Article 1 provides for strengthening the management of garbage and engineering residues in construction, maintaining urban and sanitation, and developing this approach in line with the relevant provisions of the Fore Town and Sanitation Management Scheme, the Ministry of Construction, the Urban Building Waste Management Provisions.
Article 2 deals with building garbage and engineering residues within the framework of this city planning area.
The disposal of construction garbage and engineering residues referred to in this approach (hereinafter referred to as construction garbage) means construction units, construction units, new construction units, alterations, expansion and dismantling of buildings, constructions, sludges, routings and their emissions of their wastes, transit, transport, cleaning and stering activities.
Article 3: The Urban Management Enforcement Authority is responsible for the implementation of this approach, and the day-to-day management is vested with the municipal construction garbage engineering administration. The administrations such as planning, building, land, public safety, transport, environmental protection, and urban management enforcement offices in each area should be aligned with the management of the garbage disposal in accordance with their respective responsibilities.
Article IV. The construction or construction units of the construction project dispose of construction garbage shall be entrusted with the transport of enterprises with the qualifications of garbage. Enterprises and individuals that do not acquire the qualifications of garbage shall not engage in construction waste transport activities.
Article 5 Applications for garbage transport should have the following conditions:
(i) Accreditation of legal persons with sland transport enterprises;

The first paragraph (iv) is approved by the Urban Management Enforcement Bureau with the Municipal Public Security Transport Administration.
Article 7. Construction of a construction site should establish a standard net vehicle outdoor facility, which should be washing vehicles before leaving the construction site.
The transport of garbage vehicles should be regularly cleaned and sustained. It is in line with the requirements for the transport of garbage. In the area of contaminated roads, the city's Urban Management Enforcement Authority is responsible for transporting enterprise deadlines.
Article 16, in violation of article 9, paragraph 2, of the present scheme, provides for the unauthorized establishment of a garbage under the Naavy Building, which is set up by a fine of 10,000 dollars from the Urban Management Law Enforcement Agency; and a fine of $3000 from the Urban Management Service.
