Article 1 establishes this approach in the spirit of the State Department's Urban Road Management Regulations and the announcement by the Government of the Sichuan province of the “vroads” construction loans, optimizing road resources, improving the urban road access capacity, and developing this approach, in accordance with the spirit of the State Department's Bulletin on Urban Road Management Regulations and the notification of the payment of vehicle traffic fees for the cities.

Article 8
Article 9. Frequent access to foreign motor vehicles in the city's administrative area may opt for payment of royalties by year or sub-prime.
Military vehicles, VAF vehicles are exempted from payment.
Article 10 has been paid a motor vehicle for the year of movement, which has been coordinated by the public security transport authorities in the province's financial sector, and the marking of contributions that are consistent with the vehicle number, type. Article 14.
Article 15 is one of the following acts, which are warned by the public security transport authorities and are correct and punishable by the following provisions:

(ii) Forfeiture, transformer, borrower, charging or using a false and transgender payment mark, the same type of vehicle shall pay a fine of more than two times the annual fee rate.
Article 16, in violation of this approach, provides for the unauthorized establishment of a fee station to collect the cost of road blocks, which is prohibited by law.
Article 17 may apply to administrative review or administrative proceedings in accordance with the law.
