Article 1 provides for the prevention and reduction of road traffic accidents, the protection of physical and property security, and the improvement of urban management levels, in line with the relevant provisions of the Law on Road Traffic Safety of the People's Republic of China.

In accordance with road traffic safety, the Government of the city develops a road accident prevention response, implements an objective appraisal and provides recognition and incentives to the advanced units of road traffic safety.
Districts (communes), the people of the region, in accordance with the transport accident prevention response developed by the Government of the city, develop road safety work programmes and deal with road traffic accident emergencies and organize implementation.
The municipal public security authorities are responsible for the management of road traffic throughout the city and organize awareness-raising activities on road safety laws, regulations and regulations.
Sectors such as urban security production supervision, transport, public use and education are divided into responsibilities and are governed by the law by road traffic safety.
Article IV. The Urban Security Production Commission is responsible for the coordination of guidance on the implementation of the responsibility for road traffic safety and performs the following duties:
(i) To guide, coordinate and promote the implementation of road safety responsibilities across the city;
(ii) Harmonization programmes for the development of road traffic accidents in areas of multiple circulation, multi-lying areas and monitoring of implementation;

(iv) To guide the conduct of road safety inspections throughout the city and to inform the inspection.
Article 5: The Municipal Security Production Commission has organized a joint mechanism for road traffic safety in the relevant sectors, such as public security, safety production supervision, transport, public use, inspection, etc., on the basis of:
(i) Harmonize other important matters related to road transport facilities construction, management, maintenance and safety;
(ii) To inform road traffic security and heavy traffic accidents, to analyse the main problems that exist and to provide inputs;
(iii) To make observations and recommendations on road traffic safety efforts to summarize and promote advanced experience.
Article 6 is the third week of October of this city's road traffic safety campaign.
Article 7. Agencies, businesses, business units, social groups and other organizations should conduct road safety education for the personnel concerned, develop the unit's responsibility for road safety and the use, maintenance, maintenance, inspection system, implement awards, guarantee that motor vehicles are in compliance with national security technical standards and strictly control the occurrence of traffic violations and traffic accidents.

Article 8.

Article 9. Businesss operating urban public transport and passenger freight rental vehicles should strengthen safety education and oversight management, establish technical files for operating buses, rental vehicles, and phase-out vehicles that are not suitable for passenger transport services.

Article 14.
(i) The establishment of transport facilities does not meet national standards or have not been updated and rehabilitated in a timely manner;
(ii) The loss of roads, water degradation or severe pitfalls, versa, etc., has not been repaired in a timely manner;
(iii) The absence of effective engineering protection measures or the establishment of clear warning signs of multiple accidental conditions;
(iv) Bail vehicles and their driver are not in accordance with the conditions established.
Article 15 organs, enterprises, utilities, social groups and other organizations violate article 7, paragraph 1, of the present article, in violation of article 7, paragraph 1, the responsibility of their motor vehicle drivers to carry out major and special road traffic accidents, and to hold their heads and associated personnel in accordance with the law.
