Chapter I General
Article 1 establishes this approach in accordance with the laws, regulations and regulations of the People's Republic of China Act on Atmospheric Pollution Control, and the Ordinance on the Protection of the Environment of the Reuters.
Article II of this approach refers to the occurrence of dust from activities such as construction, construction (construction) demolitions, land nutrients, parking greenification, material storage, road safety, industrial production, sampling (subsidised) fossil production, meals operation, dust, smoking, oil contamination of the atmosphere.
Article 3. This approach applies to dust pollution and related management activities within the main city.
The main city referred to in the previous paragraph refers to 119 streets, towns and villages in the nine main cities, with a specific list available in the schedule.
Article IV. The Government of the communes has the annual responsibility and accountability for the control of dust.
The Governments of the main municipalities should strengthen their leadership in the management of regional dust pollution prevention and control, and take effective measures to ensure the achievement of the objectives of pollution control, in line with the unified deployment of the city's Government.
Article 5
The executive branch, such as municipalities, construction, planning, transport, water, land tenure, parking and greening, should be managed in accordance with the responsibilities set out in this approach.
Article 6. All units and individuals should comply with national and present market dust control provisions, phase-out of heavy equipment and technology, and take effective measures to combat pollution.
Article 7. Governments of all sectors of the city and the main city, or administrative authorities for environmental protection, are rewarding the business units and individuals that have made significant achievements in the control of dust.
Chapter II
Article 8
Article 9. The owners of construction, construction and land rehabilitation should be included in the construction budget estimates and the liability for dust contamination in the construction contract.
Article 10. The construction shall be subject to the following provisions:
(i) The installation of hard-clock blocks not less than 1.8 m in the vicinity of the work area;
(ii) The road to import and export on the ground should be hardened;
(iii) The installation of vehicle laundering facilities and the accompanying sediment wells, and the net backbone of the vehicle washing would be able to leave the site;
(iv) Open-door garbage, such as cement, pulp, and sow, cannot be shipped within 48 hours, should be installed and covered by a sealed fence that is not less than the high slot;
(v) The construction of a large number of cement puls should be accompanied by the corresponding cement puls, cement puls, which should be transported by a sealed truck;

Article 11. Article 13
(i) Measures to use dust such as water or spraying;

(iii) To cover, pave or greenize open areas that cannot be used within three months of completion.
Article 14. Greening construction shall also be subject to the following provisions, in addition to compliance with the relevant provisions of Article 10 of the scheme:
(i) The residues that cannot be cleared on the day after the use of cement or cultivation, and the unplanned trees within 48 hours should be covered;
(ii) Greenization or coverage of trees;
(iii) The greening and buoys shall not be higher than the greening belt and the flogging.
Article 15. The executive branch, such as municipalities, construction, planning, transport, water, land tenure, parking greening, shall develop and oversee the implementation of technical norms for the control of pollution in the industry, in accordance with Articles 10, 11, 12, 13 and 14 of this scheme.
The construction unit should develop a fire pollution prevention programme, in line with the technical norms of dust pollution control, in conjunction with the actual situation of specific works, to report to the municipal administration and administrative management authorities with supervisory responsibilities for the pollution of the present work by three working days.
Article 16, which is appropriate for green naked cement, should be greened by the responsible person within the time period specified by the Greenhouse Administration; it is not appropriate for greenization and should be hard-clocked.
The responsible person shall be determined by:
(i) The naked cement area within the unit, which is responsible for;
(ii) The naked cement in the small area of the population, which is responsible for the management of the property industry;
(iii) naked cements on both sides of the road, on both sides of the river and on the public region, which are responsible for the management units.
Article 17
(i) Strict handling of the ground;
(ii) The establishment of a sealed fence that is not less than high;
(iii) The supply of fire-fighting facilities such as inhalation of dust, spraying, and to ensure the normal use of dust facilities;
(iv) A vehicle cleaning facility for the Export and Import Service, which can be arrived at a net porter;
(v) Removal material in a timely manner and maintenance of road cleaning.
The existing open and open warehouses are not in accordance with the provisions of the preceding paragraph and should be reproduced within the period specified by the environmental protection administrative authorities.
Article 18
Article 19 prohibits 10 evaporation/hours of high-pollutant fuels such as new construction, expansion of coal, heavy oil, residues (including 10 vacation/hours, followed).
The existing 10 eva tonnes/hours should be converted to clean energy, such as natural gas, hydro, coal, electricity, or in conjunction with the construction of contaminated governance facilities to ensure the emissions of the mark, in accordance with the provisions of the municipal, district-level people's governments.
Ten eva tonnes/hours may not use high-pollutant fuels, such as heavy oils, residues, and the use of coal should be accompanied by the construction of contaminated governance facilities to ensure the discharge of the mark.
Article 20 prohibits new construction, expansion of coal hydro plants and aircraft kilns, humidal kilns, olil kilns, trainers and other industrial facilities that severely contaminated the atmosphere.
The existing cement production line, such as kilns, humidal kilns, olil kilns, trainers and trainers, should be governed or closed within the time frame established by the city, the people of the region.
The existing gasoline plants and other industrial facilities that severely contaminated the atmosphere should be accompanied by the construction of contaminated governance facilities within the prescribed time frame to ensure the emissions of the mark.
Article 21 Prohibitions by the Municipal People's Government of the clocking (subsidised) are not permitted to engage in the screening (substantial) production.
Constraints (subsidised) within the city's Government may not be scaled up the size of the production of the cattered (wealth) stones, which should be accompanied by the construction, use of dust-polluting governance facilities and discharges.
