Article I, in order to enhance the management of shrines in the long River, preserve the stability of the long River, guarantee the safety of flood and shipping, develops this approach in line with the State Department's Long River Basin Regulations (hereinafter referred to as the Regulations).

Article 9 provides for units or individuals involved in long-range sands and shall submit the following materials:
(i) The application of the Secretary-General for shrine;
(ii) A copy of the business licence;
(iii) The Governor's application for the benefit of third parties, such as the agreement with third parties.

Article 10
(i) The name of the applicant (name), address and its supporting material;

Article 11. Long Sheals are requested to be received by the territorial Government's water administration authorities. Article XIV, which requires sand screening, is governed by the provisions of Articles 11, 12, 13 and 13 of this approach, but the single works are more than 10,000 tons of the size of the sand and the territorial Government's water administration authorities should be presented with the consent of the Long River Commission.

Article 16 units and individuals engaged in spousal activities shall operate in accordance with the provisions of the river. The sand operation should be subject to the requirement of navigation and establish a clear signal.
Article 17 Ships are harmonized by the Provincial Government's Water Administration.
Ships should be assembled in the course of the ban period in accordance with the location designated by the territorial Government. There should be no justification for leaving the designated slot.
There shall be no lag in the area of the ban.
Article 18 units and individuals engaged in spousal activities should pay royalties to the authorities that license the river. The authorities that have granted a licence to the river shall pay all the royalties for the residues. The specific collection and use of the royalties and the use of the management approach is carried out in accordance with the relevant national provisions.
Units and individuals engaged in spousal activities are no longer paying royalties and mineral resource compensation.
Article 19, the nine municipalities and the territorial Government's water administration authorities should strengthen the supervision of the long-sized sand activities. The main elements of oversight inspections include:
(i) Whether there is a licence for the lawful and effective river, or the related approval document;
(ii) Would be taken in accordance with the provisions of the river's licence or the approval document;
(iii) Whether payments are made in accordance with the provisions for the payment of royalties;
(iv) Whether the use of sand vessels is suspended in accordance with the provisions;
(v) Whether the ship is shipped to garage or bed by the individual;
(vi) Other inspections should be monitored.
Article 20 shall establish a reporting system for long-sized sand activities and publish the telephones; provide incentives for reporting illegal sands.
Article 21, in violation of article 17, paragraph 3, of the present approach, is corrected by an order of responsibility for the water administration of the Government of the more than 1,000 people at the district level.

Article 23. (v) No charges for projects, scope and standard charges in the management of long-range sand;
(vi) Separate charges and misappropriation of royalties.
In the previous paragraph (v), (vi), the fiscal authorities of the Government of the province recover the fees and the charges charged and the charges of the dismissal and misappropriation.
Article 24 punishes other acts that violate the provisions of this approach.
