(Summit No. 150 of 26 February 2003 of the Government of the People's Republic of 22 February 2003) In order to encourage educators to conduct research and reform in education, to increase the level of teaching and the quality of education, to provide incentives to the collective and individual for the achievement of teaching results, and to develop this approach in line with the provisions of the State Department's Education Achievement Award. The teaching results referred to in Article 2 of this approach refer to educational teaching programmes that reflect the educational teaching system, which are unique, innovative, practical, and have a clear impact on the improvement of teaching and quality of education. Article 3. Schools, academic groups, other social organizations, teachers and other individuals at all levels of the city's administration can apply for a re-elebrity of municipal teaching results in accordance with the provisions of this scheme. Article IV projects with the following conditions for teaching results may apply for a re-elebratory pedagogical award: (i) The country's establishment or city is advanced; (ii) To test and obtain tangible results through more than two years of teaching. Article 5 Restitutional pedagogical results awards are divided into one such award, two awards and three awards. Article 6. The Memorial Education Achievement Award is submitted by results-holders or individuals in accordance with the following procedures: (i) The higher school teaching results project, which is recommended by the school in the city's educational administration; (ii) In the general, small schools (including kindergartens) pedagogical results project, which is recommended by the executive branch of education in the district (Autonomous Regions, municipalities); (iii) Secondary vocational technical schools, other schools and academic groups, as well as other social organizations, pedagogical results projects are recommended by the competent authorities or the district (Autonomous Regions, municipalities) education administration to the municipal education administration. Article 7. Approval of the Memorial Education Achievement Award shall be submitted to: (i) To commemorate the application of the Memorial Education Achievement Award; (ii) To request a summary of the award for the rejuvenation of pedagogical results; (iii) Academic summary material reflecting teaching results; (iv) Effective evidence of the effectiveness of teaching results. Article 8 Restructuring the Memorial Education Achievement Awards are evaluated by the Urban Teaching Achievement Award (hereinafter referred to as the Evaluation Committee). The Evaluation Committee is composed of persons with high-level professional technical qualifications, nominated by the municipal education administration or the municipal education administration, and approved by the Government of the city. Article 9. The members of the Evaluation Committee and staff shall be evaluated objectively and impartially. It should be avoided when evaluating the educational results of individuals who have direct stake with themselves. The members of the evaluation committee and staff shall not be able to contact the participants in the evaluation process alone and shall not disclose the technical content and evaluation of the evaluation projects. Article 10 projects for the declaration of the Restitutional Education Achievement Award, which should be made available to society within 90 days of receipt of the recommendations. Any unit or individual has an objection to the right to teaching results, which may be submitted within 90 days of the date of publication and decided by the municipal education administration. The Memorial Education Achievement Award project, which was published and decided without objection, was submitted by the Education Administration to the Evaluation Committee. Article 11. Restitutional pedagogical outcomes, as assessed by the Evaluation Committee, should be made public to society within 30 days of the end of the evaluation process. Any unit or individual has contested the award or evaluation process, which may be submitted within 30 days of the date of publication and decided by the municipal education administration. The Memorial Memorial Memorial Education Achievement project, which was published and decided without objection, was approved by the Urban Education Administration and by the Municipal Personnel Department. The Government of the city has issued the corresponding certificates and awards to the awardee. Article 12. The Memorial Education Achievement Awards are evaluated for a four-year period. Article 13 relays the award of pedagogical results in the city are all awarded and no unit or individual may be stopped. Article 14. Reimbursement of the Memorial Education Achievement Award, which is paid from the cost of the municipal budget arrangement. Article 15. Resistance of the Memorial Education Achievement project should be recorded in the self-assessment of the awardee as one of the grounds for the examination, promotion and evaluation of the performance name. Article 16 was awarded a prize for rejuvenation of pedagogical results, which was recommended by the municipal education administration to the Education Administration of the Department of State for the declaration of the National Education Achievement Award. Article 17 awards for false breaks and theft of other teaching results, which were approved by the Government of the city, cancelled their incentives, recovery awards and certificates, and tasked the relevant units with administrative disposal. Article 18 The members of the evaluation committee and the staff members have been given administrative treatment by their authorities in the evaluation process, for example, for misrepresentation, forcible fraud and other violations of the evaluation discipline; for the municipal education administration, with the approval of the Government of the people of the city, for the removal of the membership of its evaluation board; and for the removal of the awards and certificates of the awardees due to the violation. Article 19 recommended units provide false material to assist others in decepting the Restructuring Memorial Education Achievement Awards, which are criticized by the municipal education administration, in serious circumstances, suspension or removal of their recommended qualifications, and administrative disposition by law for responsible supervisors and other direct responsibilities.
