Chapter I General

Article 1, in order to enhance the use of safety by ladder, to prevent and reduce accidents and to guarantee physical and property security, to develop this approach in the light of the legal provisions such as the Special Act on the Safety of Special Equipment of the People's Republic of China.

Article 2, this approach applies to activities related to the safety of the ladder within the province's administration and its oversight management.

The ladder referred to in this approach, including the gradient, automatic gradient and automated trajectory, is defined in specific terms in accordance with the national directory of equipment.

Article 3. Governments of more than communes should strengthen the leadership of the ladder in the use of security, determine by law the ladder's responsibility for security regulation in the relevant sectors and promote and support their responsibilities under the law, coordinate in a timely manner the key issues in the use of ITU, establish mechanisms for gradient accidents and major failures, and guide and regulate the establishment of a network of regional halable emergency relief assistance.

More than gradient use of safety should be integrated into the Integrated Governance Network of Social Management, which serves as an information platform for the management of the Social Governance Network and the function of gates to promote education, information collection, concealment, etc., and to achieve full coverage of the safe supervision management of ITU use. Integrated promotion of the principle of non-responsibility, unearmarked maintenance funds, integrated governance of the non-managed maintenance unit, decision-making on the ownership of the population, assistance from grass-roots organizations for the promotion and relief mechanisms of government subsidies.

The commune Government, the street offices should promote the safe concealment of the use of the ladder use units, coordinate the resolution of the conflicting disputes arising from the use of ITU, and assist the relevant sectors in the management of safety oversight, such as ITU safety accident investigations, concealment, routine inspection.

The Community, the People's Commission should actively cooperate with the Government and its relevant authorities in the implementation of the ladder's safety monitoring responsibilities and assist in dealing with the conflicting disputes arising from the use of ITU.

Article IV is responsible for overseeing the safe implementation of the management of the use of ITU in this administrative region. More than the people at the district level are responsible for the integrated guidance on the management of safety monitoring by the ladder.

The establishment of administrative authorities is responsible for overseeing the quality of works, such as electrical elevators and machines, ladder selection, quantity and staffing, and for overseeing the implementation of the ladder's safety management responsibilities.

Housing management is responsible for guiding and overseeing the implementation of the safety management responsibilities of the residential ladder, and for rationalizing the use of specific housing maintenance funds for major repairs, adaptation, updating and updating of the ladder.

The public security sector is responsible for engaging in emergency relief efforts for gradient failures and accidents.

Relevant sectors such as planning, trust, business, education, commerce and tourism are jointly designed to manage safety oversight in the ladder.

Article 5 ITU holders are responsible for the damage caused by the ladder's accidents by virtue of their respective obligations under the law.

The ladder use units should establish a security management system that is at the core of the functional responsibility system for the use of the ladder.

The ladder production, operation, maintenance unit is responsible for the safety of the ladder for its production, operation and maintenance.

Article 6 implements the ladder safety liability insurance system and enhances the ability to pay for accidents. The ladder of public assembly places is legally insured for the safety responsibility of the ladder.

Article 7 encourages social organizations, such as the Association of Special Equipment, to participate in the use of safe supervision management in the ladder, to establish industrial self-regulatory mechanisms, to promote industrial integrity systems, to conduct regular each production, maintenance of service quality evaluation activities and to promote industrial order competition and normative functioning.

Article 8. Agencies, groups, businesses, schools and other units should conduct awareness-raising, universal access to safety legislation and security knowledge, advocate for civilization multipliers and enhance public safety awareness and self-protection capacities.

The media should conduct public information on the use of safety laws and regulations and related safety sensitivities and conduct public opinion monitoring of violations of ITU's security management provisions.

Chapter II

Article 9. The gradient owner may entrust the owner with the management of the ladder by the enterprise or other manager, who is entrusted with the duties of the statutory ladder use unit and assumes the corresponding responsibility.

The ladder use unit is determined in accordance with the following provisions:

(i) The management of the pre-shipment industry, which has not been transferred to the Commission of the Mains, and the home developer (or its commissioned business) is the ladder use unit;

(ii) The commission of the owners of the industry is entrusted with the management of the ladder, and the licensed business service is the ladder use unit;

(iii) The ladder, which is not entrusted to the business service, is owned by a single owner, the owner is the ladder's use unit; it belongs to a wide range of property owners in consultation;

(iv) The rental of laddered places, which should be agreed upon in the lease contract;

(v) The ladder's use unit cannot be determined, and the ladder's street offices (communes' governments) in the ladder should be given a clear or designated user unit, and the Community, the People's Committee should assist in the implementation of management responsibilities.

The ladder has not explicitly used units to implement the management responsibility for the use of security, which cannot be used.

