In order to strengthen the safety management of food firefields, to prevent and reduce food fire accidents and to protect the security of people's lives, to develop this approach in line with the People's Fire Act and the Yaoundian Self-Government Fire Regulations.
Article 2 refers to foodfields as described in this approach to agricultural crop cultivation units such as rural, urban suburbs and farms, which are dedicated to the storage, drying and cropping sites during summer receipts, autumn harvest (hereinafter referred to as the summer autumn harvest).
As mentioned in the preceding paragraph, it is the enterprise unit for agricultural production, managed by the agro-rehabitation agency.
Article 3 provides for more than 800 square meters of fire safety in the administrative area of this self-government.
Article IV addresses the prevention of fire safety in foodfields and prevents a combination of approaches.
Article 5
Food fire safety work on farms is the responsibility of the agro-industries.
The State-level Government's fire agency oversees the safety of foodfield fires in this administrative area, and is responsible for public safety.
Article 6
Article 7 units and individuals have the obligation to maintain fire safety at foodfields, to protect food fire facilities, to prevent foodfield fires and to report fire alarms.
During the summer fall, the media, such as radio, television, should promote fire safety knowledge. Small schools should carry out food fire safety knowledge education.
Article 9. The communes (communes) and the agro-industries should establish fire-led leadership groups before the summer fall, with the primary responsibility:
(i) The deployment of firefield firefighting and inspection of foodfield fires within the jurisdiction;
(ii) Implementation of the food fire safety responsibility regime and supervision of the inspection of villages, groups, farms' fleets and stations in compliance with this approach;
(iii) Printed fire safety information;
(iv) Organizing agricultural machines, electricity and other sectors to work in peace security;
(v) Concrete fire knowledge education for food-working technicians, farmers operators and escorts;
(vi) To correct violations of the provisions of this approach.
Article 10 Agricultural crop cultivation units, such as villages, groups and farms, which are foodstuffs, should be established in autumn, with primary responsibility:
(i) Develop a food fire protection regime;
(ii) The establishment of a mark of fire;
(iii) Undertake food fire safety management in accordance with articles 12 to 16 of this approach;
(iv) The distribution of fire-fighting information and awareness-raising of fire fire safety knowledge;
(v) To urge farmers to make food available on time;
(vi) To organize escorts and duty patrols to detect and eliminate the concealment of food fires in a timely manner;
(vii) To organize fires and assist public safety firefighting agencies and public safety missions to investigate fire accidents;
(viii) Maintenance, maintenance of firefighting facilities and equipment.
Article 11. Public safety fire safety monitoring bodies, public security missions should enhance monitoring of food fire safety efforts, with the primary responsibility:
(i) Guidance, supervision of the people's Government and farms in carrying out fire safety duties;
(ii) Conduct fire awareness education;
(iii) Conduct special fire safety inspections of foodfields and send a letter of restatement to foods found to contain fires;
(iv) To investigate, under the law, food-ground fire accidents.
Article 12
(i) The necessary firefighting facilities and equipment;
(ii) In the area of transport facilitation and proximity to water;
(iii) The fire-fighting between schools, homes, livestock circles, etc. shall not be less than 25 metres; no less than 30 metres from railways; and no less than 15 metres from the road;
(iv) The fire between the production, storage and operation of hazardous chemicals shall not be less than 25 metres;
(v) The level of the electric power line is not less than 1.5 times higher than that of electricity, and the power transformer cannot be less than 25 metres.
Article 13
(i) The area of each hiding area is less than 150 square meters;
(ii) The distance between the manoeuvres is less than 2 metres;
(iii) Spokespersons for foodstuffs accounting for more than 3000 square meters should be released and fire protection between each group is less than 8 m;
(iv) No lighting machines may be removed by the rift;
(v) The range of fires between the pyrethroids and the pyrethroid;
(vi) Fire routes should be left in the foods.
