Chapter I General
Article 1, in order to secure the lives and property of the people, to prevent and reduce accidents and to strengthen the safe supervision of the ladder in the city, to develop this approach in accordance with the Safety Monitoring Regulations of Special Equipment, the Safety Monitoring of Tropical Equipment in Suang Province and the relevant national provisions.
Article 2 refers to gradients, including violators, automated gradients and automateds.
Article 3 uses of ladder (including sales, installation, rehabilitation, maintenance, routine maintenance, safety tests) and related management activities within the city's administration should be observed.
Article IV is the administrative authority for the safe supervision of the ladder in the city. The municipal, municipal (zone) and district quality technical supervision sector (hereinafter referred to as the Principal level) is responsible for the management of ITU safety oversight within the current administrative area, in accordance with their respective management competencies.
The executive branch, such as construction, housing, business and safety and production supervision, should be co-directed in the use of safety-related work in the city ladder, in accordance with their respective responsibilities.
Article 5 concerning the administrative and special equipment safety tests (hereinafter referred to as inspection bodies) should uphold the principle of popularity in the use of safety regulations in the ladder, providing services and strengthening guidance for the sale, installation, rehabilitation, maintenance, use of units.
Article 6. Governments at all levels should strengthen their leadership in the use of safety in the ladder, coordinate and address key issues in the safe work of the ladder and prevent accidents.
Article 7. The ladder use units should establish a system of robust ITU safety management and job security responsibilities.
Article 8 encourages the ladder to use the relevant responsibilities units involved in the ladder's safety responsibilities insurance and to enhance the capacity to prevent and adapt risk.
Chapter II Use of management
Article 9 units engaged in the sale, installation, rehabilitation and maintenance of ladder shall perform the following duties:
(i) The ladder sales unit will sell the ladder product directory. The ladder created outside the city must be clearly registered by its registered agent in China and be held by its agents with corresponding quality and associated security responsibilities;
(ii) The units involved in the installation, rehabilitation and maintenance of the ladder must be informed by the pre-constructation and by the local inspection body to apply for safety monitoring tests. The units responsible for the rehabilitation and major maintenance work will be required to provide the user units with quality documents for rehabilitation and major maintenance;
(iii) The upgrading, maintenance and maintenance units of the ladder shall not be redirected or subcontracted to the rehabilitation, maintenance operations;
(iv) The dismantlement of the ladder must be entrusted with the corresponding installation of units and the conclusion of security construction contracts and the development of safe demolition programmes.
Article 10. The construction units shall perform the following functions when selecting, installing and delivering ITUs:
(i) The acquisition of a corresponding qualification production plant and the ladder with a product-qualified certificate, which is equipped with the building structure, the use of the demand, and the selection of the residential ladder must also be in line with the criteria of the JG/T5010 Housing ladder.
(ii) The installation of the ladder is carried out by units that have the corresponding qualifications and ensure that its installation is tested by the ladder inspection body.
(iii) The transfer of complete technical files to the use units, accompanied by a full-fledged certificate, to provide warning notes or warning signs of security use.
Article 11. The ladder use units should ensure that the ladder meets the following operational conditions in its use:
(i) To mark an effective safety test qualification mark at a prominent place in the ladder;
(ii) A warning note or a warning marking of the safe use of the ladder;
(iii) The ladder in special environments such as the use of explosive sites and construction works will also need to meet the corresponding security use management requirements;
(iv) To ensure environmental requirements such as ventilation, temperature, humiliation, etc. for the safe operation of the ladder.
Article 12. The ladder use units shall perform the following safety responsibilities for the safety of the ladder:
(i) Ensure that the ladder can be used only after the safety tests of the ladder, without testing or testing of a non-qualified gradient;
(ii) Staffing, as required, of a qualified ladder security manager in the quality office;
(iii) Provide qualified ladder operators based on the use of places, use and security needs;
(iv) The development of a ladder safety-use management system that is responsible for the use and operation of the ladder and guarantees the safety and reliability of systems such as fire firefighting, posters, etc.;
(v) The identification of the key (earmarked) of the exclusive ladder and non-specialists shall not be used;
(vi) Changes in the day-to-day maintenance unit and the subsequent maintenance units will be required to confirm the safeness of the transferred ladder, while presenting a new safety test qualification mark to the custodian sector;
(vii) In the event of an accident in the ladder, the timely organization of drainage, rescue, protection of accident sites and the immediate reporting of local quality offices;
(viii) The non-availability of the ladder maintenance unit and the maintenance contract must be delegated to units with gradable maintenance to maintain the ladder;
(ix) Non-documented personnel shall not be used to maintain and operate ladder maintenance;
(x) Other security responsibilities under laws, regulations.
Article 13 is one year of the periodic test cycle of ITU. The use unit shall submit a regular test application to the inspection body prior to the expiration of the ladder safety test. The fixed-term test date for ITU is unchanged, in addition to assuming relevant legal responsibilities.
