Chapter I General
Article 1, in order to enhance the management of Internet-based service places in this city, regulate the operation of operators, guarantee the health development of Internet-based service operations, promote socialist spiritual civilization, and develop this approach in line with the Regulations on the Management of Workplaces on Internet Access.
Article II applies to Internet access sites established within the city's administration. The law, legislation and regulations provide otherwise, from their provisions.
Article 3. The municipal cultural administration, in accordance with the principles of strict approval, strict management and strict control, is responsible for the development of the BPB planning of Internet-based service locations in the city.
The Cultural Administration is responsible for the establishment of an Internet-based service operation unit and is responsible for overseeing the operation activities of Internet-based service operators established by law; supervision by public security authorities of information network safety, security and fire safety management of Internet-based service operators; and the management of registration and business licences by the business administration sector for Internet service operators; and supervision of Internet service operators within their respective responsibilities.
Article IV encourages citizens, legal persons and other organizations to monitor the operation of Internet-based service operators and to provide incentives for contributions.
Chapter II Establishment
Article 5 operates a licence regime for operating units operating on Internet sites. Unauthorized, no organization or individual may establish Internet access sites and no Internet-based service operation.
Article 6. The establishment of an Internet-based operating unit shall take the form of an enterprise and shall have the following conditions:
(i) The name, residence, organizational structure and statute of the enterprise;
(ii) Funds that are adapted to their business activities;
(iii) A place of business that is adapted to its operation and is in compliance with the State-mandated fire safety conditions;
(iv) There are sound and sound information safety management systems and security technical measures;

Article 7 does not establish Internet access to service places within 200 metres of secondary and primary schools and in residential buildings (clocks).
Article 8. The establishment of an Internet-based operating facility shall apply to the cultural administration of the local people at the district level and submit the following documents:
(i) The name of the pre-approved letter and statute;
(ii) Biographical information and identification material for legal representatives or principals;
(iii) Fund credit certificates;
(iv) A certificate of interest in the place of business; or
(v) Other submissions required by law.
Article 9. The cultural administration shall take a decision within 20 working days of the date of receipt of the request; be reviewed, in accordance with conditions, and receive approval documents that are agreed upon.
Upon completion of the construction, the applicant has agreed to establish the approval document to apply for information networks and fire safety clearance by the same public security authorities. Public security authorities should decide within 20 working days of the date of receipt of the request; receive the approval of the document, subject to inspection and clearance of qualifications on the ground.
The applicant's approval of the documents by the public security authority applies for final review to the cultural administration. The cultural administration shall, within 15 working days of the date of receipt of the application, decide on the basis of the provisions of article 6 of this approach; be subject to inspection and clearance of qualifications on the ground, and be granted the Cultural Entrepreneurship.
For the applicant's application, the cultural administration is subject to review or the public safety authority is not qualified and should provide the applicant with written reasons.
The applicant's licence for the operation of a culture of culture is available to the business administration for registration and, after the law receives a licence of business.
Article 10 Changes in the place of operation of Internet-based services or alterations, expansions of the place of business, changes in the number of computers or other important matters should be agreed by the pre-approved authority.

Chapter III
Article 11. The applicant may enter into the agreement with the Internet to obtain a licence to operate under the law. It must be affirmed that the project for the provision of services for Internet-based service operators must be expanded.
Article 12

(ii) To endanger national unity, sovereignty and territorial integrity;

(iv) incitement to national hatred, national discrimination, destruction of national unity or violations of national customs and customs;
(v) Destabilize national religious policies and promote philosophical and messaging;
(vi) Dispersing rumours, disrupting social order and undermining social stability;
(vii) Advocacy of obscenes, cascacules, violence or incitement to crime;
(viii) To insult or defamize others and violate the legitimate rights and interests of others;
(ix) Be detrimental to the socio-demand or to the cultural traditions of national excellence;
(x) Other elements prohibited by law, administrative regulations.
Article 13
(i) The intentional production or dissemination of computers and other destructive procedures;
(ii) The unlawful intrusion of computer information systems or the destruction of computer information systems functions, data and applications;
(iii) Other activities prohibited by law, administrative regulations.
Article 14. The operating units of Internet-based service providers shall be allowed to enter the Internet by accessing service providers through the Internet obtained by law.
Article 15. The operating units of Internet-based service providers shall not operate non-net games.
Article 16 does not use web games or other means of cascabling or cascabling.
Article 17 Operational units of Internet-based service providers should implement operational management technical measures, establish an in-house inspection system, detect the behaviour or other violations of the Internet's consumer, which should be stopped immediately and reported to the cultural administration, public security authorities.

Article 19

Article 20 is limited to daily hours of operation of Internet-based service locations from 8 to 24 hours.
Article 21 Operational units of Internet-based services should check, register and document information on the Internet. The registration content and the record-keeping period shall not be less than 60 days and shall be provided in accordance with the law of the cultural administration, public security authorities. The registration content and the record-up shall not be amended or deleted during the maintenance period.
Article 2
(i) Prohibition of fire lighting and smoking and ban smoking;
(ii) Prohibition of the entry and storage of flammable and explosive items;
(iii) No fixed closed window fence shall be installed;
(iv) Prohibition of envelopes or blocks of windows, safe evacuation corridors and security exports during business;

Chapter IV Corporal punishment

Article 26

(iii) No valid identification, registration or recording of information on the Internet, as prescribed;
(iv) No registration, record-keeping, or modification, deletion of registration elements and record-keeping during the maintenance period;
(v) Changes in name, residence, statutory representative or main head, registration of capital, web addresses or termination of business activities have not been made available to the cultural administration, the public safety authority or to file the relevant proceedings.
In violation of the provisions of article 27 of the Internet's operating place of service, one of the following acts has been warned by the public security authorities, which may be subject to a fine of up to US$ 150,000; in the event of a serious suspension until the Cultural Administration revoked the Cybercultural Business Licence:

Article 28 of this chapter provides for administrative penalties imposed by the cultural administration, which may be entrusted by the cultural administration in accordance with the law to the organization of work that is in compliance with the statutory conditions.
