(Adopted by Order No. 301 of 15 May 2007 of the Government of the Northern Province of Lake Great Britain and Northern Ireland)

The Government of the Provincial People decided to amend the provisions of the Northern Province for the benefit of older persons to service as follows:
Article IV amends as follows: “Every older person enters various parks, memorials, doors (excluding legal fees outside doors) are free of charge.”
Article 5 amends as follows: “Every older persons enter the landscape and museums, philanthropic, science and technology, exhibitions, memorials, open-sources, religious activities, and a half-principient for older persons under the age of 60 years and over 70 years of age, free of charge for older persons over 70 years of age.
On 1 October every year, the International Day of Older Persons and the “9 charix” were paid with free access to older persons.
Article 7, paragraph 1, was amended to read: “Emerging persons to all types of medical institutions at all levels, including civil and personal clinics, shall be accorded priority in relation to medical treatment, testing, inspection, payment, access to medicines, inpatient care and inpatient care, and older persons above 70 years of age shall be exempted from the general leave.
Article 9 adds two paragraphs as paragraphs 2, 3: “A person who has access to a free passenger vehicle is subject to accidental harm.
Governments at all levels should pay special economic compensation in accordance with the relevant provisions of the State for expenditures incurred by public-commercial enterprises for social welfare.”
Article 13 adds paragraph 1 as paragraph 2: “The elderly households that meet the minimum living conditions of the urban population shall be given priority to the minimum living security of the urban population. The level of assistance should be appropriately improved for the families of the elderly who have suffered the minimum living guarantees of the urban population.”
Article 14. Social pools should not be collected for the elderly in rural areas.”
Article 15, paragraph 1, was amended to read: “In the case of older persons above the age of 100 years, local old-age working agencies should receive long-term life-saving health and living benefits that are not less than 200 million dollars per month. The distribution of the age and the increase in the amount can be properly eased by local financial circumstances.”
Article 16 has been amended to read: “When conditions exist, the Social Welfare Institute should be established, the House of Commons for the benefit of the elderly and the other elderly who need to be dependent on the welfare colleges and the elderly. The Government of the grass-roots population should actively raise the funds required for the timely allocation of welfare homes, the pooling of teachers for the elderly.
Older persons who are dispersed in rural and urban areas in line with the “viving” conditions are actively financed by the grass-roots people's Government, providing for feeding fees in accordance with the standards set by the provincial government and seeking not less than the average standard of living of the local population. The families of the elderly who meet the conditions of social assistance are provided by the Civil Affairs Department.
Voluntary volunteers for assistance services for older persons within this jurisdiction are encouraged by the communities concerned and grass-roots organizations in rural areas.”
Article 9, paragraph 2, was amended to read: “The telecommunications sector should give priority to the installation of telephone calls by the House of Commons, the Bonus, the old-age apartments, the Social Welfare Institute, and the appropriate relief of the lag caused by the failure to pay the fees in a timely manner”.
In addition, paragraph 3 reads as follows: “Establishment of fuel, cable television for the elderly who live alone, certificates from the communes (communes), street offices, and 30 per cent of the royalties”.
Ten and twenty-first amendments were made to read: “A Older Persons in need of good service should be presented in the Northern Province of the Lake. The evidence should contain key projects for the benefit of older persons. The evidence is compiled and managed by the provincial elderly working body, which is responsible for the issuance of over-age work agencies in the district, and is informed by the body of older persons in the district. Older persons may not be charged with any additional expenses except for the payment of work expenses approved by the price sector.
Older persons (in self-governance areas, in the immediate municipalities) hold older persons granted by local people's governments or older working agencies and other legal documents indicating that they can enjoy the same preferential treatment for older persons in the province.
Articles 21 and 22 were amended to read: “In accordance with the provisions of this provision, all relevant places in which older persons should be provided with good service shall be given priority, preference and free brands and identifiers, civilization services and commitment”.
