The Government of the people of the Blackang Province decided to amend the Science and Technology Award in the Blackang Province as follows:
In order to amend article 6 as follows: “The Government of the People of the province has established the Committee on Science and Technology Awards for the Blackang Province (hereinafter referred to as the Provincial Advisory Committee). The composition of the provincial council is presented by the provincial science and technology administration, which is approved by the Government.
The provincial council of incentives has established the provincial office for scientific and technical incentives (hereinafter referred to as provincial incentives). Provincial incentives are the permanent body of the provincial council of incentives, located in the provincial science and technology administration, responsible for the day-to-day management of scientific and technical incentives throughout the province.”
Article 7 was amended to read: “The provincial council of incentives established a number of industries (special) evaluation groups. The hiring of a team leader was nominated by the Provincial Award and was approved by the Provincial Advisory Committee. The experts from the various industry groups are selected by provincial incentives to serve in the provincial science and technology awards pool.
Article 14, paragraph 3, was amended to read as follows: The number of awards per year does not exceed four hundred.”
Delete article 15, paragraph 2: “The Governments of the municipalities (the executive branch), the initial selection and recommendation of the relevant departments in the provinces may be charged with a certain cost in the light of the relevant provisions”.
V. Amendments to article 18 are as follows: “Every review of qualified recommended materials shall be conducted by provincial incentives for the initial evaluation of the various sectors, in accordance with their professional submission. As a result of the initial evaluation of the various industries, following a comprehensive balance between provincial incentives, the provincial incentive committees recommend awards and levels, which are tasked with receiving social oversight through media announcements.
Article 20 was amended to read: “In the event of an objection period, the provincial incentive committee convened a plenary meeting to make a final assessment of projects that had been processed without objection and objection”.
Article 21, paragraph 1, was amended to read as follows: “The highest science and technology awards are invited to sign by the governor”.
Article 33 should be amended to read: “This approach has been implemented since 1 March 172”.
This decision is implemented from the date of publication.
Following the consequential changes in the Science and Technology Awards in the Blackang Province, this decision was renewed.

Annex: Science and technology incentives in Blackang (Amendment 2006)
Article 1 provides for regulating science and technology incentives and strengthening the management of scientific and technological incentives, which, in line with the provisions of the National Science and Technology Approval Regulations of the Department of State, develops this approach in the light of the actual province.
Article 2: The Government of the province has established the Science and Technology Award of the Blackonang Province (hereinafter referred to as the Provincial Science and Technology Award). The provincial science and technology awards vary according to the following categories:
(i) The highest science and technology awards;
(ii) Natural sciences;
(iii) Technical invention;
(iv) Science and technology progress categories;
(v) International scientific technical cooperation categories.
Article 3 of the provincial science and technology awards follow up on the approach of respecting knowledge, respecting talents, encouraging autonomous innovation, encouraging the upbringing of science and technology peaks, promoting science and technology research, development and economic and social development, promoting the commercialization and industrialization of scientific and technological results and accelerating the implementation of the strategy for strategic and sustainable development in the province.
Article IV. The provincial science and technology administration is responsible for the organization of the provincial science and technology award evaluation and organizes the implementation of this approach.
The provincial science and technology awards are honoured by the provincial people's government, which does not serve as a direct basis for determining the right to scientific and technological results.
The provincial science and technology awards are recommended, evaluated and awarded, and the principles of openness, equity and justice are subject to illegal interference by any organization or individual.
Article 6. The Government of the Provincial People's Government has established the Committee on Science and Technology Awards for the Blackonang Province (hereinafter referred to as the Provincial Advisory Committee). The composition of the provincial council is presented by the provincial science and technology administration, which is approved by the Government.

