Chapter I General
Article 1 promotes the sustainable development of the rural economy, in line with the relevant provisions of the State and the province, in order to strengthen the management of integrated agricultural development projects and to increase the overall level of integrated agricultural development and integrated productive capacities.
Article 2
Article III refers to the Integrated Agricultural Development Project referred to in this Article, which refers to the approval by the National Agricultural Integrated Development Administration, the use of financial earmarked funds, bank-specific loans and other accompanying funds (including the introduction of funds and various economic organizations, personal self-financing funds), and the integrated development and use of agricultural resources.
Article IV. Integrated agricultural development projects build and uphold the principles of integrated planning, pre-emptiveness, focus, coherence and effectiveness.
Article 5. Integrated agricultural development projects should be developed with advanced practical science and technology to focus on low- and medium-sized land, develop modern agriculture, promote the transformation of agricultural science and technology outcomes, accelerate progress in agricultural science and technology and increase economic benefits.
Article 6 Administrative authorities for Integrated Agriculture Development in the city are responsible for the management of integrated agricultural development projects in the current administration.
The executive authorities for integrated agricultural development in the district, district (market) are responsible for the management of integrated agricultural development projects within the Territory.
Relevant sectors such as agriculture, finance, development and reform, land resources, urban planning, water and livestock should assist in the management of integrated agricultural development projects in accordance with their respective responsibilities.
Chapter II
Article 7. Types of comprehensive agricultural development projects:
(i) Land governance projects such as low-farm rehabilitation, explanatory land, eco-engineering, grassland improvement;
(ii) Agricultural industrialization projects such as cultivation of major agricultural products, such as non-food cotton, raising and processing of agricultural products;
(iii) Agricultural high-new science and technology demonstration projects.
Article 8. Integrated agricultural development of land governance projects should be in line with the overall land use planning, with general control over more than 10,000 acres, with no less than 1,000 acres in the Chua.
Article 9 declares an integrated agricultural development project in line with the following requirements:
(i) In line with the conditions for integrated agricultural development;
(ii) Less inputs and high yield potential benefits;
(iii) There is a financial matching capacity and reassurance.
Article 10, the Government of the People's Government should incorporate the construction of integrated agricultural development projects into the medium- and long-term planning and annual plans for national economic and social development, organize integrated agricultural development planning in the relevant sectors and prepare the agricultural development project reserve.
Article 11. The proposals and feasibility studies for integrated agricultural development projects are prepared by units with corresponding engineering design qualifications, and the executive authorities for integrated agricultural development are reported to the city's agricultural development authorities, with the approval of the administrative authorities for the integrated development of the economy.
Article 12 Administrative authorities for the Integrated Agriculture Development of the Municipalities commissioned the Agricultural Integrated Development Project Assessment Management Authority to conduct an assessment of the feasibility studies of the reported Integrated Agricultural Development Project, in accordance with the prescribed procedures, on the basis of an analysis of the need for project construction, technical feasibility, economic legitimacy, financial resources and the reliability of the repayment capacity.
Article 13 Integrated agricultural development projects that are responsive to the needs of the assessment logs are issued by the executive authorities for the Integrated Agriculture Development of the city, in conjunction with the relevant sectors, following the implementation of the annual Integrated Agriculture Development Project (IDP) project, in accordance with the prescribed procedures.
Article XIV does not authorize the approval of one of the following conditions for the development of integrated agricultural development projects in the previous year:
(i) The project implementation plan has not been completed in accordance with the provisions;

(iii) Unimplementation of funds;
(iv) Separating, crowding and diverting project-building funds;
(v) Excellencies or mandates.
Chapter III Financial management
Article 15. Integrated agricultural development projects should be financed by integrated investment plans for agricultural development, dedicated accounts, specialist management, and district-level accounts for the use of financial unpaid funds.
Article 16 provides no units and individuals with no funds for the construction of integrated agricultural development projects.
When the financial resources of Article 17 countries, provinces and municipalities for integrated agricultural development projects have been identified, local financial support for the construction of integrated agricultural development projects should be included in the local financial budget for the year, and in full, no funds earmarked for other farmers may be allocated.
Article 18

Chapter IV

Article 23. The design, construction and engineering units of integrated agricultural development projects should ensure the quality of project construction in accordance with the provisions for design, construction and engineering.
Article 24 provides that the equipment required for the construction of integrated agricultural development projects is appropriate for government procurement and should be procured in accordance with the relevant provisions.
Article 25 Construction units of the Integrated Agricultural Development Project should be constructed in accordance with approved construction standards and should be reported to the approval of the approval sector.
Article 26 Integrated agricultural development of administrative authorities should establish a project-building leadership and quality monitoring inspection system, strengthen oversight inspections of project construction, maintain hidden engineering tests and construction records and complete quality test statements.
Chapter V Inspection management
Following the completion of the agricultural integrated development project, integrated administrative authorities for agricultural development in the district, district (market) should organize preliminary project receipts in accordance with relevant national and provincial provisions.