Article 2 does not permit the construction, expansion of the smoking and oil-smoking-contaminated feeding projects.
Agencies, entrepreneurship units and individual businesses should use clean energy sources and manage smoking in accordance with the provisions of the environmental protection administrative authorities to ensure the emissions of the mark.
Article 23 Emissions from motor vehicles, the transport of vehicles to subsoils and the burning of toxic hazardous substances, are governed by the provisions of national and present legislation, regulations and regulations.
Chapter III Oversight inspection
Article 24 Environmental protection administrative authorities should strengthen monitoring of dust pollution and provide daily environmental information on the state of dust pollution.
Article 25 Environmental protection administrative authorities and the relevant administrations should establish fire pollution reporting telephones and e-mail boxes to receive, detect and detect spoilers in a timely manner and inform the author or the complainant within 5 days of the date of receipt, complaint.
Article 26 Environmental protection administrative authorities and relevant administrations should, in accordance with their respective responsibilities, strengthen the routine enforcement inspection of dust pollution; environmental protection administrative authorities may carry out joint law enforcement inspections with the relevant administrations in accordance with the specific circumstances of dust contamination.
The inspectorate or the individual should, if any, provide information, without denying or impeding the inspection.
The management sector, such as construction, planning, transport, water, land administration, parking, and greening greening, found the contamination of dust during the management process and should be transferred in a timely manner to the municipal administration.
Chapter IV Legal responsibility
The Twenty-seventh People's Government, as well as the executive management and staff with the responsibility to monitor the inspection of spoils, have one of the following cases, given administrative disposition by law; the alleged crimes are transferred to the judiciary by law:
(i) Failure to carry out oversight responsibilities for the control of dust pollution or the inadmissibility and identification of offences to be found;
(ii) Instruction in private fraud, abuse of authority, and unlawful ratification of projects prohibiting construction.
The Governments of the various districts, as well as heads of the municipal administration that have the responsibility to monitor the inspection of dust pollution, have given rise to one of the previous provisions, resulting in serious consequences and accountability in accordance with the relevant provisions of the Provisional Modalities for Accountability of the Government.
Article 28, in violation of articles 10, 11, 12, 13 and 14 of this scheme, is subject to a fine of up to 2,000 dollars for the municipal administration and is liable for suspension of work.
Article 29, in violation of article 15, paragraph 2, of this scheme, is corrected by a charge order of the municipal administration, punishable by a fine of more than 1,000 dollars.
Article 31, in violation of article 16, paragraph 1, of this approach, is subject to a change in the period of time for the green administration of the gardening; uncorrected, the Greenhouse Administration can entrust the relevant units to perform, and the costs are borne by units with greenization or hard-clination responsibilities.
In violation of article 17 of this approach, the time limit for the administrative authorities responsible for the protection of the environment was changed; the uncorrected delay was fined by more than 100,000 dollars; and the resulting contamination of severe dust was fined by more than 500,000 dollars.
Article 32, in violation of article 19 of this approach, is punishable by the executive authorities of environmental protection by:
(i) The construction, expansion of 10 eva tonnes/hours using high-pollutant fuels and the use of inputs to disband and impose a fine of up to $100,000;
(ii) The existing 10 vacation/hours below which no clean energy has been converted to clean energy within a period of time, or the uncompanied construction of contaminated governance facilities resulting in excess emissions by a fine of up to $100,000;
(iii) The use of high-pollutant fuels other than coal by 10 evametric tons/hours, with a fine of 300,000;
(iv) Ten evaporation/hours used by existing coal, which have not been accompanied by the construction of contaminated governance facilities leading to excess emissions, have stopped use and fines of more than €300,000.
Article 33, in violation of article 20 of this approach, is punishable by the executive authority for environmental protection by the following provisions:
(i) New construction, expansion of fuel coal plants and machine kilns, humidal kilns, ol kilns, trainers, and other industrial facilities that severely contaminated the atmosphere, which are closed or dismantled by law and are liable to fines of up to 1000,000 dollars;
(ii) The existing cement production line, such as kilns, humidal kilns, Pil kilns, riculine, riculum and ventilation, has not been completed within the prescribed time frame, with the emissions of polluters exceeding €100,000;
(iii) The existing industrial facilities for fuel fire plants or other severely contaminated environments, which have not been accompanied by the construction of contaminated governance facilities within a specified period of time leading to excess emissions, with a fine of up to $100,000.
Article 34, in violation of article 21, paragraph 1, of this approach, was closed by an administrative authority responsible for the protection of the environment, with a period of time revegetation and a fine of up to 300,000 dollars.
In violation of article 21, paragraph 2, of this approach, the time limit for an administrative authority responsible for the protection of the environment is being changed to a fine of more than 300,000 dollars.
Article XV, in violation of article 22 of this approach, is punishable by the executive authorities of environmental protection by:
(i) In violation of paragraph 1, an order to put an end to an offence punishable by a fine of up to €20000;
(ii) In violation of paragraph 2, no clean energy has been converted within the prescribed time period or is not subject to the prescribed governance, which will put an end to the offence and may be fined by $ 20000 above.
Article 36, paragraph 2, of this approach stipulates that the inspection is denied or obstructed by an administrative authority carrying out the inspection, with a fine of more than 300,000 dollars.
Chapter V
Article 37 of this approach was implemented effective 1 October 2005. The announcement issued on 26 March 2003 by the Government of the People's Republic of the Republic of the Greater Zhenmin on further control of the contamination of the sanctuary town (No. 152 of the Order of the People's Government) was repealed.