Article 14. The installation, construction and inspection of food-based electrical equipment and electricity lines must be consistent with the following provisions:
(i) To be installed and inspected by electrical technicians in accordance with the installation of electrical devices;
(ii) The use of qualified cables;
(iii) Access to electricity lines in food sites should be constructed at a level that should be used to prevent fuel or metal pipelines;
(iv) The lighter should be installed in a fixed manner and the establishment of a rain-fast device;
(v) The electrical-control equipment must be installed in closed distribution boxes, which should be produced using non-transmission materials;
(vi) The power line between the electrical boxes and the electrical equipment shall not be subject to a single link;
(vii) Electrical opening, saving, etc. should be in accordance with the relevant security provisions prohibiting the use of copper, aluminium and the inequal replacement of insurance (please);
(viii) Electrical equipment used at food sites must be regularly checked, and electrical screenings should be stopped immediately when there is a lack of electricity, poor access and the interconnection of the electricity line.
The electricity sector and its electrical technicians are responsible for the quality of safety by installing, constructing, inspecting electrical equipment and electricity lines in accordance with the preceding paragraph.
When motor vehicles such as trailers, automotive vehicles enter the foods, the hiding of fires must be accompanied by fire-protecting devices, which should be kept in a well-functioning fire or other fire blocks.
At the time of failure at the food plant, motor vehicles, such as trailers and automotive vehicles, must be allowed to repair in places other than 25 metres away from the food site, and no one shall repair motor vehicles in the food area or be fuelled.
Article 16 prohibits:
(i) During the summer fall harvest, the burning, residue and garbage within 50 metres of foods;
(ii) Smoking, carrying fires and using fires in foodfields;
(iii) The presence of children or the fire in the vicinity of food sites;
(iv) No security protection measures have been taken with regard to the electrical motivations of electricity facilities such as an engine.
Article 17 Human fire accidents occurred in the food area, warnings or seizures of persons responsible for the direct responsibility of the commune (communes) or the agro-rehabitation agency; in the light of the gravity of the circumstances, giving them excessive or lower-level disposal; in serious circumstances, granting them or removing them.
Article 18 The staff of the Public Security Fire Agency and the Public Security Service dispatched officers misuse their duties, play negligence, provocative fraud, warning or dispossession of the direct responsible supervisors and other responsible personnel; in the light of the gravity of the circumstances, giving them excessive or lower-level disposal; in serious circumstances, giving dismissal or dismissal.
Article 19, the Village National Commission and the Farms, in violation of article 10 of this scheme, do not perform the related duties, warn the accident of the food ground, inform the criticism and may, in the circumstances, grant a fine of between 100 and 1,000 dollars to warn directly responsible supervisors and other responsible personnel or fines of 50 to 500.
Article 20, installation of electrical equipment and electrical power lines, construction, inspection units and their technicians violate article XIV of the scheme by giving warning to accidents in foodfields and by imposing a fine of 500 to 5,000 units in the circumstances; fines of 100 to 1,000 dollars for individuals; and causing losses to others, corresponding liability should be borne.
Article 21, in violation of this approach, contains article 15, article 16, which causes a fire accident, gives a warning and may impose a fine of 50 to 200 dollars in the circumstances, and shall be liable accordingly for damages to others.
Article 2 imposes penalties for violations of the provisions of this approach, which are determined by a firefighting body of the public security authorities at the district level. In violation of this approach, detention should be punished by law, and the public security authorities of the district-level people are determined in accordance with the provisions of the regulations governing sanctions.
In violation of this approach, administrative disposal should be given to the transfer of firefighting agencies at the district level or at the district level of the Government's inspectorate.
Article 23. The parties' decisions on administrative penalties may apply by law for administrative review or administrative proceedings before the People's Court.
The parties had not applied for reconsideration, had not been brought to justice and had failed to implement administrative sanctions decisions, and the authorities that had made administrative sanctions decisions had applied to the People's Court for enforcement.
Article 24 The Safety Management of Foods in the Hondural Autonomous Region was repealed at the same time on 11 June 1988.
