Chapter I General

Article 1, in order to enhance the security management of large mass activities, protect the physical, property security of citizens, maintain social order and public safety, develop this approach in line with the Regulations on the Safety of the Safety of Synergy and other relevant laws, regulations and regulations.

The safety management of large-scale public activity should be consistent with the first-ever approach to safety and the prevention of ownership and be guided by the principles of the responsibility of the custodian, government regulation.

Article 5 Governments of more people at the district level should strengthen their leadership in the safe management of large-scale activities, establish integrated coordination mechanisms, promote the implementation by public security authorities and other relevant departments of their security management responsibilities under the law and coordinate and address key issues in the security management of large mass activities.

Article 6

The Government's Emergency Management Service at the district level and the security regulation, quality, food medicine regulation, urban and rural construction, transport, culture, sports, health counts, education, tourism, business, urban management, environmental protection, mission, meteorology, communications management, etc., are responsible for the management of the management of large mass activity, in accordance with the required responsibilities.

Chapter II Security responsibility

Article 8. Large mass activists (hereinafter referred to as collaborators) are responsible for the safety of their hosting activities, and the principal heads of the custodian are the security responsibilities for large mass activity.

Article 9

Visitors are encouraged to recruit volunteers to provide volunteer services for the safety of large mass activities.

Article 10 Managers in large-scale activities (hereinafter referred to as a manager) should perform the following safety responsibilities:

(i) Secure places of activity, facilities in compliance with national security standards and security requirements, and provide the contractor with information on the safety of authorized places of activity, safe evacuation corridors, entry entrances and security of the facilities involved, such as the electrical system;

(ii) Guarantee safe evacuation corridors, evacuation signs, safe export, fireways, emergency broadcasting, emergency lighting, consistent with legal, regulatory and technical standards;

Article 12

Article 13. The Government and the relevant authorities should fulfil the following security responsibilities:

Persons participating in large mass activities in Article 14 shall comply with the following provisions:

Chapter III Security permits

Article 15. Security permits by public security authorities for large mass activity. The law, legislation and regulations provide otherwise, from their provisions.

The organization of large mass activities should be in line with the following conditions:

(i) The licensor is a legal or other organization established under the statutory procedure;

Article 17 Applications for security permits for mass activities, and the applicant shall submit the following material to the public security organs by 20 days of the date of the organization:

(i) Applications for mass activities;

(ii) The legal certificate established by the licensor and the identity of the security holder;

(iii) Large mass activity programmes and related notes;

(iv) Programme of work on security for mass activity and emergency preparedness cases;

(v) Leasing, borrowing space agreement or proof of the occupation of public places and roads.

In addition to the material provided in the previous paragraph, the applicant shall submit a joint security agreement.

Article 18

Article 19 The public security authority shall review the material within two days of the date of receipt of the request and make a decision to receive or be inadmissible under the law. In the absence or incompatible with the statutory form of the application, the applicant should be informed in writing, either at the time or within three days, of the need to fill the content, and the late notification is admissible from the date of receipt of the request. (vi) Create warning signs in hazardous areas such as bridges, holes, narrow routes, watersheds, and take protection measures;

(vii) Prohibition of the use of small aircraft and airborne vehicles without approval;

(viii) To discourage and put an end to acts that impede the safety of large mass activity, and to identify alleged violations to be reported to public security authorities in a timely manner.

Article 27 sells, distributes the tickets not to exceed the authorized level of security of the personnel.

The Government's Emergency Management Service, the Public Security Agency and other relevant departments, units responsible for emergency relief assistance should take emergency response measures to respond in accordance with the responsibilities of emergencies.

In accordance with the agreement of the contract, the security services companies that assume the security of large mass activity should provide security services that meet the standards.

Article 31 provides for the socialization and marketization of large mass activities. More than the people at the district level and the authorities concerned shall not intervene in the safe licence and security management of large-scale activities in any way.

The custodians can afford insurance such as public responsibility, based on the content, scale and security risk levels of large mass activity.

Chapter V Legal responsibility

Article 32 Large mass activities without security permits from public security authorities are prohibited by public security authorities, with a fine of more than 30,000 dollars for the licensor.

Annex VI
