Chapter I General
Article 1, in order to guarantee postal safety, accessibility, enhance the management of the postal industry, improve the quality of postal services and promote the development of the postal cause, develops this approach in line with the relevant laws, regulations and regulations, such as the Postal Act of the People's Republic of China, the Rules for the Implementation of Postal Law of the People's Republic of China and the Northern Province's Postal Communications Management Regulations.
Article II applies to postal construction and management within the city's administration.
Article 3. The Municipal Postal Authority is the postal administrative authority in this city responsible for the management of the postal industry in the city.
Relevant sectors such as urban construction, planning, land, business administration, public safety, civil affairs, municipal interpretation, technical supervision and transport are divided into responsibilities to assist in postal construction and management.
Article IV guarantees postal safety, accessibility, protection of postal facilities, obligations of all units and citizens, and the right of any unit and individual to act in violation of this scheme to stop, prosecute and prosecute.
Chapter II Planning and construction
Article 5 Governments at all levels should incorporate postal construction into national economic and social development plans, as well as in rural and urban areas, and organize implementation.
Postal administrations should be based on the overall planning of postal offices in rural and urban areas, postal press booths, post-mail planning, with the consent of the urban planning administrative authorities and the approval of the city's people's Government.
Article 6. Article 7. Postal facilities are urban infrastructure, and the land sector should be allocated on a priority basis in accordance with the relevant provisions.
Article 8. New urban residential homes should be set up to provide a letterkit to design standards to be implemented in accordance with national standards or standards of postal industries, and to include overall investment in construction projects. No letters were included in the design map and the Urban Planning Administration was not approved.
The urban residential homes that have been constructed and used are not established in accordance with the provisions of the previous paragraph and are supplemented by the property owner or material industry management within the time period specified by the postal administrative authorities. Chapter III Services and safeguards
Article 10. New units, homes or commodity buildings are eligible for mail registration by their owner, authority or material industry management to postal enterprises and, according to the provisions, the postal enterprise shall be mailed within 30 days of the user's registration fee.
Users do not have access to mail conditions, and they are agreed upon by the Commission of Residents of the Property or Industry or Street and by postal enterprises. Otherwise, the postal enterprise could not be returned to the sender in accordance with the address, and it was not possible to return the sender as a mail.
Article 11. Postal enterprises may agree to place and modalities, at the user's request, to provide the following extension services:
(i) A copyright;
(ii) Accommodation;
(iii) Unit mailing;
(iv) Delete the floor;
(v) Liveness of rural users;
(vi) Other means of deporting.
The user with whom the transfer services are extended shall pay the service fee in accordance with the criteria approved by the price sector.
Article 12 Postal enterprises shall publish standards of business time, operation and replenishment at a noticeable place of business. Postal slots (boxes) should indicate the frequency and duration of the slot.
Postal enterprises should be mailed according to the required frequency, time and time.
Postal businesses should be carried out in accordance with the standard of fees established by the national and provincial price sectors.
Article 13
(i) Private demolitions, concealment, destruction, theft of mails, theft of stamps, corruption and the use of user funds;
(ii) The intentional delay in mailing;
(iii) To reject postal operations to be carried out by law;
(iv) The unauthorized suspension of postal services to users;
(v) Reimbursement of standards for postal operations or increase of fees;
(vi) Enforcing users to use high-cost postal operations;
(vii) Use of work for private gain;
(viii) Other violations of postal laws, regulations.
Article 14. Postal enterprises should establish user monitoring kits at the place of business, make public information on the number of telephones, receive user reports or complaints and receive social oversight of the quality of postal services.
Postal enterprises should respond to users within 15 days of receipt of user reports or complaints.
Article 15. In the event of the loss of the postal press, the user may search the postal enterprise, which shall respond within three days of the date of receipt of the user's inquiries. As a result of the fault of the postal enterprise, the postal enterprise should be repaid or compensated within one month.
Article 16 correspondence sent by the user, no written postal codes were correctly written, the use of mails that were incompatible with national standards or the standard seals of the postal industry, and the postal enterprise was not sent. Article 17
Article 18 units shall establish a collection room at the basement or at the general entrance of the compound; the use of the same mail addresses by more than two units shall establish a joint collection room and use the collection of uniform specifications.