Article 10 The ladder use units shall use the licensed production and test the ladder to fulfil the following safety management obligations:

(i) Develop a security management system for the use of ladder (including financial security, day-to-day inspections, regular reporting, security training, hidden screening and disposal, emergency pre-management and performance, vetting and awards, etc.) to implement the responsibility for security management;

(ii) To post safety concerns, the effective use of registration signs, the qualification mark, and to maintain an effective link between ITU emergency police units at all times and security management duty personnel;

(iii) When the ladder occurs, timely measures are taken to secure the passengers and to organize the rescue of the ladder maintenance units;

(iv) In the event of an accident by the ladder, emergency relief, drainage and rescue, protection of the accident sites, and immediate reporting on the safety oversight management and other relevant sectors of the special equipment at the location of the accident;

(v) The processing of the ladder's registration within the prescribed time period, the declaration and acceptance of the test, the changes in the use of registration information by the ladder, and the timely processing of changes by the registry authorities;

(vi) A unit entrusted with the acquisition of the corresponding licence to implement the upgrading, repair and maintenance of the ladder, monitor the quality of maintenance of the ladder and confirm the maintenance record and, when selecting the ladder maintenance unit, shall receive the advice of the Commission or seek the advice of the owner;

(vii) A maintenance contract with the ladder maintenance unit. Maintenance contracts should include maintenance projects, requirements and enforcement standards, maintenance of end-of-service and time-bound dates, failure to repair and respond to the time of arrival, maintenance of the rights, obligations and responsibilities of both the maintenance unit and the use of the unit;

(viii) To take effective safety protection measures or to arrange for the on-site management of items such as the delivery of construction materials, construction garbage and large-scale furniture, household electrical devices that could easily cause gradable damage;

(ix) Enhance daily safety inspections and find that there is a risk of being rebuilt in a timely manner;

(x) Establishment and long-term preservation of the ladder's security technical archives;

(xi) Other ladder safety management obligations under legal, regulatory, or security technical norms.

Article 11. The ladder use unit should be equipped with security managers that meet the needs, and security managers are specifically responsible for the management of ITU use and supervision of maintenance. In accordance with the number of ladder, the security manager has one at least one at 50 times. The ladder, which is not equipped with ITU safety managers, cannot be used.

Article 14. The ladder use unit shall submit a regular test application to the ladder inspection body within a month prior to the expiration of the ladder safety test.

The ladder use units should be adapted in a timely manner to the unqualified projects identified in the ladder's regular test. There should be no use of ladder without regular testing or testing.

Article 15. The gradient use units should place a mark for suspension, implement the necessary protection measures, cut off the ladder power source and provide an indication of the causes, duration and related processing measures; and restore the normal use of the ladder in a timely manner after the elimination of the causes.

The ladder of more than one year or more of the next fixed-term test date should be reactivated by the ladder test body to test the qualifications of the ladder, which was not beyond the next test date, and should be reactivated by the ladder maintenance unit in full maintenance and self-exclusive inspection of eligible parties.

Article 16 shows that the ladder has serious accidents, has no renovation, repair value, or has reached other reporting conditions under safety technical norms and related standards, and that the ladder use units should be reported in a timely manner and, within 30 days of release, the write-off procedure for the former registration authority.

The distributor shall not be transferred, sold or used.

Article 17, the frequency of failures affects the ladder of normal use, and the ladder use units can commission a safety assessment of institutions that have access to the ladder test or test qualifications and take appropriate measures in accordance with the assessment results.

After a security assessment of the ladder of the residential small area, the ladder's use unit should place the assessment findings in a prominent place within the ladder or at the entrance. The assessment concluded that it could serve as a basis for applying for special maintenance funds for the use of housing.

Article 18

(i) To run the ladder in violation of the ladder safety alert mark;

(iv) To dismantle, destroy and destroy the safety alert signs of the ladder, to test qualified symbols, tolls, security components and other subsidiary facilities;

Chapter III

Article 19 The ladder manufacturing units should provide, at the request of the safety-technical norms, the quality of the ladder certificate, the installation and use of maintenance statements, morphological test certificates, and the development of product brands, safety alert signs and descriptions in the ladder.

The ladder manufacturing unit should be responsible for the safety of the ladder and should assume the following obligations:

(i) A clear period of time or frequency for the design of key components, such as gradients and tracers, movables, and quality guarantees;

(ii) Upon the use of ladder inputs, a tracking survey, understanding, record-keeping of the ladder's security operation, raising proposals for improvements in the maintenance and security operation of ITU units, providing the necessary technical assistance to ensure the availability of the ladder's content;

(iii) In the event of the discovery of a severe accident in the ladder, the ladder's use unit was informed in a timely manner and reported to the management of the special equipment safety monitoring.

Article 20 The design units for construction should be designed in accordance with the use, use needs and functional requirements of buildings, and in accordance with the relevant provisions and standards of the State, to develop sound designs for the installation, operation of the wells involved, floors, floors, machines, etc., and to provide input to the ladder selection.

