Key Benefits:
Article 1 establishes this provision in the light of the laws, regulations, such as the National People's Republic of China Administrative Punishment Act, in order to strengthen and regulate the administrative enforcement of the administration of the Government of the people at the district level.
The Government's market supervision management at the level of Article 2 may, within its statutory competence, commission administrative sanctions against organizations that meet the conditions set out in article 19 of the National People's Republic of China Administrative Punishment, without entrusting any other organization or individual to commit administrative sanctions.
The consequences of the act should be monitored by the Government's market supervision authorities at the level of Article 3.
Article IV is subject to administrative penalties by organizations entrusted by the Government's market supervision management within the scope of the commission, in the name of the delegated market supervision management; no other organization or individual shall be entrusted with administrative sanctions.
The Government's market supervision management, which is responsible for the commission of administrative sanctions, should be in writing.
