The Government of the city has decided to amend the Modalities for the Implementation of the Experimental Animal Regulation (No. 140 of the People's Government Order 1998) as follows:
Amending article 5 as follows: In accordance with national standards such as the experimental animal genetics, microbiology, nutrition and raising environment, the experimental animal quality monitoring and quality accreditation system was introduced in the city. The specific approach was developed by the Municipal Council in accordance with the relevant provisions of the State.”
Article 6, paragraph 1, was amended to read: “A unit engaged in experimental animal raising must conduct regular quality self-assessment of the experimental animals in accordance with the relevant national standards. All operational processes and monitoring data should be complete and accurate. It also reports to the municipal, district and sub-regional committees according to the system.
Article 9 was amended to read: “If an experimental animals that must be subject to vaccinations should be prevented in accordance with the requirements of the experiment or in accordance with the Act on Animal Protection of the People's Republic of China and other relevant provisions of this city. The experimental animals used as raw materials for biological products are excluded.”
Article 12 was amended to read: “The experimental animal work unit was imported from abroad or introduced the experimental animal species from outside the province, which must be submitted in a timely manner to the Municipal Council and regularly to present the species, the products, the source units and the expansion of production. Exports from abroad are also subject to the registration of State-designated insurance, breeding, quality control units.”
V. Amendments to Article 13 are as follows: “The export experimental animals must be reported to the Ministry of Science and Technology. After approval, the export process can be handled by the parties.
The experimental animals developed by wildlife species, which are heavily protected by export applications, must be subject to export licences in accordance with the relevant provisions of the State.”
Article 14 was amended to read: “Accessation, export of experimental animals, in accordance with the National People's Republic of China's Law on the Entry into Force and Plant quarantine and the relevant provisions of this city”.
This decision has been implemented effective 1 July 2004.
The Modalities for the implementation of the experimental animal management regulations in the city of Nusaz were re-published in accordance with the relevant amendments to this decision.

Annex: Methods for the implementation of the experimental animal management regulations in the city of Nusaz (amended in 2004)
(Renewed on 29 May 1989 by the Government of the People of the city of 21 January 1998 by amending the publication on 29 June 2004 in accordance with the decision of the Government of the city to amend the implementation of the experimental animal management regulations in the city of Zanzi
Article 1 ensures the quality of the experimental animals and makes the test research, test results and the safety evaluation science reliable, and develops this approach in line with the experimental animal management regulations and other relevant national laws, regulations and regulations.
Article II defines experimental animals as artificial breeding, breeding, control of micro-organisms carrying them, and genetic backgrounds are clear or sourced for scientific research, teaching, medical, production and screening and other scientific experiments.
Article 3. This approach applies to units and individuals that are required to carry out research, plantation, breeding, supply, application, management and supervision in the city for the production, operation of experimental animals, feeding, storing, equipment, etc.
Article IV. The City Committee on Science and Technology (hereinafter referred to as the Municipal Council) is responsible for organizing, overseeing the specific implementation of the scheme and issuing a certificate of eligibility for the experimental animals of the city.
Regions, district councils are responsible for the management of experimental animal work in the region.
The relevant municipalities are responsible for the management of experimental animal work in this sector.
Article 5 introduces a quality monitoring and quality accreditation system in the city, in accordance with national standards in the areas of experimental animal genetics, microbiology, nutrition and the reproductive environment. The specific approach was developed by the Municipal Council in accordance with the relevant national provisions.
Article 6 units engaged in experimental animal raising must conduct regular quality self-assessments of experimental animals in accordance with national standards. All operational processes and monitoring data should be complete and accurate. Depending on the relationship, it is reported to the Municipal, District (Parliament) Committee, respectively.
The SARS is responsible for conducting a comprehensive quality test every two years, which is based on quality accreditation.
Article 7. The material, drinking water and mattresses required by the experimental animal shall be treated accordingly in accordance with the needs of the different levels of experimental animals and must meet the relevant nutrition and health standards.
Article 8 provides for the quarantine of the experimental animals introduced, which is determined by the Municipal Council on the basis of the variety and level of the quarantine period.
In order to complement or develop new species of wild animals, it is necessary to carry out a sequestration on the ground and to obtain the quantification certificate from more than veterinary sanitary institutions. Wildlife transport is required to enter the experimental animal breeding room through the re-exclusive quarantine.
Information on the names, characteristics, quantity and photographs of the animals introduced and the new varieties developed should be made available in a timely manner to the City Section.
Article 9 provides for an experimental animals that must be subject to vaccinations, which should be prevented in accordance with the experimental requirements or in accordance with the National People's Republic of China Animal Prevention Act and other relevant provisions of this city. The experimental animals used as bioproduct raw materials are excluded.
Article 10 prohibits the use of unexpected experimental animals to conduct scientific research and quality inspections. The publication of scientific research topics and the identification of scientific findings should make use of qualified experimental animals a basic condition. The measurements obtained by unqualified experimental animals or the results of the security evaluation are invalid and the products produced are not used.
Article 11. Experimentals used for human and animal communicable diseases experiments must be managed in isolation throughout the course of drug abuse, to prevent evade or any other form of poisoning. The body following the death of such experimental animals and the supplies, devices, the environment and places in which they are exposed are subject to strict toxic and environmentally sound treatment.
Article 12. The experimental animal work unit has been imported from abroad or introduced the experimental animal species from outside provinces, which must be submitted in a timely manner to the municipal council and regularly to present the species, the products, the source units and the expansion of production. Exports from abroad are also subject to the registration of State-designated insurance, breeding, quality control units.
Article 13 Export experimental animals must be reviewed by the National Ministry of Science and Technology. After approval, the export process can be handled by the parties.
An experimental animal developed with a focus on protection of wildlife species in export applications must, in accordance with the relevant provisions of the State, be subject to export licences.
Article 14. Qualification of the export of experimental animals, in accordance with the National People's Republic of China's Act on Invaluine and Plants and the relevant provisions of this city.
Article 15. Persons engaged in experimental animal work shall be accredited in accordance with the corresponding technical terms and shall enjoy the necessary labour protection and welfare treatment.
The experimental animal work unit contacts the staff of the experimental animals and conducts at least a medical examination each year. Those who suffer from infectious diseases and do not assume the work done should be transferred in a timely manner.
Article 16 provides for a period of time to be improved in violation of article 6, paragraphs 1, 7, 8, 11, 12, 13 and 13 of this approach by the Municipal Council, and gives warning or fine of up to 1000 dollars, depending on the circumstances, respectively; and administrative disposition of staff by their units.
In violation of article 9 and article 14 of this approach, the livestock sector, the flora and fauna are dealt with under the relevant provisions.
