Chapter I General
Article 1, in order to ensure the safe operation of stoves, stress containers and stress pipelines, guarantees the lives, property security and social stability of the population, and to develop this approach in line with the provisions of relevant laws, regulations, such as the State Department's Safety Monitoring Regulations on Special Equipment, the Surang Province Special Equipment Safety Monitoring Regulations.
Article 2 refers to stoves, pressure containers, stress pipelines, which are included in the safe management of national special equipment, stress containers, stress pipelines.
Article 3. Any unit or person within the city's administration shall be subject to this approach.
Article IV is the Administrative Authority for Quality Technical Monitoring and Quality Monitoring in the City of Nanjing, stress containers and stress pipeline Safety Monitoring and Quality Monitoring, which is affiliated to the ventiles, pressure containers, stress pipeline safety monitoring bodies (hereinafter referred to as security inspection agencies) specifically responsible for the day-to-day management of stoves, stress containers and stress pipeline safety monitoring and quality oversight within the current administrative area. The municipal public administration authorities are responsible for organizing the implementation of the quality and safety monitoring of urban flammatory pipelines.
In accordance with their respective responsibilities, the relevant administrative authorities, such as safety production supervision, construction, planning, business, public safety, environmental protection, urban public use, are able to manage stoves, stress containers and stress pipelines.
Article 5 Test units endorsed by the executive branch with more quality technical supervision at the provincial level engage in inspection of stoves, stress containers, stress pipelines, within the mandate.
Chapter II General provisions
Article VI, the design, manufacture, installation, maintenance, rehabilitation, chemical cleansing, maintenance and inspection units must ensure the integrity and effectiveness of the security quality system and strict compliance with the procedures and requirements of the security quality system.
Article 7. The use of stoves, stress containers, stress pipelines should develop and strictly implement safety management systems and safe operating protocols, establish equipment technology files, perform records, maintain appropriate equipment technical documents, test reports, maintain maintenance records. There should be regular maintenance and inspection of pressure containers and stress pipelines to deal with abnormalities in a timely manner.
Storage or transmission of flammable, explosive, toxic media stress containers, stress line units must establish a gate inspection system, emergency response measures and relief programmes.
No units in Article 8 shall be used for the use of equipment, materials, such as pyrethroids, stress containers, safety annexes for stress pipelines, protective devices, subsidiary facilities, stress pipelines, pyricks, water treatment agents, water treatment of trees.
Article 9. Persons engaged in testing relating to stoves, stress containers, stress pipelines, welding, undesirable testing, chemical cleansing, stole water handling, gas bottlenecks and the operation of various types of equipment must be accredited by the executive branch for the supervision of quality technology at the municipal level above.
The use of persons with no qualifications is prohibited to carry out the related work under the preceding paragraph.
Chapter III Design, manufacture, sale, installation, maintenance, rehabilitation and maintenance
Article 10. Units engaged in the following activities shall be subject to a licence granted by the executive to monitor the quality technology of the province in accordance with the relevant provisions and to carry out activities within the framework of the licence.
(i) The design, manufacture, installation, maintenance, rehabilitation and chemical cleansing of stoves, stress containers and stress pipelines;
(ii) The production of safe annexes to the national licence management of stoves, stress containers and stress pipelines, protection devices, subsidiary facilities, stress pipelines, stolewater handling pharmaceuticals, water handling tree residues;
(iii) HACT.
Article 11. Units engaged in stoves, pressure containers and stress pipelines and their safety annexes, protection devices, maintenance of subsidiary facilities (hereinafter referred to as maintenance) should be given commensurate qualifications and engage in related activities in a qualitative manner.
Article 12 units engaged in activities under Article 11 of this approach shall not transfer their own operations to other units or individuals.
Article 13 Changes in responsibilities in Article 10, Article 11 activities by a statutory representative of the unit or the quality assurance system should be made promptly to the security inspectorate.
Article 14. The installation, maintenance, rehabilitation and chemical cleansing of the construction units for stoves, stress containers and stress pipelines should be informed by the relevant technical information and the construction programme in writing by the security inspectorate.
The construction unit must guarantee the quality of the construction. Upon receipt of qualifications, the construction unit shall transfer all completed material to the use unit.
The installation of units shall not install stoves, pressure containers, stress pipelines that are not in compliance with safety quality standards, no licence units or personal manufacture.
Article 15. The sale unit or individual shall not sell the following products produced by units or individuals without relevant effective permits:
(i) Stolen, stress containers, stress pipelines;
(ii) To include stoves, pressure containers, security annexes to stress pipelines, protective devices, subsidiary facilities, stress pipelines, stolewater handling pharmaceuticals, water treatment of trees.
Article 16, bottled gas sales units or individuals shall not be sold as bottled gases for containers with no longer-term or non-qualified gas bottlenecks.
Article 17 shall comply with the relevant provisions of gas bottlenecks, vehicle vehicles, rail tanks.
In one of the following cases, the use of gas loads is prohibited:
(i) All of the gas bottlenecks and are not hosted;
(ii) The vehicle tanks, the railway tanks, which are not located in the city (land) higher-quality technology to oversee the relevant use of the administrative nuclear launch;
(iii) Vehicles, railway tanks, gas bottles are not effectively tested on a regular basis;
(iv) Drivers of vehicles, railway tanks and detainees who do not have valid qualifications certificates;
(v) National technical protocols and other prohibitions under the standards.
Chapter IV Use
Article 18 should be responsible for the safety of the use of stoves, stress containers and stress pipelines.
Article 19
(i) No licence unit or personal manufacture;
(ii) The procedures for the use of registration should not be processed;
(iii) There is no effective periodic test of qualified certificates;
(iv) The stress pipeline is not qualified by the installation of safety quality monitoring tests.
Article 20 requires a written authorization of the installation, maintenance, rehabilitation and chemical cleansing of units that have obtained licences from the administration for higher-quality technical supervision at the provincial level.
Article 21, the use units shall seek advice from the safety inspectorate when planning sites such as stoves, stress container sites, stress pipeline routes.
After the installation of the second article, the pressure container and stress pipelines, the use of units should be organized in accordance with national legislation, regulations and protocols.
Article 23 should take effective water treatment measures to ensure that stoves meet national standards.
Article 24 does not have the authority to maintain maintenance, with one of the following equipment, and shall be delegated to the eligible maintenance units to maintain their maintenance on a regular basis and to contract maintenance contracts:
(i) Abstracts other than small stoves;
(ii) Medical bunkers;
(iii) Laws, regulations stipulate other maintenance-related equipment.
Article 25. The use of units to conceal the security risks identified in the inspection and inspection of safety should be restructured by time. Non-renewable and non-utilized.
Article 26 Use units should make a voluntary declaration of regular testing for stoves, pressure containers, stress pipelines and their safety annexes, protection devices and subsidiary facilities. The test project and the test cycle are implemented in accordance with national provisions.
Article 27 transfers, renters, pressure containers, and the former use units shall be transferred, rented for fifteen days, to be processed by the licensee.

