Chapter I General

Chapter II Production

Article 7. The ladder production units shall be granted by law to carry out productive activities in accordance with national standards and safety technology norms, and shall not produce indicators that are not in compliance with safety and energy efficiency requirements, as well as national demonstrable phase-out. The ladder production units should be responsible for the quality of their production, and the ladder should be accompanied by the quality of the products required by the safety-technical norms, the installation and use of maintenance statements.

Article 8. The construction units should be ladder in accordance with the relevant provisions and standards and should be in line with the construction engineering design norms.

Prior to the installation, rehabilitation, repair, construction units should develop safety construction programmes, implement safety conditions, such as safety protection measures, and inspect the construction of cranes, wells, pits, corridors, etc., and the quality of the ladder, confirm that construction can commence upon request.

Article 9 ITU manufacturing units should provide gradient spare parts to the ladder use units, provide relevant technical guidance and services, and assist in professional skills training, such as emergency relief. The ladder manufacturing units may not create technical barriers in the ladder control system.

Article 10. The installation, rehabilitation, repair and repair of the ladder shall be carried out by the ladder manufacturing unit or by the units entrusted to it by law.

The installation, adaptation, major repair process of ITU should be monitored by the ladder inspection body in accordance with the requirements of safety technology norms; without monitoring tests or supervision tests are not qualified and cannot be delivered.

The ladder repair unit should clarify the quality assurance period for the replacement of ladder components, security annexes and safety protection devices for major repairs.

Article 11. The ladder sales unit should establish and implement the ladder inspection and sales record system, and the ladder of the sale should be in compliance with safety technical norms and related standard requirements, with relevant technical information, such as the quality of its products, the installation and use of maintenance statements, without the sale of the ladder created by units that do not acquire the qualifications of the manufacture and the ladder of national orders for phase-out.

Chapter III Use

Prior to the procurement of ITUs, the quality of production of production units should be identified. The ladder of the procurement should be in line with the provisions of the national catalogue of equipment and related technical norms. Procurement and use of non-qualified ITU are prohibited.

Article 13 ITU use units perform ITU safety management responsibilities. The ladder has not explicitly used units and cannot be used. The ladder use unit is determined according to the following provisions:

(i) After the installation of the ladder, the construction unit has not been transferred to the ladder owner and the construction unit is the ladder use unit;

(ii) To entrust the ladder in the management of the business sector, the licensed business service provider is the ladder use unit;

Article 14. The ladder use unit shall, within 30 days of the ladder's input into the use of registration procedures to the sectors responsible for ITU safety supervision management and obtain registration certificates.

The ladder has stopped using more than one year or more than one fixed-term test cycle, and the ladder's use units should seal the ladder and set a warning signal that, within 30 days to the original registry body, the suspension process should be reactivated and the start-up procedure should be followed.

Changes in the ladder use units should be made by the new ladder use unit within 30 days of the date of change to the procedures for the processing of changes in the original registry.

The gradient use units should be processed within 30 days to the original registry.

Article 15. The ladder use units should establish a ladder's security management system and the ladder safety technology archives in accordance with the relevant provisions, to establish a security management body or a dedicated security manager.

The ladder use units should post the ladder's registration signs, periodic test signs, security concerns, warning signs, emergency relief telephone numbers, information on ITU use units and maintenance units in a prominent place within or from the entrance.

Article 16 ladder use units shall take effective safety protection measures to affect the safety of the ladder; the maintenance unit should be informed, after the completion of the renovation, of items such as the delivery of construction materials, the construction of garbage and the availability of furniture, home-based electrical devices that are capable of causing efficacy damage, and the use of technical measures within the ladder.

The residential homeownership committee and the property industry service enterprises are serviced, and the communes (communes) the people's Government or the street offices should organize the resident's commissioning of a qualified ladder maintenance unit responsible for the safe operation of the ITU.

Article 19 ITU use units should ensure the effective operation of the ladder's emergency police units, i.e., when responding to the pressure of the passengers, providing security guidance, and informing the maintenance unit of measures to implement the rescue within five minutes after the passengers were trapped.

The gradient use units should be vigilant to control the ladder's area of operation, prohibit the entry of persons without concern and organize a comprehensive screening of the ITU. The ladder could continue to be used after the removal of the accident and the removal of the accident. More than 24 hours of gradient operation are required, and the ladder use units should inform the causes of the ladder's cessation and the time required to repair it.

In the event of an ladder accident, the ladder use units should organize drainage, rescue, protection of accident sites, and report within one hour the ladder's district level responsible for the management of ITU safety oversight.

Article 20 is one year of the ITU periodic test cycle. The ladder use unit should provide a regular test requirement to the ladder inspection body by one month prior to the completion of the eligible effective period. No continued use is possible without regular testing or testing of non-qualified cranes.

Article 21 ITU holders should assume the costs of the day-to-day operation, maintenance, rehabilitation, inspection, security assessment, updating.

