(Adopted by the 21st ordinary meeting of the Government of the People of the Länder on 14 September 2007 [2007] No. 2 of 8 October 2007 [Act dated 1 November 2007] Article 1 provides for the optimization of the urban development environment, improvement of the transport situation, regulation of the cost of road-building vehicles (hereinafter referred to as “ vehicle traffic”), security of loan payments, and the development of this approach in line with the State Department's Urban Road Management Regulations and the relevant provisions of the provincial people's governments. Article 3. The municipal administration of administrative law enforcement services is responsible for the management of the cost of movement of vehicles in the city. Article X. Article 23, the municipal road bridge charge management and its staff members, in the course of the management of vehicle traffic charges, have been subjected to negligence, abuse of authority, provocative fraud, and are subject to administrative disposition by their units or superior authorities, which constitute a serious offence and are criminally prosecuted by law.
