In order to enhance the management and supervision of statistical work, to guarantee the comprehensive, accurate and timely character of statistical information, to play an important role in economic construction, social development and scientific decision-making, and to develop this approach in line with laws, regulations, such as the Law on Statistics of the People's Republic of China, the Rules on Statistics of the People's Republic of China and the Statistical Management Regulations of the Province of San Suu Province.
This approach should be followed by statistical surveys such as national organs in the city's administration, social groups, business units, grass-roots self-government organizations and individual businessmen, citizens, and business units established outside the city.
Article 3: The Government's statistical administrative authorities are responsible for statistical work within this administrative area in accordance with the principle of geographical statistics.
The Town People's Government has set up a dedicated integrated statistical staff with statistical staff at the current level, with dedicated and functional integrated statistical staff responsible for statistical work in the region.
The mass self-government organizations, such as the Committee of the Villagers, may designate or recruit specialists to be responsible for statistical work in the region.
Other government functional departments and industry administrations have established statistical institutions or have statistical personnel in the relevant institutions, in line with the needs of statistical missions, to align their statistical work with the Government's statistical administrative authorities.
Social groups, business units, other organizations and individual businessmen included in the statistical survey have created corresponding statistical personnel or commissioned intermediaries with statistical representation, depending on the needs of statistical missions.
Article IV. Governments at the municipal, district level (zone) should strengthen leadership and coordination in statistical work and incorporate statistical information construction into local national economic development plans.
The Government's statistical administrative authorities and other functional departments, industry management agencies, business units should be equipped with data processing and transmission equipment, based on the needs of statistical missions, to progressively implement computer networking missions, to promote modernization and networking of statistical information collection, transmission, processing and management.
Article 5 leaders shall not interfere with statistical institutions, statistical personnel shall provide statistical information under the law and shall not be compelled to report, conceal reports, falsify and adapt statistics.
The Government's statistical administrative authorities should strengthen research on the statistical work of market economic conditions, establish, apply science-based statistical indicators systems, statistical survey methods and assessment systems, and guarantee accurate, timely and complete statistical information.
Article 6. Statistical personnel are subject to a certificate induction system. statisticians should have the expertise needed to perform statistical work and obtain the qualification certificate for Statistical Personnel.
The transfer of key heads of statistical institutions and those with higher-level statistical expertise should be carried out in accordance with the relevant provisions of the law, legislation and regulations. Statistical staff should be upgraded in a timely manner, and procedures should be taken to ensure continuity and integrity of statistical work.
Article 7. State organs, social groups, business units, other organizations and individual businessmen within the current city's administrative area must be registered by the local government statistical administrative authorities within 30 days of the date of the approval of the establishment or receipt of the business licence and receive the Basic Unit statistical registration certificate, which provides for statistical statements.
The units that have been registered in the statistical administration are reported to be subject to changes in the content of statistical registrations such as relations, scope of operation and address, or termination of the activity under the law, which shall be registered or cancelled through changes in the registration or write-off procedures of the government statistical authorities of the host Government within 30 days of the date of change and termination.
The basic unit's statistical registration certificate was introduced into the annual review system.
Article 8. Statistical surveys are in place for the approval, issuance and filing system.
Statistical survey projects that are adapted to the scope of their functions can be identified by State organs, business units with administrative functions, enterprise groups with delegated administrative functions, groups of people and industry associations.
Sectoral statistical surveys involve citizens, out-of-the-counter investment enterprises and out-of-system units, which must be presented to the same-tier government statistical administrative authorities for the approval of the executive branch of the population; only those surveyed by the unit of the system, reporting to the same level of government statistical administration.
The approved sectoral statistical survey must inform the name, purpose, scope, target and implementation of the pre-investigation investigation project, the sector, and the investigative authority, methods and means of the statistical survey personnel and communicate the complaint telephone.
Article 9 sends a statistical questionnaire to the system to report back to the statistic administrative authorities of the same people; a statistical questionnaire outside the system to be approved by the same government statistical administrative authorities.
The statistical questionnaire, which has been approved or submitted, must be marked by the authorities, tables, approvals or requests, as well as for the duration of the questionnaire, without the approval or submission and statistical statements exceeding the period of effectiveness, and the subject of the investigation is entitled to reject the investigation.

Article 12 Governments at all levels should establish a directory and statistical survey database for basic statistical units in the city, district level (zone), town as a statistical unit of general statistics, and the Government's statistical administrative authorities are specifically responsible for the management of maintenance.
Information and other statistical data on the establishment, change, write-off, preparation, civil affairs and other relevant sectors at all levels should be made available to the statistic administrative authorities of the same people to update the Government's basic statistical offices by 20 June and 20 December each year.
Financial, tax, public safety, insurance, customs, banking and other sectors responsible for professional statistics should also send relevant professional statistics to the Government's statistical administrative authorities within the time frame set out above to ensure the accuracy of the Government's statistical survey database.
Article 13 provides for a market-wide statistical data to be published by the City Statistics Office.
The statistical administrative authorities at all levels should, in accordance with their responsibilities, integrate, validate and publish basic statistical information in the jurisdictions, publish statistical bulletins and statistical information on a regular basis and develop statistical information resources for market economic services.
Citizens, legal persons can access the Government's statistical information, except for commercial secrets and personal privacy.
All sectors, units publish or use statistics on the economic and social development of unpublished nationalities, which shall be approved by the same-level government statistical administrative authorities and indicate the statistical information delivery units.
Article 14. All sectors, units should strengthen statistical base, establish statistical desks adapted to the statistical operations of the Unit, establish a system of auditing, reporting, interface, archiving and confidentiality of sound statistics.
The Government's statistical administrative authorities shall determine the overall and sample of sample surveys in accordance with specific circumstances. The sample surveyor should establish the original statistical records and the statistical desk as required. The original statistical record-keeping period shall not be less than three years, and the contractor's business unit shall maintain a contractual period. The maintenance of statistical offices shall not be less than 10 years.
No unit or individual shall be altered, concealed or destroyed by the original statistical records and the statistics within the prescribed time frame.
Article 15. Statistical inspectors have the right to inspect the original statistical records of the inspectorate, the statistical desk, statistical information and relevant financial, operational, etc.; the right to issue a statistical check-up to the inspectorate and individuals, and the inspection unit and the individual should respond in due course. Unsatisfaction was delayed and rejected.
The statistical inspector shall be confidential to the relevant information, such as the statistical data of the inspectorate, the business situation, and shall not be disclosed.
Article 16 provides statistical check-ups for statistical check-ups, which should be certified by statistical check-up documents or by the statistic administrative authorities of the people at the district level. The main elements of statistical inspections are:
(i) The accuracy and timeliness of reporting and the provision of statistical information;

(iii) The legitimacy of a statistical questionnaire;
(iv) Management and publication of statistical information;
(v) Accreditation of statistical personnel;
(vi) Statistical institutions and statistical personnel exercise their functions under the law;
(vii) Other implementation of statistical laws, regulations.
Article 17 provides a statistical monitoring review system. The Government's statistical administrative authorities should conduct monitoring of the implementation of statistical laws, regulations and regulations by law of units and receive mass reports and allegations of statistical offences and investigate statistical offences. (iv) unauthorized statistical investigations or statistical questionnaires without approval or clearance;
(v) In violation of article 12 of the present approach, the failure to provide statistical information within the prescribed time frame has affected the establishment and improvement of the directory of basic statistical units and the statistical survey database.
Other statistical offences are punishable in accordance with statistical laws, regulations.
