Article 1 regulates the management of social services for retired persons in this city and promotes the development of the social services of retirees, in accordance with the relevant provisions of the State Department's Decision on the improvement of the basic pension insurance system for enterprises.

Article 2 refers to the management of the social services of the retired person, which is separated from the former person's unit after the processing of retirement proceedings, and is managed by the Government of the people of their families, the street offices, and by community service organizations.

Article 3 has been brought in accordance with the law to the gendarmerie, health insurance, and applies this provision to the following persons who are entitled to basic old-age insurance treatment in this city:

(vi) Provide health education and health care services;

(vii) Organizing cultural sports activities for retirees;

(viii) Guidance for self-management and mutual assistance services for retirees;

(ix) Other pensioner social services management matters.

The Council of Community Residents, the Village People's Council, is responsible for assisting the Government of the town and the agencies designated by the Street Office in the management of the services described above.

Article 8 Funds for socialization management activities for retirees and special retirees are paid by a lump-sum unit to incorporate the financial budget and to implement income and expenditure lines.

The socialization management of retirees is guaranteed by municipal, district finance.

The Fund for Socialization Management of Retires, the specific mobilization, use and management of special retirees' accommodation costs are jointly developed by the urban human resources and the social security sector.

Article 10 Transfers of the social services management process for retirees:

Article 11 retired persons may apply for the transfer of social services management relations to retired social service management agencies in the area of origin in order to migrate their homes across the city. The management of retired social services in the area of origin is transferred to the social services management of retired persons in their home areas, in accordance with the principle of transfer of fees and annual deductions.

After the transfer of retirees to social services, Article 12 user units should continue to grant benefits outside the integrated social insurance project in accordance with the elements agreed in the Tripartite Consultations, without reducing the benefits of retirees on the basis of the transfer of social services.

Article 13. Retirement social service management can take the form of purchasing social services by entrusting professional service agencies with the management of social services to provide life care, emergency relief, medical care, mental comfort, psychological counselling, legal services, etc. for those who live in hardship.

The Government of the town, the street office, the community should organize public service organizations, volunteers for retirees, in particular those living with disabilities, sickness and high age.

Article 14. The social service management of retired persons should establish a system of visits for priority service providers such as unaccompanied, mental, disability, exclusive residence, high-age, heavy illness, special hardship and retirees, and give priority to their service needs.

The social service management of retired persons should establish a system of reassurance for inpatient retirees and survivors of surviving retirees at risk, and to advise retirees on major holidays such as spring, Binum.

Article 15. Retirements who meet the conditions of service of the community-based breadwinner, as prescribed by the civil service, are included in the range of community-based services. Special retirees who do not meet the conditions of service established by the civil service are provided by the retired social service administration to provide home-based services for special retirees, including through commissioning, procurement. Special retirees who have paid resettlement fees may submit written requests by themselves or their guardians to host old-age institutions or psychiatric hospitals.

Article 16 Ministries such as culture, education, sports, etc. and the Town People's Government, street offices, communities should organize the cultural, educational, sports activities of retired persons, the establishment of retirement schools, the organization of various thematic lectures and interest training, and the enrichment of the culture of life of retirees.

Areas should incorporate the building of the retirees' activities in the development planning process in the region, and build a reasonable, facility-wide and service-producer learning venue for retirees based on regional characteristics and the needs of retirees.

Relevant sectors such as culture, education, sports, civil affairs, and trade unions at all levels should provide incentives and facilitate the activities of retirees in public interest culture, education, sports activities. The existing premises and facilities of the user unit for the activities of retirees should continue to be open to retirees.

Article 17 was damaged by legitimate rights and interests in the management of social services, with the right of retired persons to complain to the relevant administration. The executive branch concerned should be processed in a timely manner and inform the complainant of the results.