Urban residents do not have access to senders, and they should be installed at the floor of the building or at the general entrance.
Villages, creed towns should be installed at the location of the Village People's Committee or at other locations agreed by postal enterprises.
Article 19, when a mail is received by a mail, the mail shall be subject to a nuclear error and shall be signed by the place of the relevant unilateral request.
Mails should be returned in a timely manner to the postal enterprise branch.

Article 20 lists of street names, units, etc., in the sectors of geographical names management, public security, should be attached to the postal code.
Article 21 Postal enterprises are exempted from the costs associated with the payment of urban occupancy fees, municipal hospitality and other postal facilities, in accordance with the postal booths, postal supons (cords), etc.
Vehicles, airports should have locations for postal operations and facilitate postal enterprises in connection with the construction of facilities such as mail loading, transit operation, postal vehicle access routes.
When a mail transport is delivered by a dedicated vehicle, the municipal transport administrative authorities coordinate the units' priorities, and the fee-for-service sector is concessioned by the charges.
Article 22 Postal vehicles with postal features are transporting mails, which are subject to the command of the transport civilian police, subject to the command of the transport civilian police, subject to the restrictions on the route and the no-failing of the road safety.

(viii) Other violations of postal laws, regulations.
Chapter IV Postal market management
Article 24, in addition to otherwise provided by the Department of State, the following postal operations are organized by the specialized battalion of the postal enterprise:
(i) Designation of correspondence, slogan and other items of a letter;
(ii) The sale of general stamps and the production of mails;
(iii) Preparedness and issuance of postal codes (figured) and other forms of postal codes;
(iv) Issuance and sale of other tickets for postal operations;
(v) Approval, distribution of newspapers;
(vi) Laws, regulations stipulate other operations of the battalion of the postal enterprise.
Article 25 Postal enterprises have entrusted other units and individuals with the sale of correspondence, memorials and other articles of a letter-based nature or general stamps, which should be submitted for approval by the provincial postal administrative authorities. The offices and individuals should be able to obtain the approval of the provincial postal administrative authorities to allow the start-up of the operation, which may enter into an agreement with the postal enterprise.
Article 26 Enterprises that produce postal scripts such as postal seals, slots, postal packs, boxes and boxes, shall be subject to approval by the municipal postal administration and may be produced after approval by the provincial authorities.
The sale of any unit and person without postal communication authority or incompatible with national standards or postal industry standards is prohibited.
Article 27 Postal enterprises and other units operating postal operations may not commit the following acts:
(i) The sale of mails and mails that are prohibited or restricted by the Department of State authorities;
(ii) The sale of stamps without the required date of sale and the value of stamps or the provision of the sale price;
(iii) The operation of mails produced by self-balanced mails and the sale of non-postal enterprises authorized by the postal authorities;
(iv) The city, transaction or exchange of mails for specialised soldiers;
(v) The import and export operation of stamps and mails;
(vi) Postal staff, in collaboration with the operators of stamps, illegally sold stamps and extracted riots;
(vii) Forfeiture, use, transfer, replication of documents and certificates of imprisonment.
Article 28 Postal enterprises and units and individuals authorized by the postal administrative authorities should comply with postal laws, regulations and accept the industrial management of the postal administrative authorities.
Article 29 of the Postal Administration shall operate in accordance with the law against units and individuals operating in postal enterprises and other postal operations.
Postal administrative law enforcement officials may enter the premises for inspection, access to information, collect and register the preservation of the evidence in accordance with the law.
Chapter V Legal responsibility
Article 31 consists of one of the following acts, to be completed by the postal administrative authority, and to the extent necessary for the temporary measures taken by postal enterprises to resolve user mails; and a fine of 10 to 30 per cent of the cost of construction;
(i) The construction of postal facilities is not structured in accordance with the provisions;
(ii) The residence of urban residents has not been established by the provision of a lettertby or a collection room.
Article 31, without the consent of the Municipal Postal Authority, has been taken away from the postal facility by the postal administrative authorities to be responsible for the recovery of the status quo and to impose a fine of up to 20,000 dollars, which constitutes a crime punishable by law.