The creation of units to procure the ladder, the configuration should be tailored to the building structure, the use of demand, and to meet firefighting, first aid and accessibility requirements. The construction map review body should ensure the safety of the ladder in accordance with the relevant provisions of the State and the province, the number of ladder, the BB and functionalities.

Article 21, the ladder of a public pool should be equipped with the ladder safety operation control system to meet the requirements for recording accidents, failures, maintenance and emergency relief. The ladder manufacturing units should provide technical support for the ladder's security operation control system. ITU use units should ensure the effective operation of the monitoring system.

The ladder security operation control system is encouraged in other locations.

Article 2: The ladder sales unit should establish a system for inspection of receipts and sales records, as well as the identification of documents such as the ladder manufacture licence, the quality of products, and the non-distriggeration of units that have not obtained a licence.

The ladder sales unit shall enter into a ladder sales contract with the construction unit or the ladder use unit to clarify the quality assurance period and the content of the services. The gradient raw manufacturing units have been cancelled or no longer eligible for a corresponding ladder manufacture licence, with the consent of the gradient owner to be entrusted with the adaptation or repair of the corresponding qualification units; and the implementation of adaptation, the ladder renovate units should be replaced in a timely manner by replacing their gradient products and identifying their name, the date of adaptation and the number of licences in the product motto, the quality certificate. Article 24 The construction unit shall transfer security technology information to the construction units or gradients within 30 days of installation, rehabilitation, completion of major repairs and supervision of qualified tests; and the construction units should be transferred to the ladder when transferring the ladder using units to the ladder.

Chapter IV Responsibility for maintaining the maintenance unit

Article 25. The ladder maintenance unit shall be maintained in accordance with national legislation and agreements relating to safety technology norms, standards and maintenance contracts and shall not be redirected, subcontracted in any form.

Article 26

(i) The maintenance of the ladder is maintained and is carried out as follows:

Safety education and training of maintenance personnel;

The establishment of 24 hours of duty calls to ensure the timely implementation of emergency relief assistance;

The ladder maintenance mark, either in the ladder or in the entrance, should include, at least, maintenance, maintenance time, and maintenance of the next maintenance time and maintenance;

In order to protect the safety alert and security protection measures in the maintenance of the site and to prevent accidents;

The maintenance process and the results are recorded and signed by the security manager of the unit, and the maintenance results are presented in a leaflet;

Establishment of safe technical files, such as the maintenance of maintenance records, for at least four years;

The ladder shall conduct annual self-exploitation prior to the regular test of its own inspection records or reports, with the collaboration of the ladder's use units to test the ladder on a regular basis.

Emissions are promptly excluded after notice of failure. Upon receipt of the ladder's failure report, the maintenance staff arrived on the ground in a timely manner, with no more than 30 minutes in the city area and no more than one hour in other areas.

(ii) Timely written notification of the suspension of the use of the ladder's units and the adoption of effective security measures in conjunction with the ladder's use units when the ladder accident is found to be hidden or failed;

(iii) Identify one of the following cases in the ladder use unit and report to the management of the special equipment safety oversight in a timely manner:

The use of untested or unqualified gradients;

The use of accidents is hidden or has been reported to be discontinued and gradable;

Violations of ladder repair and rehabilitation;

Other serious endangers the use of safety by ITU.

Article 27, the ladder maintenance unit and its operational personnel shall not dismantle the ladder's safety protection devices and the safe passage.

The ladder maintenance unit should be maintained in accordance with the State's regulatory requirements for safety technology, with personnel with the qualifications of the operation of the corresponding specialized equipment. The maintenance of the staff shall not be carried out in the maintenance of the ladder in more than two ladder maintenance units.

Chapter V Responsibility of inspection bodies

Article 29 ITU test institutions and their practitioners should be eligible by law.

Testing agencies and their practitioners should be responsible for testing results, identification findings, in accordance with the standards, norms for testing, objective, timely reporting.

Article 33: The ladder's installation, alteration, repair unit or use of units for the ladder test application shall be reviewed by the inspection body within two working days from the date of receipt of the request for information and shall be tested in accordance with the following provisions:

(i) A monitoring test of the installation, adaptation and major repair processes within three working days;

(ii) Regular testing of ladder within five working days;

(iii) The applicant has a special requirement for the test date, which is based on the agreed test date;

(iv) The ladder was tested for the test of eligibility reports within seven working days from the date of the test of qualifications.

The inspection body should give the test of whether the ladder would be permitted to continue to use.

Upon testing that does not meet the requirements for safety-technical norms, the inspection body should send a notice of inspection, propose a request for renovation and a period of time; became unqualified within seven working days from the end of the recycle and report in writing to the management of special equipment safety monitoring at the local level, the security oversight management of special equipment should take the necessary measures to address them in a timely manner.