Article 7. Provincial incentives committees have established provincial science and technology awards (special) evaluation teams. Experts from the various industry groups are selected by provincial incentives to serve in the provincial science and technology awards pool.
Article 8 provides incentives for citizens and organizations that make a significant contribution to science and technology progress in the provinces of Blackon. No citizen or organization shall be subjected to theft, expropriation of the scientific and technological outcomes of others or to the declaration of the provincial science and technology results by other unjustifiable means.
Only staff performing general organizational management and support services in scientific research, technology development projects may not be candidates for provincial science and technology awards.
Article 9
(i) Stressed contributions in technological innovation, science and technology transfer and industrialization of high-technical technologies;
(ii) Major breakthroughs on contemporary science and technology fronts or excellent trees in science and technology development.
Article 10 of the provincial science and technology awards for natural phenomena, characteristics and regulations in basic research and the application of basic sciences, and for citizens and organizations found in important sciences.
The key sciences referred to in the previous paragraph found that the following conditions should be met:
(i) The former has not been identified or clarified;
(ii) Significant scientific values;
(iii) The recognition of the natural scientific community at home and abroad.
Article 11 grants to citizens and organizations that use scientific and technological knowledge in the development of new products, new processes, new materials and new equipment.
The following conditions should be met:
(i) The former had not been invented or had not been made public or had inventive patents;
(ii) Be advanced and creative;
(iii) Considerable economic benefits in application.
Article 12
(i) Achieve performance in research on the technical basis, such as intelligence, standards, measurement, observation, health, labour protection, family planning, disaster prevention, environmental science, soft science;
(ii) To apply, implement and promote advanced scientific and technological outcomes, in particular the achievement of industrialization and significant economic benefits for the results of high-new technologies;
(iii) The completion of major engineering projects and innovative use of advanced science and technology in project implementation;
(iv) Achievements in the application of high-new technologies to adapt traditional industries.
Article 13 International scientific technical cooperation types of provincial science and technology awards to foreigners or organizations that conduct scientific technical cooperation studies, or develop and obtain important scientific and technological results and benefits.
Article 14. Provincial science and technology awards are evaluated annually.
The highest science and technology awards vary according to hierarchy and the number of awards is not more than two. A vacancy may be made on the basis of reality.
The natural science category, technology invention and science and technology advancement awards are divided into four levels of awards such as special awards, one awards, two awards and three awards. The number of awards per year does not exceed four hundred.
The International Prize for Scientific Technical Cooperation varies according to hierarchy.
Article 15. Provincial science and technology awards are recommended by the following departments or individuals:
(i) Governments of the municipalities (the executive branch);
(ii) In the provinces concerned;
(iii) Units determined by the provincial science and technology administration that meet the recommended qualifications;
(iv) The Chinese Academy of Sciences working in this province, and the Chinese Institute of Engineering.
Article 16 recommended that the sector should recommend a provincial science and technology award at the threshold to complete the proposal for a unified format by providing authentic and reliable inputs to be sent to provincial incentives by time.
Article 17 provides provincial incentives to recommend the admissibility of the material and to review it in its form. Recommendations that are not in accordance with the provisions may require that the recommended sector be added within the prescribed time frame.
Article 18 examines the qualified recommended materials in the form of a provincial incentive to submit an initial assessment of the various sectoral evaluation teams on a professional basis. The evaluation of the provincial science and technology awards was carried out by a system of dissatisfaction, which was one month. Any unit or individual has contested the candidate for the provincial science and technology awards, the candidate's office and its project, which shall be submitted to the provincial incentive office within thirty days of the date of publication of the initial assessment of the provincial science and technology award. The unit or individual who objected should demonstrate the authenticity and provide written objection material and the necessary supporting documentation without the acceptance of anonymous objection.
After the objection period, the provincial incentive committees convened plenary meetings, with final evaluation of projects that had been processed without objection and objection.
Article 21 of the Supreme Science and Technology Award is submitted to the governor.
The natural science category, technology invention, science and technology advancement awards are awarded by the Government of the Provincial People.
The International Prize for Scientific Technical Cooperation was awarded only the award of honour.
The amount of awards for provincial science and technology awards is provided by the provincial science and technology administration with the financial sector.
The award for the provincial science and technology award is vested in the provincial finance.
Article 23 Self-financing of enterprise units, social groups and other social organizations and individuals (hereinafter referred to as social forces) in the province should be registered in the provincial science and technology administration in accordance with the State's regulations and not be able to profit.
Article 24 awards should be adhered to the Constitution, the law and in line with national science and technology policies, and public, fair, fair, scientific and democratic evaluation processes should be established.

Article 26 Social Forces awards and their organizations, evaluation bodies should strictly carry out activities in accordance with the scope of the registered incentives to report on scientific and technical incentives to the approving bodies in the form of annual reports.
The award of social forces is an integral part of scientific and technical incentives in this province. The Government of all levels and its science and technology administration should strongly support, actively guide, regulate and guarantee the orderly operation of the award.
Article 28 violates this approach by leprosy, expropriating others or organizing scientific and technological outcomes, or by using other unjustifiable means of decepting provincial science and technology awards, which are cancelled by provincial incentives for the executive branch of science and technology, recovery awards, and criminal liability under the law.
Article 29, in violation of this approach, recommends units, individuals provide false data, material and assist others in decepting provincial science and technology awards, which are criticized by the provincial science and technology executive branch; in the event of a severe suspension or dismissal of their recommended qualifications, and administrative disposition by law to the competent and other direct responsibilities that are directly responsible.
In violation of this approach, the social forces have not established social-oriented science and technology awards without registration, which are banned by provincial science and technology administrations.
Social forces have registered social-oriented scientific and technical awards, which are self-authorized in the incentive activities in the form of the words “international”, Chinese”, “China”, “Blackangang Province”, “A province-wide”, or which goes beyond the purpose and the scope of the provisions of the Constitution, and are being responsibly corrected by the provincial science and technology administration. Until such time, registration was withdrawn.
Article 31 does not determine administrative penalties and may apply to administrative review or to administrative proceedings in accordance with the law.
Article 32 Persons involved in the evaluation of the provincial science and technology awards and related work in the evaluation exercise, in which they were misleading, favouring private fraud, eliminating their evaluation qualifications, relocating jobs and granting administrative treatment under the law.
Article 33 of this approach has been implemented since 1 March 172.