Articles 12 and 23 were amended to read: “Overage working agencies at all levels should monitor the implementation of the People's Republic of China Act on the Protection of the Rights and Welfare of Older Persons, the Northern Province of Lake, and the present provisions. In order to ensure that units and individuals that do not meet the obligations of older persons under this provision are criticized by local ageing work agencies either by their units or by the relevant departments in order to correct them; to reject the serious consequences or adverse effects of the fulfilment of the obligations of the elderly, to be brought by local ageing agencies to their offices or by the authorities concerned to administratively dispose or administrative penalties for their direct responsibilities and heads.”

This decision was implemented effective 1 July 2007.
The provisions of the North Province for the benefit of older persons are released in accordance with this decision and in the order and language of the articles.

Annex: The provisions in the northern province of Lake concerning the access of older persons to services (as amended)
(Act No. 181 of 1 January 1999 of the Provincial People's Government Ordinance No. 181 of 15 May 2007 on the revision of the Decision of the Government of the Provincial People on Amendments to the Provisions of the Northern Lakes Province for the Benefits of Older Persons)
Article 1 provides for the improvement of the living conditions of the elderly, in line with the People's Republic of China Act on the Protection of the Rights of Older Persons and the Methods for the Implementation of the Act on the Rights and Welfare of the People's Republic of China in the northern province of the Republic of China, in the light of my province.
The older persons who have reached the age of 60 years in the current province's administrative region may enjoy excellent services in accordance with this provision throughout the province.
Older persons aged 60 years and above may enjoy special privileges in accordance with this provision.
Article 3. Governments at all levels should strengthen their leadership in the provision of services for the elderly; the relevant departments should be able to provide for the elderly with good-sought services within their responsibilities; and the relevant units and individuals should provide for the elderly in accordance with this provision.
Article IV provides free access to various parks, memorials and doors (excluding legal fees outside the doors).
Article 5: Older persons enter the landscape area and museums, philanthropic, science and technology, exhibitions, memorials, open-sources, religious activists and places of religious activity, and free of charge for older persons aged over 70 years of age.
On 1 October every year, the International Day of Older Persons and the “9 charix 9” were able to visit their older persons free of charge.
Article 6 videos (increas), sports sites (consultations), cultural reserves, workers' cultural boards and clubs, screening of films, videos, sports competitions, performance programmes (other than full shipments and international sex competitions) and introducing half-time preferences for older persons under conditions where the number of audiences does not exceed the limits of their inclusion.
Article 7. Older persons should be given priority to medical treatment at all levels of medical institutions (including civil and personal clinics) and should be given priority to medical treatment, testing, inspection, payment, access to medicines, inpatient care and inpatient care, and for older persons over 70 years of age to receive general leave.
Article 8. Older persons have access to fees for public toilets, free of income.
Older persons aged 65 years and above may travel free of charge to buses in the city; travel to long-range passenger cars may give priority to purchase tickets, priority to the vehicle, and older persons should be placed in the room for the buses (office).
Older persons who have access to free passenger vehicles are subject to accidental harm.
Governments at all levels should pay special economic compensation in accordance with the relevant provisions of the State.
Article 10 railway stations should allow the escorts of older persons and older persons who do not carry out their operations to pre-schools for the elderly, the mother and the child, and the absence of a vehicle station for the elderly, the mother and the mother-to-child bracke, with a special seat for the elderly in the general waiting room.
Older persons over 65 years of age may be able to travel free of charge, and older persons transit through long-range passenger boats, vouchers can predominately purchase tickets at the water terminal, prioritize the ship's room, prioritize the delivery of luxury and give priority to the ship.
Article 12 encourages units and individuals involved in food, vegetables, fuel operations to provide high-quality services for older persons, with conditions that can be paid free of charge.
Article 13. Older persons do not bear the social pool and other social labour burden.
The elderly families who meet the minimum living conditions of the urban population should be given priority in the minimum living security of the urban population. The level of assistance should be adequately improved for the families of the elderly who have suffered the minimum living security of the urban population.
Article XIV exempts the elderly from the town, village financing. Various types of social pools should not be charged to the elderly in rural areas.
