(It was considered at the 1st ordinary meeting of the People's Government of Chilin Province on 16 January 2007 for the adoption of Decree No. 188 of 1 March 2007 of the People's Government Order No. 188 of 1 March 2007 (Act of 1 May 2007).

Chapter I General
In order to strengthen the conservation and governance of rural roads, improve rural transport conditions and promote the development of the rural economy in my province, this provision is based on the relevant laws, regulations and regulations.
Article 2 refers to rural roads, communes, communes and villages consistent with the State's technical hierarchy and their bridges, tunnels.

(i) The provincial Government's transport authorities, within the framework of the provincial development reform committee's conservation fund allocation plan, are responsible for the preparation, delivery of the Provincial Rural Highway conservation project plan and the organization of funds for the management of rural road conservation funds;
(ii) The Government's transport authorities are responsible for monitoring, inspection of the implementation of the rural road conservation plan in the current administration and the use of funds for rural road conservation;
(iii) The People's Government's Transport Authority is responsible for the proposal of the Rural Highway Conservation Plan in the current administrative region, and the mobilization and organization of funds for the conservation of rural roads;
(iv) Highway management, affiliated to the Government's transport authorities, is responsible for the conservation of rural roads, the conservation of engineering tenders and the organization of the delivery kits, and the inspection of the quality of the works;
(v) The responsibilities of the commune (communes) Government in the area of rural road conservation and conservation financing are determined by the people of the county (markets, areas) in accordance with local realities.
Article 7. Sources for rural road conservation include:
(i) Financial funds arranged by the Government of the people in the districts (markets, areas);
(ii) An automotive fee charged by the provincial Government's transport authorities, which organizes funds for the conservation work every year (a no less than $700,000 per kilometre for each of the communes and no less than 1000 for each kilometre for the village);
(iii) People's Government transport authorities fees for trailers, motorcycles, three (v) wheel cars and low-flight trucks;
(iv) Beneficiaries and donors voluntarily fund funds for rural road conservation;
(v) The Government of the commune (commune) mobilizes funds for rural road conservation through other legal means.

Article 17

Chapter IV Legal responsibility