Article 14. ITU shall perform the following functions:
(i) A record of the operation and management of the ladder and a record of the day-to-day maintenance of the ladder's units for quality inspection and related maintenance, failure and accident;
(ii) Monitoring the regular screening and maintenance of the ladder's daily maintenance units;
(iii) A proposal for a suspension of use by the head of the unit to find a safe concealment of the operation of the ladder and the need for cessation of its use; a proposal for serious failures and the continued use of the ladder of potential accidents could be determined to cease its use immediately and to report on the timely organizational changes of the head of the unit.
Article 15. The following shall not be committed by a ladder:
(i) The ladder in violation of the ladder safety alert marking;
(ii) The ladder of an express non-security situation;
(iii) The opening of the ladder layer by means of non-performance;
(iv) To dismantle, destroy the ladder's safety alert markings, the safety test qualification mark, the reporting and security control of the ladder's safety components;
(v) The delivery of heavy goods and the use of super-loading;
(vi) In violation of the provisions of the law relating to the safe use of ladder by the ladder use unit;
(vii) Other multipliers that endanger the safe operation of the ladder or the security of the person.
Article 16 shows that serious accidents that cannot be eliminated are hidden, are not renovated, maintained or exceed the ladder, components and use of the time frame required for the use of safety-technical norms, standards, design documents, and that the use units should be in a timely manner to the local quality sector to process the release of the submission.
The transfer, sale and re-use of the ladder has been reported.
Article 17 Changes in the ladder use units, which are used by the original user units and after-householding units should be made available to the local quality department and to the local inspection body to conduct the relevant procedures.
Chapter III Complaints and Assistance
Article 18 ITU users, technicians, found that the ladder had the following problems, could lodge complaints to the relevant administrations, such as the quality department or lodge complaints to consumer rights protection institutions:
(i) The ladder configuration does not meet national standards;
(ii) Due to the causes of industrial owners and industry management units, the ladder cannot be used properly;
(iii) The ladder maintenance unit has not been maintained as required;
(iv) The continued use of ITU beyond the period of effectiveness of safety tests;
(v) Including casualty accidents caused by ITU security;
(vi) Other related aspects of the safe use of ladder.
Article 19 Departments dealing with complaints should be registered and the conciliation of requests made.
Mediation is inconclusive and is brought by law to arbitration or to the People's Court.
Article 20, with respect to the following complaints, shall make decisions that are not dealt with:
(i) The courts, arbitral bodies or the relevant administrative bodies have been seized and processed;
(ii) The ladder with a quality dispute cannot be tested and validated.
Article 21 ITU use units should establish ladder accident response measures and pre-residance cases.
In order to secure the lives of the people, article 2 establishes a social network of ladder emergency alerts and the development of pre-emptions for gradients to respond to risk relief. The ladder Maintenance Unit was encouraged to participate in the Emissions Relief Network, which was developed separately.
The network member units should generally be removed from the town area to the site after having received a failure by the ladder.
After the completion of the rescue, the use of units should inform the maintenance unit of the repairs to be delivered if they fail. Unwarranted refusal to cooperate with the maintenance units should be reported to the quality administration in a timely manner.
Chapter IV Daily maintenance
Article 23 Maintenance units engaged in the day-to-day maintenance activities of ITU shall be in compliance with the following conditions:
(i) The corresponding qualifications;
(ii) There are fixed office spaces with fixed maintenance contact telephones and 24 hours of personnel;
(iii) A corresponding operational staffing;
(iv) The establishment of a sound safety quality assurance system, a management system, such as the management of the safety quality responsibilities of managers, the safety operation schedule and the safety quality inspection appraisal system;
(v) Other conditions under the law and regulations.
Article 24 Maintenance units shall establish routine maintenance plans in accordance with maintenance projects, methods and periodic requirements, such as maintenance of maintenance statements, and keep records of maintenance that are not less than four years.
Article 25 Maintenance units should assume a prominent place in the ladder's day-to-day maintenance, indicating the name, urgency and complaint calls for this unit.
Article 26
(i) After notice of gradient failures, it should be removed from the site within the prescribed time period to allow for the timely removal of failures and the completion of drainage relief;
(ii) Inadequately disapproval of failures should be informed in writing of the suspension of the use of the ladder by the use of the ladder and the failure to exclude the delivery of the ladder. With the suspension of the written notice of the use of the ladder, there is no reason for refusing to cooperate, and the maintenance units should report to the local quality sector in a timely manner;
(iii) The maintenance contract, which was signed with the ladder use unit, should be effectively implemented without the use of undocumented personnel and non-residents in the maintenance of the ladder.
Article 27, Field ITU maintenance units, which operate on a daily basis in the city, should be available to the Principality Department.