Chapter V
Article 28, in the manufacture, installation, maintenance, rehabilitation and chemical cleansing of stoves, stress containers and stress pipelines, is subject to a monitoring test by the quality technical oversight body under national regulations.
Article 29 test units must ensure the proper functioning of the quality assurance system for the testing process, conduct rigorous testing in accordance with the test standards established by the State and be responsible for the accuracy of the inspection reports.
The inspection units and test personnel shall not disclose the commercial secrets of the inspection unit.
Article 33 Test units should report to the security inspectorate on the testing process as prescribed and be subject to their oversight.
The inspection unit found significant security issues in the test and must immediately inform the testing unit in writing and report in writing within 10 working days on the registration of stoves, stress containers and stress pipelines.
Chapter VI Oversight inspection
Article 31 provides for the supervision of the executive branch of the quality of surveillance and quality supervision by law of stoves, stress containers and stress pipeline safety, with the participation of at least two law enforcement officials and the presentation of law enforcement documents.
Article 32 law enforcement officials may exercise the following functions when carrying out safety inspections and quality supervision:
(i) To conduct monitoring inspections on the ground;
(ii) To collect information on evidence, including access, reproduction of relevant invoices, contracts, documents, etc.;
(iii) In the case of a security-flight unit, a safety inspection directive was issued in writing and the time limit was changed; and, if necessary, it could be compelled to stop its operations.
In one of the following cases, the Quality Technical Monitoring Administration may decide whether the equipment or product concerned is seized and seized:
(i) Laws, regulations and regulations prohibit the manufacture, sale and use;
(ii) There are serious security shocks;
(iii) After receiving a written safety inspection directive, there was no change over time.
Upon inspection, the equipment after seizure is determined to be irreplaceable, and the quality technical oversight administration can be responsible for the removal or release of the equipment.
Article 34 of the Quality Technical Monitoring Administration and other sectors with the responsibility for security supervision are inspected, inspected and inspected on matters relating to stoves, stress containers and stress pipelines, and cannot be charged for the production of units to purchase designated products.

Chapter VII Corporal punishment
In violation of this approach, there are one of the following cases in which the executive branch of quality technical supervision is punished in accordance with the provisions:
(i) In violation of article 8, paragraph 20, article 24 of this scheme, the use of units or individuals not subject to the relevant licence is included in the national licence management range of stoves, stress containers, security annexes of stress pipelines, protection devices, subsidiary facilities and stress pipelines, stoves, water treatment agents, materials or equipment, materials that are not subject to the required procedures, and may be fined by more than 5,000 dollars.

Article 338, in violation of article 15, subparagraph (ii), of this approach, shall cease sales by virtue of the responsibility of the executive branch or the business administration, which is subject to a fine of up to €500,000.

Article 40. The executive branch of quality technical supervision and other departments with the responsibility for security supervision are in breach of article 34 of this approach, which is being redirected by a superior authority or an inspectorate to repay charges; in the event of a serious nature, administrative disposition is given to the competent and other responsible persons directly responsible.
Article 40, abuse by law enforcement officials of their functions, omissions, provocative fraud, disclosure or piracy of commercial secrets, violations of intellectual property, shall be subject to administrative disposition by law; and criminal responsibility is lawfully prosecuted.
Chapter VIII
Article 42
(i) “Security annex” means devices such as safety lorries, explosions, stress, hydration, temperatures.
(ii) “protection devices” means stress control and reporting of police units, hydration control and reporting of police units, temperature control and reporting of police units, emergency cut-off devices, safety chain devices, burning control and reporting devices.
(iii) “Support facilities” means burning equipment, provision of water equipment, water handling equipment, and veterans.
(iv) The use unit means the owner of the stoves, pressure containers, stress pipelines, and the owner has agreed with the actual user or the relevant person to agree.
(v) “btress pipelines” means the use of certain pressure to channel gas or liquid memorial equipment, which provides for greater or equal to 0.1 MPa (cush) gases, liquid gases, vapours or fuel, prone, toxic, corrosive, top working temperatures or liquids that are equal to standard ventilation points, and that the routing is greater than 25mm.
Article 43 XIII does not apply to the use of stoves, pressure containers and stress pipelines on ships, railway vehicles, aircraft, nuclear facilities and military equipment.