Article 15 provides for older persons above the age of 100 years, and local old-age working agencies shall be paid long-term health care and living benefits without less than 200 million dollars per month. Depending on local financial resources, the distribution of age and the increase in the amount can be properly eased.
Local health agencies should provide free health care services for the elderly over 100 years of age.
Article 16 provides for the establishment of the Social Welfare Institute, the House of Administers and other elderly persons who need to be dependent at the Welfare House and the Old House. The Government of the grass-roots population should actively raise the funds required for the timely allocation of welfare homes, the pooling of teachers for the elderly.
Older persons who are dispersed in rural and urban areas in line with the “viving” conditions are actively financed by the grass-roots people's Government, providing for feeding fees in accordance with the standards set by the provincial government and seeking not less than the average standard of living of the local population. The families of the elderly who meet the conditions of social assistance are provided by the Civil Affairs Department.
Voluntary volunteers for assistance services for older persons within this jurisdiction are encouraged by the communities concerned and grass-roots organizations in rural areas.
Article 17 Postal, telecommunications sectors should provide older persons with priority services for remittance, access, package, newspapers, electricity generation reports and telephone services. The conditioned postal and telecommunications sectors should establish a dedicated counter to the services of older persons (soft).
The telecommunications sector should give priority to the installation of telephone calls by the House of Commons, the Bonus, the old-age apartments, the Social Welfare Institute, and the provision of appropriate relief for the lag caused by the failure to pay the fees in a timely manner.
Older persons who live alone are able to install fuel, cable television, certificates from the communes (communes), street offices, and 30 per cent preferential care.
Article 18 The business administration sector conducts business activities in accordance with the corresponding conditions for the creation of an old-age welfare enterprise and the elderly, and should prioritize registration procedures and licenses for nuclear business.
Article 19 The People's Court shall give priority to cases where the elderly have been prosecuted for violations of their legitimate rights and interests, and the parties have difficulty in paying the fees for the proceedings, which may be suspended or compensated in accordance with the provisions.
Legal advice on the defence of the legitimate rights and interests of older persons should be provided free of charge by the Public Evidence Service, the Legal Counsel and other legal advisory services. Older persons need to be assisted by a lawyer because of their legitimate rights and interests, but they are unable to pay for the costs of a lawyer, and legal assistance can be obtained in accordance with the relevant provisions.
Article 20 of the death of older persons in the town is subject to the provision of funeral subsidies by the relevant units or social insurance agencies; when the death of the elderly in rural areas, appropriate burial benefits may be granted by the rural collective economic organization from the paid public goods.
Article 21 requires the provision of older persons who are required to do so, and should present the Highness of Older Persons in Northern Lakes. The evidence should contain key projects for the benefit of older persons. The evidence is compiled and managed by the provincial elderly working body, which is responsible for the issuance of over-age work agencies in the district, and is informed by the body of older persons in the district. Older persons may not be charged with any additional expenses except for the payment of work expenses approved by the price sector.
Older persons (in self-governance areas, in the immediate municipalities) hold older persons granted by local people's governments or older work agencies and other evidence that they are entitled to fair and legal documents that can be obtained, inter alia, in the case of slogan tourism, visitors, and enjoy the same preferential treatment for older persons in the province.
In accordance with article 2 of this provision, all relevant places where older persons should be provided with good service should be given priority, preferences and free signals, civilization services and commitment.
Article 23 should monitor the implementation of the People's Republic of China Act on the Protection of the Rights and Welfare of Older Persons, the Northern Province of Lake, and the present provision. Units and individuals that do not meet the obligations of older persons in accordance with this provision are criticized by local ageing work agencies either by their units or by the relevant departments in order to correct them; refusal to fulfil their obligations to the elderly has serious consequences or negative impacts, and by local ageing agencies to bring their units or the relevant departments to administrative sanctions or administrative penalties for their direct responsibilities and heads.
Article 24 municipalities and zonal governments may develop concrete measures to implement the provisions in accordance with local realities.