Chapter V
The ladder within the twenty-eighth new building should send the relevant information to the construction of administrative authorities once the security test is qualified.
Article 29 should enhance the management of ITU safety oversight, including, inter alia:
(i) Accreditation units to implement basic requirements for the safe operation of the ladder;
(ii) Accreditation units to implement the responsibility for security management;
(iii) Organization of an evaluation of the security quality assurance system for the ladder manufacture, installation, rehabilitation and maintenance units;
(iv) Monitoring of inspection findings and identification findings, as required;
(v) Other safety oversight responsibilities under laws, regulations.
Article 33 Testing agencies should have access to statutory qualifications to conduct ladder safety tests and to receive oversight in the quality administration.
Testers involved in the ladder safety test should be able to conduct the testing process with the inspection qualifications of the management of special equipment safety monitoring in the Department of State.
Article 33 test bodies have found security hidden in the implementation of safety tests and should be informed in writing of the use units. In the event of the discovery of severe accidents in the safe operation of the ladder, it should be informed, in writing, of the immediate measures taken by the ladder's use units to stop their use and to report on the quality sector in a timely manner.
In the course of the safe supervision of the ladder, the quality sector found a hidden problem and should be responsible for the change of the duration of the unit of responsibility and the issuance of a safety inspection directive for special equipment and for the prompt adaptation of it.
Article 32 states that after receiving reports of an ladder accident, field-based organization surveys should be conducted immediately. In relation to the loss of human life, investigations should be conducted in accordance with the provisions of the law, regulations.
Article 33 found one of the following cases in the conduct of security supervision management, and should be brought to the establishment, management, such as housing, business and business, by law:
(i) The ladder manufacturing unit is not in accordance with the conditions and technical regulatory requirements of the State and requires the removal of the relevant evidence or approval of the content;
(ii) When the ladder maintenance unit is not in accordance with the condition that the licence has been withdrawn, the relevant notice or approval of the content is required;
(iii) Non-implementation of the ladder's security responsibilities by the ladder use units, rejection of the safety inspection directive, the need for accountability of the parties or treatment of the qualifications of the ladder use units;
(iv) The non-performance of the security management responsibilities of the ladder use units requires accountability;
(v) The quality of the ladder construction work affects the installation of the ladder and requires accountability.
Chapter VI Corporal punishment
Article 34, in violation of the provisions of this approach, provides for penalties under the Safety Monitoring Regulations on Special Equipment, the Safety Monitoring of Tropical Equipment in Southern Susang Province.
In violation of this approach, the ladder's renovation, maintenance and maintenance unit donated the ladder, maintenance operations were renovated, subcontracted, or the non-availability of the ladder's installation unit, with a fine of up to 1 million dollars in the Office of the High Commissioner for Human Rights, resulting in serious consequences, with a fine of over 3,000 dollars.
In the selection, installation and delivery of the ladder, construction units did not transfer complete technical files to the user unit, accompanied by a full-fledged certificate providing a warning statement or a warning sign of the security use, which was converted by the Principality Order, with a fine of over 5,000 dollars.
Article 37 is one of the following acts by the ladder's use unit, which is being converted by the Principality Department, which has not been corrected and is responsible for the cessation of the use, with a fine of up to $20,000 in 2000:
(i) There is no development of a management system for the safe use of ladder, which guarantees the safety of systems such as firefighting, alerting;
(ii) There is no identification of the key (earmarked) keys of the exclusive ladder's ladder and the transfer of the key (special) to non-specialists;
(iii) Changes in the day-to-day maintenance unit, where the follow-up maintenance unit does not have a new safety test qualification mark to the Principality.
Article 338 does not authorize units with the quality of maintenance, maintenance of the ladder, maintenance of the maintenance contract, unauthorized use of non-documented personnel for the maintenance of gradient maintenance, and conversion of authority from the Principality Department and a fine of up to 5,000 yen.
Article 39 does not have fixed office premises and contact telephones for the day-to-day maintenance activities of the ladder, the maintenance of the telephone is not compliant and is corrected by the Principality Department, with a fine of €50 million.
In violation of this approach, the ladder Maintenance Unit has one of the following cases, and the quality sector should be responsible for the change of its duration; the impossibility of the delay, with a fine of up to 5,000 dollars:
(i) No day-to-day maintenance plan, in accordance with this approach;
(ii) No implementation of the day-to-day maintenance plan and maintenance records;
(iii) The name of the unit, the acute repair and the complaint telephone was not marked at a significant location.
In violation of this approach, the ladder Maintenance Unit provides that the use of undocumented personnel and non-resident personnel for gradient maintenance is redirected by the Principality Department, with a fine of up to €50 million.
Chapter VII
Article 42 refers to the ladder use units, including the ladder owner, the ladder's lease and the ladder's responsibilities for the exercise of ITU management.
