The Municipal Government has decided to amend the provisional scheme for investment and purchase of houses at sea level as follows:
Article 5 adds to paragraph 4: “The unit's acquisition shall be the subject of the unit's employees (or the relatives of their common life); the person's purchaser shall be the owner (or the relatives of their common life).”
Article 9 adds two subparagraphs (iv) and (v) as follows: (iv) the owner of the unit's purchaser shall submit the solicitation of the labour contract signed by the owner and the unit; (v) the unit and the individual purchases of the house with the family and shall also be submitted to the family relations certificate.”
Article 11 was deleted and subsequent provisions were retroactive.
This decision is implemented from the date of publication.
The Provisional Approach to Investment and Acquisitions in Sea City was amended accordingly in accordance with this decision.

Annex: Provisional approach to investments and acquisitions in the sea City (Amendment (2004))
(Act No. 13 of 25 September 1996 by the Government of the People's Republic of the Sea dated 8 December 1998 on the revision of the Decision of the Government of the Shanghai Correspondents on the Amendment of the Provisional Approach to Investment and Acquisitions in the Sea City, as amended by the Decision of the Government of the People's Republic of 18 March 2004 on the revision of the Decision of the Government of the People's Republic of the Sea concerning the Interim Approach to Investment and Acquisitions in Sea City)
Article 1 encourages investment in the economic construction of the city to be tailored to the needs of this urban development.
Article 2 applies to domestic enterprise units that invest in the city, purchase houses and donation to the cause of social welfare in the city, social groups, “three” enterprises, our citizens, the Chinese diaspora, the port of Niamey and foreigners (hereinafter referred to as investors, purchasers, donations). Family planning targets must be in line with the relevant provisions of national family planning.
Investments referred to in Article III are funds, equipment and facilities for the production of business activities, but do not include the acquisition of transport tools, home-based electrical devices and their non-productive investments, nor are investment directly for property operations.
Article IV. The purchaser's commodity premises can only provide the buyer with a preference for relocating the household to the city's occupants.
Article 5 investors in line with the conditions of investment in the recipient are subject to investment certificates, which are approved by the commune sector of trade and economic cooperation, and are reviewed by the public security authorities in the household. The purchaser in line with the conditions of the acquisition of the house is subject to documents relating to the acquisition of the property certificate and the property certificate, which are approved by the municipal property management, and are subject to the approval by the public security authorities of the household. Article 8 invests in the city's tourism industry, with an investment of $1.5 million in the People's currency, 1 in the household. On that basis, an increase of $800,000 in the investment of the people was added to the household.
Article 9 units and individuals purchase commodity houses (conscription buildings and homes) in this city to developers or brokers, each of the 25 square meters of the construction area may be accommodated by one person, an increase of 25 square meters per purchaser and an additional 1 to the household.
The purchaser shall submit the following documents:
(i) Home ownership cards;
(ii) The acquisition of housing contracts;
(iii) A copy of the business licence of the developer or intermediary;
(iv) The owner of the unit's purchaser shall submit a letter of labour contract signed by the recipient and the unit;
(v) A unit and a person who purchases a home with a family accompanying the household shall also submit a certificate of family relations.
Article 10
The donation of 200,000 yen (contributions, gifts) in the People's currency could be accommodated by one of the towns.
Article 11 shall not transfer, sell or sell, nor shall there be any other illusory act, which has been found to be seriously addressed by the parties in accordance with the Registration Regulations of the People's Republic of China and the Regulations on the Safety and Security of the People's Republic of China.
Article 12 The relevant provisions before this city are incompatible with this approach.
