Article 1 provides for the optimization of the urban development environment, improvement of the transport situation, regulation of the cost of road-building vehicles (hereinafter referred to as “ vehicle traffic”), security of loan payments, and the development of this approach in line with the State Department's Urban Road Management Regulations and the relevant provisions of the provincial people's governments.
Article 2
The vehicle movement charges referred to in this approach refer to the cost of movement charged by the Government of the city to mobile vehicles for the payment of road bridges to urban lending.
Article 3. The municipal administration of administrative law enforcement services is responsible for the management of the cost of movement of vehicles in the city.

Article 14.
