Chapter I General
Article 1, in order to build a socialist harmonious society, to promote social integrity, to reward heroic, to protect the legitimate rights and interests of heroic and to develop this approach in line with the relevant national laws, regulations and regulations.

Chapter II
Article 7 states that:

Article 14.

Chapter III Protection