The residential ladder needs to be repaired, rehabilitated and updated, and the ladder use units and the owners' committees should be organized in a timely manner and the owners should fulfil their financial mobilization obligations. The funds required are raised in the following ways:

(i) The establishment of special maintenance funds for residential maintenance has been made up of special maintenance funds under the provision procedure;

(ii) Without the establishment of special maintenance funds for residential maintenance or inadequate maintenance funds, the owners of the industry have agreed to implement the costs in accordance with the agreed implementation; there is no agreement or agreement that, in accordance with the relevant provisions, the commune government, the organization of ladder use units at the street offices, the owners of the industry and the rural and urban construction sector, and the sector responsible for the management of ladder safety.

In accordance with article 22, the passengers should travel to the ladder in accordance with the requirements of the ladder's safety attention and warning signs, and should comply with the following provisions:

The ladder of public places, such as schools, hospitals, vehicle stations, airports, commercial sites, sports stations, exhibitions, should be equipped with functional parameters for the collection and real-time monitoring function.

The ladder manufacture, use and maintenance units are encouraged to establish a ladder remote monitoring system to implement distance monitoring of the operation of the ladder.

Chapter IV Maintenance

Article 24 Maintenance of the ladder shall be carried out by the installation, rehabilitation, repair and repair units of the ladder manufacture unit or licensed by law. The maintenance unit shall not redirect the maintenance of the operation and subcontract.

The ladder maintenance units should be carried out in a different manner, and the corresponding qualifications should be communicated to the city (State) responsible for the management of ITU safety oversight.

Article 25 The ladder maintenance unit is required to obtain the evidence of the operational personnel of the Special Equipment Unit and to hold a certificate. The ladder maintenance unit should conduct regular training for practitioners on safety education and technology, establish training records for practitioners and keep at least five years.

The ladder maintenance unit shall enter into a maintenance contract with the ladder's use unit. Maintenance contracts should clarify the content and requirements of maintenance, maintenance of the end date and frequency, failure and emergency relief.

Article 27, the ladder maintenance unit should be responsible for the safety of the ladder of its maintenance and for the maintenance of maintenance in accordance with the safety-technical norms, without creating technical barriers in the ladder control system.

Chapter V

Article twenty-eighth gradient tests, testing institutions should obtain the corresponding licence under the law and provide safety, reliability, easy, integrity and integrity testing services for known commercial secrets, in accordance with safety technical norms.

Article 29 ITU tests, testing institutions should arrange for testing, testing within 10 working days of the date of receipt of the ladder test, detection of applications; testing, testing shall be carried out within 10 working days and be responsible for testing, testing and identification findings.

Article 33 ITU test, test personnel found a serious accident in the implementation of tests, testing, and should generally be informed in writing of the immediate cessation of the use of ITU units and written reports to the district-level department responsible for ITU safety supervision management.

In one of the following cases, the ladder use unit could entrust gradient testing, testing agencies with the ladder safety technical evaluation, and make decisions based on evaluation:

(i) The frequency of gradient failures cannot be normalized;

(ii) The ladder has been affected by disasters such as water surveillance, fires, fires, earthquakes;

(iii) The ladder needs to be removed;

(iv) Other situations requiring technical evaluation.

The residential ladder use unit commissioned a safety-technical evaluation, which should be made available to the owners of the ladder.

Chapter VI Legal responsibility

In violation of this approach, the provisions of the Law on the Safety of Special Equipment of the People's Republic of China, the Code on the Safety of Special Equipment and the Regulations on the Safety of Special Equipment have been penalized.

In violation of article 9 and article 27 of this approach, the ladder manufacture unit or the ladder maintenance unit deliberately set technical barriers, which are converted by a sectoral order responsible for the management of ITU safety supervision and fined by €100,000 over 20000; in exceptional circumstances, the fine of up to $300,000.

In violation of article 11 of this approach, the ladder sales unit does not provide relevant technical information, and is converted by a sectoral order for the management of ITU safety oversight; The delay was not rectified and was fined by more than 5,000.

In violation of article 12 of the present approach, the procurement is not qualified and is corrected by a sectoral order responsible for the management of ITU safety oversight, with a fine of up to $100,000, or a fine of up to 300,000 dollars.

In violation of this approach, the ladder use unit is one of the following acts, and is converted by the sectoral accountability period responsible for the management of ITU safety oversight; The penalty of up to 5,000 ktonnes was imposed after the delay.

(i) The ladder has stopped using more than one year or more than one fixed-term test cycle, and has not been placed on the required ladder, the setting of warning signs and the processing of related procedures;

(ii) The absence of a security management system for gradient use;

(iii) In the event of changes in the ladder use units, the transfer of the ladder's security technical file is not required;

(iv) The ladder emergency police units cannot be used properly;

(v) The occurrence of passengers by the ladder was not organized in a timely manner, causing passengers to be trapped for more than one hour in the ladder.

Article 37, in violation of article 29 of this approach, provides that the ladder test, inspection body and its test, the testor does not carry out the corresponding work at the specified time frame, is being converted by the sectoral duty period responsible for the management of ITU safety oversight; the fine of over 5,000 yen; in exceptional circumstances, the fine of up to 00 million dollars.

Article 338, the executive branch and its staff responsible for the management of the ladder's safety supervision, play a role in the management of the ladder's safety oversight, abuse of authority, provocative fraud, are given administrative treatment under the law, which constitutes an offence and is criminally criminalized by law.
