The Government of the city has decided to amend the Zenin Urban Tourism Management (No. 86 of the 1997 People's Government Order) as follows:
Articles 13, 18, 20, 21, 23, 32 and 33 will be deleted.
The relevant provisions are adjusted accordingly.
This decision has been implemented effective 1 July 2004.
The Space zinc Urban Tourism Management Approach is re-published in accordance with the respective amendments to this decision.

I hereby request to petition the Fourth Committee at its meeting on the question of Western Sahara.

Chapter I General
Article 1 protects and rationalizes the use of tourism resources, enhances the management of tourism, protects the legitimate rights and interests of tourists and tourist operators, and develops this approach in line with relevant national laws, regulations and regulations.
Article 2 refers to the tourism industry used by tourist operators to use tourism resources and facilities, either specialized or mainly in the solicitation, reception of tourists, and the provision of services for tourists, accommodation, catering, transport, purchases, cultural recreation.
This approach refers to legal persons, other organizations and individuals engaged in tourism operations under the law.
Article 3 units and individuals involved in tourism operations within the city's administration, as well as tourists carrying out travel cruise activities, shall be subject to this approach.
Article IV. The development of tourism should be guided by the principles of social benefits, economic benefits and environmental benefits, to play a tourist resource advantage, highlighting local features, strengthening science management and providing quality tourism services.
Article 5 The municipalities and territories, and the people's governments should develop medium-, long-term development planning and annual plans for the tourism industry in conjunction with local realities, and incorporate national economic and social development plans to guarantee tourism development.
The executive management of the tourism administration in the city and in the district, and in the city's people's government, is governed by the law for the tourism industry in this administrative area.
Article 7. The legitimate rights and interests of tourists and tourist operators are protected by law. To undermine their legitimate rights and interests, tourists and tourist operators have the right to lodge complaints under the law to the tourism administration or other relevant sectors, and the sectors receiving complaints should be carefully investigated.
Article 8. Tourism operators should operate in accordance with the principles of integrity and fair competition.
Article 9. Tourism operators may be established by law or participating in tourism industry associations. Tourism industry associations should be guided by laws, regulations and regulations to coordinate, guide, provide advice, services and reflect the recommendations on tourism development and preserve the legitimate rights and interests of tourists and tourist operators in accordance with their statutes.
Chapter II Tourism resources
Article 10 Development and tourism facilities for tourism resources should be coordinated with environmental protection, material protection, sanitation management, and not in violation of the relevant laws, regulations.
Article 11. When the tourism administration develops a tourism resource development planning, advice from the relevant sectors should be sought and reported in accordance with the relevant provisions.
The views of the municipal tourism administration should be sought in the review of projects involving priority tourist landscapes, landscape building and hotels.
The quality rating and management of the tourist area, the tourist point are carried out in accordance with the relevant national provisions. In the absence of an assessment, it is not possible to use a hierarchy of publicity.
Article 13, in order to develop and utilize tourism resources, encourages investment in units, individuals and foreign investors, with the exception of national investment, to systematically develop tourism infrastructure and services facilities.
Chapter III
Article 14. Tourism operators should strictly implement tourism industry standards and subject to industrial management.
Article 15. Applications for the establishment of a travel agency shall be submitted, subject to the approval authority, to the travel agency's business licence issued by the tourism administration after approval by the relevant authorities, and to registration procedures in the business administration sector and to the licensee of business.
Travel agencies should operate in accordance with the scope of operations determined by the licence of the operation, prohibiting excessive operations.
Travel agencies may not transfer or distribute the Business Licence of the Travel Service.
Article 16 The guided tours shall be eligible for the leadership of the cruise by the Nationally Harmonized Organization's qualification examinations and the award of the Licative Examination Award issued by the municipal tourism administration. No guided tour guides shall be carried out.
Article 17 Assessment, management of the tourist (internal) meals, based on the criteria and provisions of the State for the assessment of the tourist (in relation to) hotels. Star meals must be delivered to guests in accordance with the criteria assessed.
There is no assessment of the stereotyped meals, and no stereotypes shall be used to promote and solicit the guests.
Article 18 tourist operators must operate in accordance with the law and compete fairly. Operational linkages between tourist operators and tourist groups, including paid brokering activities, should be concluded in accordance with the law, identifying the rights, obligations and default responsibilities of both parties. Tourism operators must open service projects and fees standards, at a minimum price, to ensure the quality of services; not to afford the fee-for-relevant standards; not to sell false commodities; nor to induce, force tourists to purchase commodities; nor to compel tourists to accept the fee-for-service project.
Article 19 The tourism administration is based on vocational training activities organized by the State and the relevant provisions of this city, which guides tourism industry administrators, professional technicians and guided tours, and conducts vocational skills ratings with sectors such as the labour administration.
The tourist operators should train their practitioners in professional ethics education and in-service positions to improve the quality of the practitioners and the quality of tourism services.
No induction service is permitted without training.
Article 20 provides for training institutions for the nature of the tourism industry or for the opening of the tourism profession, which are submitted to the municipal tourism administration after approval by the relevant authorities.
Article 21 operators should establish a security management responsibility system, equipped with tourist safety facilities and security equipment, and secure the safety of tourists.
The second article, when staff members of the tourism administration carry out oversight of their duties, should produce documents.
Chapter IV The rights and obligations of tourists
Twenty-third tourists have the following rights in tourist activities:
(i) To understand the true situation of tourism services and to require the operators to provide services, specifications, costs, etc.;
(ii) autonomous choice of tourist operators and services, autonomous choice of tourist commodities or services, autonomous acceptance or acceptance of any service;
(iii) Access to fair trading conditions, such as quality guarantees, reasonable prices, and denial of compulsory transaction by tourist operators;
(iv) The safety and security of persons, property;
(v) Respect for the dignity of the human person and the practice of national customs;
(vi) The right to reparation when the legitimate rights and interests are violated;
(vii) Complaints, prosecutions to the relevant sectors;
(viii) Other rights under laws, regulations and regulations.
Article 24 The tourists should perform the following obligations in their tourism activities:
(i) To comply with the relevant laws, regulations and social justice;
(ii) Respect the national customs of tourist sites;
(iii) Protection of tourism resources, environment and facilities;
(iv) Maintenance of tourist order and security;
(v) Other obligations under laws, regulations and regulations.
Chapter V Legal responsibility
Article 25 deals with violations of this approach, the provisions of the laws, regulations and regulations have been penalized, in accordance with the provisions of the law, regulations and regulations.
Article 26 imposes a fine of up to 10,000 for the self-employment of undocumented personnel in violation of article 16 of this scheme.

Article 29 does not determine administrative penalties by the parties and may apply for administrative review or prosecution to the People's Court by law.
The parties had not applied for reconsideration or prosecution to the People's Court and had not fulfilled their administrative sanctions decisions, and the authorities that had made a punitive decision had applied for enforcement by the People's Court.
Annex VI
Article 33 of this approach refers to the attractiveness of tourists, which can generate economic benefits and other social benefits for the development of tourism, and to natural landscapes, human landscapes and other related service facilities recognized by the urban tourism administration.
