(Adopted at the 79th ordinary meeting of the Government of the People of the city of Zenzi, on 16 October 2006, No. 106 of 28 October 2006 on the date of publication of the Ordinance of the People's Government of the Republic of Zenin, on 28 October 2006)

The Government of the city has decided to amend the responsibilities for road traffic safety in the city of Zanzi city (No. 97 of the 1997 People's Government Order) as follows:
The title will be amended to read: “The responsibilities for road safety prevention in the city of Zenin”.
Article 3, paragraph 4, was amended to read: “A traffic accident under the control of this provision means a transport accident to be dealt with by a general procedure of equal responsibility under the Ministry of Public Safety.”
Article 6 was amended to read: “All units, mobile vehicles used and all motor vehicles affiliated to the unit and their individuals are covered by the security responsibility management of the unit.
Other motor vehicles and drivers are managed by the street offices or the communes' government, village councils, brokering services.
Transport offences, traffic accident indicators are controlled by units that are integrated into the management of safety responsibilities.”
Article 8 adds to paragraph 2 as follows: “In accordance with the annual control indicators issued by the local and district peoples' governments, units shall enter into guidelines for the management of road traffic safety objectives”.
V. Amend Article 11 as follows: “The units shall, under the guidance of the transport management of the public security authorities, establish a transport safety promotion education system, and educate members of the organization in compliance with the laws, regulations, regulations and related provisions of road traffic safety management, carry out public safety activities that conceal the safety of the inspection and should be rebuilt in a timely manner”.

Article 16 is amended to read: “Any unit is in breach of a security responsibility provision in one of the following cases and, in the light of the circumstances, the transport management of the district, district public security authorities may be punished separately:
(i) Units that have been converted by deadlines, which have been overdue and 1000 fines;
(ii) The traffic offence of this unit exceeds the annual control targets, with a fine of over 200 dollars per indicator;
(iii) The traffic accident exceeds the annual control targets, with a fine of 500 dollars per over;
(iv) The traffic accident exceeds the annual control targets and escapes for the death or the commission of the offence, with a fine of 1000 per person.
The unit engaged in business activities violates the provisions of subparagraphs (i) and (iv) of the former paragraph, which may be fined up to 5,000.”
Articles 18, 19, 20 and 22 were deleted.
Article 21 was amended to read: “The transport management of public security agencies should help units to carry out safety responsibilities and deliver services.
Traffic offences in various districts, traffic accidents break-through control indicators, and transport management in the district, district public security agencies should provide written statements to the regional, district and municipal public security authorities and make corrections; and the responsibility of the regional, district and local public security authorities in transport management are vested in the transport management of the regional, district or municipal public safety authorities, which are criticized and disposed of by law.
The transport civilian police must be in good faith and in good governance and should not be provocative to private fraud and arbitrary decision.”
Amendments to “transport offences” in articles 1, 3, 7, 10 and 17 shall be made to “transport offences”.
Amendments to “Responsibility for road traffic safety” in Article 2, Article 3 are to be “The responsibility for road safety prevention”.
Amendments to Article 3, Article 4, Article 7, Article 10 and Article 17 “Pervices of Public Security Transport Management” shall be made to “median transport management”.
The order and text of the relevant articles are adjusted accordingly.
This decision is implemented since the date of publication.
The responsibilities for road traffic safety in the city of Zanzi are re-published in accordance with this decision.

Annex: Responsibilities for Road Traffic Safety in the city of Zinz (Amendment 2006)
(Amendment by the Government of the city of 30 May 1994 of the amendment of 25 November 1997 on 28 October 2006 in accordance with the decision of the Government of the city to amend the responsibilities for road traffic safety in the city of Nusaz)
Article 1 provides for the effective control of traffic offences and traffic accidents in order to guarantee safe and safe access to roads, in accordance with the relevant provisions of the law, legislation and regulations.
Article 2 is subject to the responsibility for road safety prevention in accordance with this provision for organs, forces, groups, businesses, business units and other organizations within the city's administration.
Article 3 of this provision refers to the control of units specifically implemented by all public security authorities under the authority of the Government of the city and district, the traffic accident indicators, performance on a case-by-case basis, awards of excellence, and strengthening the system for the management of safe transport education within units.
The unit should assume the responsibility under this provision for road safety education, advocacy and management.
The traffic offences to be controlled under this provision refer to acts of grave breaches of road traffic safety regulations by vehicle drivers, agents, motorists and other persons engaged in transport-related activities identified by the public security authorities.
The traffic accident to be controlled under this provision refers to a traffic accident that is dealt with by the same responsibilities as the Ministry of Public Security.
Article IV. The Public Security Traffic Authority is the administrative authority responsible for the implementation of the security responsibility in this city. The transport management of the regional, district public security authorities, under the leadership of the transport management of the superior public security authority and the local people's Government, is responsible for overseeing the implementation of the security responsibilities of units within the present administration, with specific penalties for the enforcement of the security responsibility regime.
The security responsibilities of the military units in zinc are organized by the Department of Radiological Support in line with this provision.
Article 5
Article 6. All mobile vehicles used by units and all motor vehicles owned by the unit and its individual are integrated into the security responsibility management of the unit.

Transport offences, traffic accident indicators are controlled by units that are integrated into security responsibility management.
Article 7 has been approved by the Government of the city, and the Municipal Public Security Traffic Authority has identified indicators of annual traffic violations, traffic accident control for all districts, districts, districts and the Government of the county, with the approval of the territorial Government, the annual control indicators for various units within the administrative area.
Article 8. The corporate representative of the unit is fully responsible for the implementation of the organization responsible for the security of the unit, with the objective management and implementation by grade.

Article 13. Article XIV units should establish a system of evaluation, awards and punishment for the implementation of the security responsibility system, reward the achievement and impose penalties for violations.
Article 15 provides recognition or incentives to units or individuals that are highlighted in the implementation of the security responsibilities system of performance, with special emphasis on achievements that can be recognized by the Government of the city.
Article 16 provides for a period of time redrafting by the transport authorities of the district, district and district public security authorities in order to be responsibly to the units that are not carried out in accordance with article 6, paragraphs 1, 8, 9, 10, 11, and Article 12.

The unit engaged in business activities violates the provisions of subparagraphs (i) and (iv) of the former paragraph, which may be fined by €50 million.
Article 18 units violate the transport safety responsibilities and, in the light of the circumstances, the transport management of district, district public security agencies may adopt administrative measures for the safe learning of the road by the escalators and the organizer.
The areas of traffic violations, traffic accidents exceeding the mark, and districts have been criticized.
Article 19 Transport management of public security authorities should help units to carry out safety responsibilities and deliver services.
