Article 1 provides for the development, management and functioning of transport safety facilities to enhance urban road traffic safety facilities, the safety and accessibility of transport, and, in accordance with the relevant provisions of the State, the development of this approach, in conjunction with the realities of the city.
Article II. Article 8 prohibits:

Article 9 prohibits:
(i) Removal, relocation, house arrest and alteration of transport safety facilities;
(ii) Extractive traffic segregation escorts;
(iii) To stifle, destroy traffic signs, mark lines;
(iv) Orientation of the land line attached to transport safety facilities;
(v) Other acts that undermine transport safety facilities.
