities, units such as finance, public safety, planning, water, housing, culture, urban management and electricity, fuel, heating, communications, cable television are responsible for urban road inspection of well management. Contents

Article IV. Urban road inspection well-established units should organize construction in accordance with urban road inspection well planning requirements, with a strong ban on the planning of urban roads. Contents

Article 5 Accompanied facilities such as wells, wells, chewings and prefabricated concretes must be selected for cocoa products. Contents

Article 6. In the context of urban road rehabilitation, an urban road inspectoral unit is required to update and renovate the original inspection well, in accordance with urban road rehabilitation requirements. Contents

Article 7. Upon the end of urban road rehabilitation, the housing and urban-rural-building administrative authorities should organize relevant units to carry out a special test of urban road drilling wells, which can be used by eligible parties. Contents

Article 8. The daily inspection, maintenance and safety management of the urban road inspection wells is the responsibility of the inspectoral unit.

It should not be less than 135 kg of the wells entering the road, and the wells should set up a dedicated mark, with reference to functionality, authority units. Few wells shall be used, confused, and they shall not be used for unmarked or identifiable wells. Contents

The inspection of the well-rights unit should establish the archives, be updated in real time and transmit the relevant information to the municipal facility management body. The municipal facility management should conduct integrated statistical data on the inspection of well files and establish a database of wells to manage the scientificization and normativeization of the wells.

Article 9. The inspection of the well-being units shall strengthen the day-to-day inspection and maintenance of the examination of the wells, identify damage, loss, spacing, saving, etc. endangering the safety of transport, and shall immediately take security protection, warning measures. Contents

It was found that the damage and the loss should be completed within four hours, and the wells should be repaired within 24 hours. Protection fences should be established in the maintenance of operations, and the field should be cleared in a timely manner. Contents

The sub-units should deal with the unused inspection wells in a timely manner. Removal inspection of wells by unprotected units, which have been determined by the relevant units of the housing and urban-rural-building administrative authorities, is under the responsibility of the municipal facility management authorities to complete and rehabilitate the road. The normal use cannot determine the wells of the supervisory units, and the housing and urban-rural-building administrative authorities shall appoint qualified units to carry out escorts to ensure that the maintenance meets the relevant standards, avoid accidents, and that the costs of escorts may be charged at the annual maintenance rate, and that the inspection of the wells shall take over and bear the related costs. The inspection of wells is not in a position to be maintained and can apply to the housing and urban-rural-building administrative authorities, and the housing and urban-rural construction administrative authorities should be entrusted with the maintenance of qualified units and the costs borne by the vested units. Any units and individuals found to be missing, damaged, shall be notified in a timely manner to the sub-unit or the municipal facility administration, and the supervisory body of the right to inspect the wells and the municipal facility shall take immediate measures to address them. Contents

The inspection of the well-authorized units caused accidents by the abandonment and failure to perform the escort duties, and the inspection of the wells' units should be responsible accordingly. Contents

No unit or individual shall be allowed to destroy the wells, to account for the wells, and shall not discharge the wastewater and dumping of the blend. Contents

The construction units should be responsible for the exercise of escorts for the inspection of wells facilities in the context of road and routing construction, resulting in the return of the damage or compensation. Contents

Article 11 deliberately undermines the destruction, theft, the unauthorized acquisition of inspection facilities, which are sanctioned by the public security authorities in accordance with the Law on the Safety and Security of the People's Republic of China; constitutes an offence punishable by law. Article 12. In violation of this approach, there is one of the following acts, and the time limit for the construction of administrative authorities in housing and rural areas is being changed, with no later than 1000 fines:

(i) The inspection of a well-royed unit is not subject to a provision for a prompt inspection of the facility. Contents

(ii) Examination of the lack of facilities, the spectacles, the fall of the wells, and the absence of a specified replacement and rehabilitation. Contents

(iii) There are no warning signs and protective fences when checking the operation.

(iv) The termination of construction has not been cleared on the ground and has not been restored on the road. Contents

Article 13 Inspection of well-seated facilities monitors the administrative disposition of managers toys, abuse of authority and provocative fraud, which constitutes a crime and is criminalized by law.

Article 14. This approach is implemented effective 10 September 2015. Finland
