The second amendment reads as follows:
Delete article 5.
Article 6.1, as amended by article 5, reads as follows: “The units and individuals operating the road transport services shall submit written requests to the urban road transport management bodies in accordance with the Road Transport Regulations of the People's Republic of China, which shall carry out clearance proceedings within 20 days to permit the operation of the eligible nuclear transport road transport; units or individuals involved in the transport services of the road, within the framework of the boycott zones, the Temporary Mission, the Long-Term Zone and the city's jurisdiction, shall be transferred to the area or the road transport management body for the clearance process”.
Article 6.2, as amended by article 6, reads as follows: “Every units and individuals operating road transport licenses from road transport management agencies that operate the road transport services of road transport services and apply registration procedures to local businesses, tax authorities”.
Article 7 should be amended as follows: “Every unit or individual change of licence matters in the operation of road transport services shall be registered by the former licensor”.
Article 9 amends as follows: “The units and individuals operating the road transport services shall submit statistical statements on a regular basis to the road transport management body that licenses the nuclear transport operation.”
This decision has been implemented effective 20 April 2008.
The SAWA Road Transport Services Management Approach is re-published in accordance with this decision.

Annex: Modalities for the management of the services of road transport services in the city of Western Anian (Amendment for 2008)
(Adopted by the Government of the city of 1993 in accordance with the Decision of the Government of the People of the city of 22 November 1999 on the revision of the Provisional Approach to the Management of Road Transport Services in the city of Western Andes, amended by the Decision of the Government of the city of 15 June 2006 on amending the Provisional Approach to Transport Services in the city of Western Andi, in accordance with the Decision of the People's Government of 20 March 2008 on amending the Methods for the Management of Road Transport Services in the city of Western A.
Article I, in order to strengthen the management of road transport services, protect the lawful operation, maintain the transport market order, develops this approach in line with the laws and regulations of the People's Republic of China Road Transport Regulations and the Road Transport Management Regulations of the Province of Chungi.
Article 2 units and individuals engaged in road transport services such as cargo storage, warehousing, freight, transport information advice, distribution, intermodal transport, logistics services (including the import, export and inland freight forwarding operations of international containers at sea), vehicle services, operating parking services should be respected.
Article III. Road transport services should follow the integrated planning, rationalization, operation and coordination of development approaches and encourage horizontal alliances to develop service networks through quality services and legitimate competition.
Article IV WASE is the competent authority for road transport services in this city. The management of road transport at all levels is responsible for this approach.
Article 5 units and individuals operating road transport services should submit written requests to the municipal road transport management authorities in accordance with the National People's Republic of China Road Transport Regulations, which shall carry out clearance proceedings within 20 days, operating permits for eligible nuclear road transport; units or individuals involved in road transport services within the area of tetanus, telecommunications, long-size zones and municipalities, and shall be subject to approval procedures in the district or district road transport authorities.
Article 6. Units and individuals operating in road transport services apply for registration procedures to local businesses, tax authorities.
Article 7.
Article 8 units and individuals operating road transport services must comply with the following provisions:
(i) Seriously implement national laws, regulations, operate in good faith within the authorized scope and operate a licence for road transport at awakening site.
(ii) In accordance with the relevant provisions of the People's Republic of China Contracts Act and the Carriage Rules of the Ministry of Transport, the contract was concluded with the service-specific.

Article 9. Units and individuals operating road transport services should submit statistical statements to the authorities for the transport of road transport licenses to nuclear road transport.
Article 10 practitioners in road transport services must participate in the training and examination of legal knowledge, ethics and operational knowledge and improve the level of road transport services.
Article 11. Road transport management agencies are actively supporting and leading the development of road transport services, and they have effective oversight management and services. The operational status, operation and security measures of the operator are subject to regular inspections. The units and individuals subject to inspection should be offered to provide statements, books, information, etc. without denying and blocking.
Article 12 imposes a fine of up to 1000 dollars in violation of article 7, paragraph 1 (i) of this approach; and other violations under this scheme are punishable under the Road Transport Regulations of the People's Republic of China.
Article 13 imposes a decision on the penalties of the road transport administration and may apply to administrative review or administrative proceedings in accordance with the law.
Article 14. The road transport management and its staff shall be subject to public law enforcement, establish a public start-up system, with self-receptive oversight of operators and the mass.
Article 15. The units and individuals of the road transport services that have already been operating prior to the promulgation of this approach must be completed within 30 days of the date of publication of this approach, in accordance with Article 6.
Article 16 provides that foreign, port, Macao, enterprise, and “three” enterprises engage in road transport services.
Article 17