Article 32 Postal enterprise staff are subject to article 13, subparagraphs (a) to (iv) and (vii), subparagraph (viii), of this approach, to administrative disposition by their units or superior authorities, forfeiture proceeds of conflict and penalties; liability for the loss of the economy to the user, in accordance with the provisions of the scheme; and criminal liability under the law.
Postal enterprise staff are subject to the provisions of Articles 13 (v) and (vi) of this approach, which are converted by their units or superior authorities to orders that can be corrected and punished; in the event of serious circumstances, administrative disposition.
Article 33, in violation of article 14, paragraph 2, and article 15, of this approach, is warned by the postal administrative authorities and corrective action.
Article 33, subparagraphs (a) to (iv) and (viii) of this approach is in violation of article 23, subparagraphs (i) to (iv) and (viii), which are warned by the postal administrative authorities and are converted to a fine of up to five thousand dollars.
In violation of article 23, subparagraph (v), of this approach, the postal administrative authorities shall forfeiture the proceeds of illicit origin and related items and shall impose a fine of up to one thousand dollars.
In violation of article 23, paragraph (vi), of this approach, the postal administrative authorities shall forfeiture proceeds and related items in violation of the provisions of article 23, paragraph (vi), and shall impose a fine of up to five thousand.
In violation of article 23, subparagraph (vii), of this approach, the postal administrative authorities shall forfeiture proceeds and related items of the law and shall be liable to more than three times the amount of the offence.
Article XV, in violation of the postal specialization operation under article 24 of this scheme, is warned by the postal administrative authorities, the business administration sector, the national security sector, confiscation of proceeds of the conflict and related items, which may be fined by more than three times the amount of the unlawful operation.
Article 36 does not authorize postal operations to be carried out by the postal administration authorities, the business administration department responsible for the immediate cessation of illegal business activities and for the punishment of more than 1,000 dollars and the fine of up to $20,000.
Article 337, in violation of article 26 of the present approach, provides that the production of a sealed, memorials, postal kits, boxes and scripts that are not controlled by the postal administrative authorities, the business administration sector, the technical supervision sector, the confiscation of proceeds of the offence and related items may be subject to a fine of more than three times the amount of the unlawful operation.
Article 338, in violation of article 27, subparagraphs (i) to (v) of this scheme, is warned by the postal administrative authorities for the confiscation of proceeds and related items, which may be fined by more than three times the amount of the operation in conflict with the law and, in the event of serious circumstances, the approval of the document and the certificates of imprisonment in accordance with the procedure set out.
In violation of article 27, subparagraph (vi), the postal administrative authorities cautioned that the proceeds of the violation and the related items were confiscated, and that they were fined for more than three times the amount of the offence. Postal staff are subject to administrative disposition by their units and are treated in accordance with the relevant national laws, regulations.
In violation of article 27, subparagraph (vii), of this approach, the postal administrative authorities shall forfeiture proceeds and related goods in violation of the law and shall impose a fine of up to five thousand dollars; and, in accordance with the procedure, withdraw the approval of the document and the certificate of imprisonment.
Article 39 hinders the supervision of inspection by the postal administration authorities, which is warned by the postal administrative authorities, corrective orders, and can be fined up to one thousand dollars.
Article 40 Abuse of duties, negligence, provocative fraud by the staff of the Postal Administration, administrative disposition by their units or superior authorities, and criminal responsibility is lawfully prosecuted.
Article 40 does not impose administrative penalties on the parties and may apply for review to the same-level Government of the executive organ or to the executive branch within 60 days of the date of the notification of the penalties. They may also be brought before the People's Court by law. The late application for reconsideration, non-execution and non-implementation of the sanctions decision is subject to the application of enforcement by the sectors in which the penalties are decided.
Annex VI
Article 42
(i) Inscription: a user-provided facility for the receipt of mails, including a module script and acclaimer, accommodity and acousal.
(ii) Letters: references to the repressive information contained in the form. Specific elements include letters of expression, documents, documents, various notifications, and securities.
(iii) Goods of a letter nature: information delivery, including symbols, images, audios. Article 43
