Chapter I General
Article 1
In order to guarantee the legitimate rights and interests of the distributor, regulate the management of the population of the city, promote the development of population information, improve the level of government services, and develop this provision in the light of the relevant laws, regulations.
Article 2
This provision applies to the reputation, issuance, use and management activities of the Shanghai City Residence (hereinafter referred to as the residence certificate).
The residence permit shall be granted by the State in accordance with its relevant provisions.
Article 3
The contents of the residence certificate include, inter alia, basic information such as names, gender, citizenship documents, place of origin, date of issuance, issuance of organs and documents.
Article IV (Effective period)
The effective period of residence is divided into one year, three years and five years.
Article 5
The residence certificate has the following main functions:
(i) As proof of residence of the holder in this city;
(ii) Individual-related services and information for treatment or access to sanitation, population and family planning, education, employment and social insurance;
(iii) Record the information required for the management of the population, such as the basic situation of the holder, the change in residence.
Article 6 (Information systems)
The information system of the residence certificate should achieve interconnection and sharing of information resources between the municipal, district and district governments.
Specific approaches such as the planning, operation maintenance, safety and security of the resident information system are developed by the Urban Informationization Commission.
Article 7 (Management)
The Urban Development and Reform Commission is responsible for the integrated coordination of the implementation of this provision.
The Governments of the various districts (the district) are responsible for the implementation of this provision in their respective administrative areas.
The public security sector is responsible for the issuance and management of residence documents. Departments such as personnel, labour and social security, business, information, premises, population and family planning, health and education are responsible for the management of this provision in accordance with their respective responsibilities.
The Community Care Centre established by the Street Office, the town (communication) Government is entrusted by the relevant administration sector, with specific processing and issuance of residence documents.
Chapter II
Article 8
The persons who had committed the residence certificate should be subject to the procedure of the community service centre in which they were present.
Article 9
In addition to the residence registration certificate provided in accordance with the relevant provisions, the status of marriage and the statement of health status, the following materials should be made available according to the circumstances:
(i) In employment, the provision of comprehensive insurance certificates, stabilizing employment certificates or investment, and start-ups;
(ii) To provide academic certificates, professional technical certificates, competency performance certificates, stabilization of employment certificates or investment, and certifications, etc. as talents;
(iii) Long-term residency, such as family friend, attendance, retraining, etc., is supported accordingly.
Article 10 (Option)
After receipt of the material of the Settlers' residence permit, the Community Affairs Approval Centre should receive the material, receive the admissibility certificate, and transfer the material to the appropriate administration.
The material is incomplete and should be communicated to the author at the time to request the addition of the material.
Article 11
The relevant administrative services should complete the approved and evidentiary work of the material within 20 working days of the receipt of a certificate from the Community Services Centre.
In order to comply with the request of the author, after the issuance of the public security sector, the Centre for Community Affairs was sent to the residence certificate; in the event that it was not in compliance with the request, the Centre should notify the author in writing.
Article 12
The basic information of the residence certificate is registered by the Community Affairs Approval Centre; the relevant administration can increase other information relevant to its management functions on the basis of basic information, in accordance with the provisions of laws, regulations and regulations.
Article 13
The criteria for the residence certificate are approved by the municipal finance sector and the municipal price administration.
Chapter III
Article 14.
The holder of the residence certificate may apply for compulsory education for their children in the city within the period of effectiveness of the residence certificate, which is arranged by the education administration in the place of residence (the district).
Article 15. Family planning
The holder of the residence certificate may have free access to the basic family planning technology services provided by the State.
Article 16
The holder of the residence certificate may receive, as prescribed, communicable diseases such as Immunization of the present municipal plan, by virtue of the holder of a child under the age of 16 years or the residence certificate under the age of 16.
Article 17 (Social insurance)
The holder of the residence certificate enjoys the relevant treatment in accordance with the relevant provisions of this city for participation in integrated insurance or other social insurance.
Article 18

Article 19

Article 20
The holder of the residence certificate may be eligible for appointment or examination, vocational (operational) qualifications examinations, occupational (industrial) qualifications, according to the provisions, for various types of non-education, vocational skills training and national vocational qualifications.
Article 21
The holder of the residence certificate may participate in the selection of labour models in the city, the three eighteen flags, and receive the corresponding treatment.
Article 22 (Other treatment)
The holder of the residence certificate may enjoy the other treatment provided by the State and the city.
Chapter IV
Article 23 (Information change)
The holder of the residence certificate changed the information provided at the time of the residence certificate, and the holder should be in a timely manner in the processing of information changes at the community service centre.
Article 24 (continued)
The residence certificate is effective and the holder needs to be resigned and shall apply to the Centre for Community Affairs within 10 days prior to the expiry of the effective period.
Article 25
The residence certificate was lost, and the holder should be able to proceed to the community service reception centre in a timely manner with the process of default and clearance.
Article 26
In one of the following cases, the residence certificate was cancelled by the public security sector following the determination of the relevant authorities:
(i) Changes in the situation of the holder and incompatible with the requirement of the residence certificate;
(ii) The holder has not paid an integrated premium as required;
(iii) The holder provided false material to obtain the residence certificate when the author was present.
Article 27
The holder of the residence certificate meets certain conditions and may apply for referrals to the regular household.
Specific conditions for the referral of regular households in the city are provided by the commune.
Article 28
The relevant administrations and community affairs reception centres should be based on their respective responsibilities, providing services and convenients to local distributors, including access to information, access to related treatment, without prequalification, delay.
Article 29 (Legal responsibility)
In violation of the provisions of employment and social insurance, housing rental, population and family planning, sanitation prevention, security management, etc., the punishment is punishable in accordance with the provisions of the relevant laws, regulations and regulations;
Chapter V
Article 31 (Late with other relevant provisions)

Following the implementation of this provision, the introduction of talents in the territory and the renewal of the residence permit are carried out in accordance with this provision. The introduction of talent in the territory, in addition to the relevant treatment provided for in this provision, also enjoys the other treatment provided for in the Interim Scheme for the Enactment of Persons in the Shanghai City.
Article 31 (Settlement of residence)
Persons who are inhabited in this city should be given effective status certificates, residence certificates in the city (including relevant materials such as the residence lease contract registration certificate), and registration procedures at the community service reception centre in the place of residence.
Article 32 (Implementation of the rules)
The relevant sectors of the Government of the city may establish the corresponding application rules in accordance with this provision.
Article 33 (Op of application)
This provision has been implemented effective 1 October 2004.