The gradient inspection body should submit an updated ladder test information to the security oversight management responsible for the registered equipment within 5 days of the date of the inspection report.

Article 31 ITU test shall be carried out on the basis of the construction unit or the maintenance of the maintenance unit.

In the course of the test, the ladder construction units or maintenance units are found to be responsible for such abuses, or because construction, maintenance work is not in place, causing severe accidents in the gradients should be reported to the security oversight management of special equipment.

Chapter VI Oversight management

In Article 32, the Government of the People's Government's Special Equipment Safety Monitoring Administration should develop an annual monitoring inspection plan that will be organized after the approval of the Government. The ladder of public gatherings such as schools, kindergartens, parks, hospitals, chambers, sports sites, exhibitions, airports, bus stations, passenger terminals, is carrying out priority safety inspections in accordance with the Safety Inspection Rules of the Special Equipment Onsite.

Article 33 Safety monitoring of special equipment shall be reviewed in accordance with the provisions of national security technical norms in the conduct of ladder manufacturing, installation, rehabilitation, repair and registration matters. In implementing oversight management, special equipment safety monitoring authorities have found violations of legal, regulatory and security technical norms or hidden accidents in the ladder, and should issue safety inspection instructions for specialized equipment to reorganize the units concerned and eliminate accidents in a timely manner. The production, use of management, maintenance units and inspection agencies that have been overhauled could refer to their main heads and be punished in accordance with the law; the use and seizure of the ladder of serious accidents by law.

Article 35 Safety supervision of special equipment should be carried out immediately after the receipt of the ladder accident report, to verify the situation, to be reported in accordance with the provisions and to investigate it in accordance with the law.

Article 36 Management of special equipment safety monitoring in the province should gradually establish a dynamic management system for the improvement of the overall state-wide unified information security information system, record and analyse in a timely manner information on gradient manufacturing, installation, rehabilitation, maintenance, safety assessment, testing and supervision of screening, and provide access services to society.

The management of special equipment safety oversight and other relevant departments should establish a ladder safety credit management system, act as an ladder manufacturing unit, install, rehabilitate construction units, maintain maintenance units, use units and inspection agencies, industry associations, media, and build a secure credit social evaluation system.

Chapter VII Legal responsibility

Article 337 violates the provisions of this approach by providing that the law, legislation and regulations are subject to administrative penalties.

Article 338 of the ladder use unit violates the provisions of this approach by one of the following acts, being modified by the security supervision of special equipment at the district level by the Government of the more than 1,000 ktonnes, with a fine of up to 300,000 dollars.

(i) The lack of a well-established ladder security management system;

(ii) The ladder emergency police units cannot be normalized;

(iii) In the event of a shortage of ladder passengers, no timely measures have been taken to organize rescue, resulting in the loss of passengers for more than one hour;

(iv) In cases such as changes in the ladder maintenance unit, the procedures for changes are not followed in a timely manner;

(v) Inadequate internalization of the ladder;

(vi) The ladder has not established a marking, protection measures and public information as prescribed, or has not been cut off the power source.

In violation of this approach, there are one of the following cases in which the deadline for the security supervision of special equipment at the district level has been changed; the fine of over 3,000 dollars in excess of one million dollars has been outstanding:

(i) The ladder manufacture unit does not specify the length or frequency of the use of essential components, such as the ladder and the trace, the movable, and the quality guarantee period;

(ii) The ladder rehabilitation unit has not replaced its gradient products in a timely manner and has indicated its name, date and licence numbers in the product motto, the quality certificate;

(iii) Transmission of units, installation of subcontractors, rehabilitation and repair operations;

(iv) The ladder of public assembly sites has not been equipped with a system of monitoring the safe operation of the ladder.

In violation of this approach, the ladder Maintenance Unit is one of the following cases, which are being converted by the security supervision of special equipment at the district level by the Government of more than 5,000 ktonnes to a fine of up to 5,000 dollars over the overdue period:

(i) The non-relead maintenance mark or maintenance record of the unused unit security manager confirms the signing;

(ii) The hiring of other ladder maintenance units to maintain ladder maintenance.

In violation of this approach, the ladder Maintenance Unit is one of the following cases, which is being converted by the management responsibility for the security supervision of special equipment at the district level by more than 3,000 dollars.

(i) Maintenance of operational transit packages and subcontracts;

(ii) The removal of the ladder security protection mechanism and the safe passage.

Sections with special equipment safety oversight responsibilities and their staff do not perform statutory duties, perform statutory duties or perform statutory duties, resulting in the impairment of the legitimate rights and interests of national interests, public interests or citizens, legal persons and other organizations, or adversely affect the executive accountability of the inspectorate, the office of the exemption authority and the organ concerned.

Chapter VIII
