Article 1, in order to encourage citizens to see heroicity and promote social integrity, and to develop this approach in line with the relevant laws, regulations and regulations.

Article 3 encourages the principle of combining material incentives for citizens who are heroic.

Article 6. See heroic funding by raising:
(i) Specific financial allocations;
(ii) Social donations;
(iii) Other legitimate means.
The incentives for institutions, entrepreneurship units, social groups and individuals are heroic. The Social Security Integrated Governance Agency can award honour certificates for a certain amount of donor.
Social contributions are included in the management of the financial exclusive.
Article 7. See heroic funding:
(i) See heroic condolences, recognition and rewards for citizens;
(ii) See heroic assistance for civil casualties;
(iii) The handling of a secret physical insurance for the death and injury of citizens;
(iv) See the heroic as other required expenditure.
Article 8 does not have a statutory or agreed obligation to provide the following active remedies for the protection of the interests of the State, the collective interests, the public interest and the rights and interests of others, which are heroic:
(i) Suppression of unlawful violations;
(ii) Risk relief;
(iii) Saving persons;
(iv) Other active remedies.
Any unit and individual may be consciously a citizen's declaration, and the district-level social security integrated governance body is responsible for receiving the declaration within the jurisdiction.
The declaration is a heroic incentive that should provide visual and related evidence.
Article 10, after having received a heroic declaration by the district-level social security institutions, should be investigated and, within 30 days, confirmed conclusions, communicated in writing to the author.
Beneficiaries and witnesses should provide the relevant proof material as necessary.
The declaringor or the stakeholders have contested the conclusions and may apply for review to the body that has concluded the conclusions.
Article 11 gives recognition and incentives to citizens who have been recognized as heroic:
(i) See the heroic monuments, which have a greater impact in the self-government area, with the honour of the heroic heroe, the award of awards and honorary certificates, and the award of over 50,000 yen awards;
(ii) See the heroic monument, which has a greater impact in the city of the establishment area, which is honoured by the Government of the urban population of the region, awarding an honorary certificate and awarding more than 30,000 awards;

Article 12, paragraphs 11 (i), (ii) and (iii) of this approach, read as a citizen's recognition, rewarding, and approved by the Government of the people at all levels of the integrated governance system.

Article 15 pays medical expenses, misworkers, disability benefits and benefits, death pension and benefits, funeral expenses and other expenses incurred by a person or the responsible person in accordance with the relevant laws, regulations and national regulations. Beneficiaries can be given an appropriate compensation for citizens.
The person or the responsible person is unable to pay, or the person does not pay the person or the responsible person, according to the circumstances:
(i) Participation in work injury insurance, which is determined by the Labour Security Administration as a worker injury and is paid by the Social Insurance Agency under the treatment of work injury insurance;

Article 16 reads as an assessment of the disability of citizens, as well as the recognition of the perpetrators, in accordance with the relevant provisions of the national and autonomous areas.
Article 17 reads as follows:
