Article 1 guarantees the safety of the person and property in order to strengthen the safety inspection of the ladder and to develop this provision in line with the Safety Monitoring Regulations of Special Equipment.
Article 2 refers to the drivers of the use of boxes operated along the front-line track or the upgrading or parallel transporters operating along the fixed lines, electrical equipment for the goods, including the ladder(s), the propagation, automatic grading, automated trajectory.
Article III applies to the installation, rehabilitation, maintenance, use, day-to-day maintenance, testing and safety inspections in the ladder within this city's administration.
Article IV is responsible for the safe management of gradients within the current administrative region.
Sectors such as planning, safe production, public safety, business and housing should be jointly managed in accordance with their respective responsibilities.
Article 5. The installation, rehabilitation, maintenance, day-to-day maintenance units and gradient testing institutions shall be eligible under the law and engage in related activities within the licence.
Article 6. The ladder's installation, rehabilitation, maintenance and day-to-day maintenance operation must be certified by the installation, rehabilitation, maintenance and maintenance of specialized equipment operating personnel, in accordance with municipal quality technical supervision examinations. No personnel who have obtained special equipment operational certificates shall be allowed to remain on board.
When ITU installed, rehabilitated and repaired personnel operate, it is necessary to bring the evidence of the operations of special equipment.
Article 7. The units involved in the installation, rehabilitation, maintenance activities of the ladder shall communicate to the municipal quality technical oversight services, in writing, relevant information, such as the installation, rehabilitation, maintenance notification, qualifications, safety devices-based tests, contracts and the installation of licences, in advance of construction.
Article 8. The units involved in the installation, rehabilitation and major maintenance activities of the ladder should be informed by the construction, along with the application of inspection tests by the municipal ladder test body.
Article 9. The installation, rehabilitation and maintenance units of the ladder shall establish safe operating protocols for the various components, in accordance with national security technical norms. Effective security protection measures must be taken in the course of operations to guarantee the physical and property security of employees and others.
Article 10. The installation, rehabilitation and maintenance units of the ladder should arrange professional technicians to carry out self-assessment of the entire process of installation, adaptation and maintenance of ITU activities and produce self-assessment and inspection reports.
Article 11. The municipal ladder test body shall carry out a monitoring test to the ladder's installation, adaptation, major maintenance processes, in accordance with the corresponding safety-technical norms, test reports, qualification of tests and nuclear safety tests. Non-exclusive testing or testing of non-qualified gradients cannot be used.
Article 12 is ladder with the installation, rehabilitation or major maintenance and safety tests of qualified symbols, and the construction unit shall transfer relevant technical information within 30 working days of the ladder use unit's identification, with the ladder's access to the ladder's safe technical file.

(v) The ladder's daily maintenance contract.
Article 14. ITU shall comply with the following provisions:
(i) The establishment of dedicated managers responsible for the day-to-day supervision management of the ladder and the establishment of a sound ladder security technical file in line with a gradient;
(ii) The security test of qualified symbols to be prominently in the ladder;
(iii) A gradient Driver based on ITU use statements;
(iv) The establishment of ladder classes in locations where warning signals can be accepted;
(v) In the first month prior to the effective expiration of the ladder safety test mark, a regular test request was made to the ITU test body;
(vi) Maintenance of ITU;

Article 16 has one of the ladder in one of the following cases, and the ladder use unit must be entrusted with the full inspection and maintenance of a qualified unit and can be used by the ladder inspection body after testing eligibility:
(i) Natural disasters that may affect their safe and technical ability;
(ii) Including equipment accidents;
(iii) End the use of more than one year;
(iv) Other situations that may affect the technical capacity of ITU.
Article 17, the ladder use unit, by its own decision to seal the ladder and for more than one year, should be given advance information on the municipal quality technical supervision sector and procedures for the cessation of use. During the ladder's cessation of use, the ladder's use unit could not provide a regular test requirement.
The ladder's use unit has been closed for more than one year but has not been sent to the municipal quality technical supervision sector for a period of less than one year, and a regular test requirement must be made in accordance with the relevant provisions.
Article 18

(i) The duration of maintenance on a daily basis;
(ii) Maintenance on a daily basis;
(iii) Daily maintenance standards;
(iv) The responsibility, rights and obligations of both parties;
(v) In the case of the ladder, the time for the maintenance of the operation to arrive in a timely manner;
(vi) Disputes and the treatment of breaches.
Until the date of the day-to-day maintenance contract expires, the use of the unit shall refer the contract signed to the municipal quality technical supervision sector.
The quality assurance and commitment of the ladder's installation, rehabilitation and maintenance units cannot substitute for the day-to-day maintenance of the ladder.
Article 20 engages in the day-to-day maintenance units in this city, which must, prior to the start of the industry, be subject to a licence for the maintenance of specialized equipment, a business licence, an organizational code and an ladder maintenance operation certificate (the documents are original).
Article 21 prohibits the gradient use of units and individuals who do not maintain the quality of maintenance.
The day-to-day maintenance unit of the ladder is prohibited to subcontract or redirect the ladder's daily maintenance.
Article 22, the day-to-day maintenance unit of the ladder is engaged in the day-to-day maintenance operation in the city, which must have a fixed place in the city, with the necessary day-to-day maintenance and emergency relief personnel, the total number of licensed personnel is less than 6, and any time may be drawn to the experience of more than two specialized personnel in the possession of specialized equipment to carry out the rescue on-site, and equipped with equipment to meet the needs of emergency relief, including, at least, cutting equipment, terminals, movable tools, driguerrolators, and various tools.
Unless the conditions set out above are met, the ladder's daily maintenance operation cannot be carried out in this city.
Article 23. The day-to-day maintenance unit of the ladder must be maintained in accordance with the ladder's day-to-day maintenance standards, methods and periodic requirements provided in the ladder's statement of maintenance, the day-to-day maintenance plan, and the maintenance of the maintenance of the maintenance plan for the maintenance of the day-to-day maintenance plan, in accordance with the municipal quality technical supervision.
A clean, lucrative, adaptive and inspectorate should be conducted at least 15 days.

Article twenty-ninth ITU test body found that reports should be submitted in writing to the quality technical oversight sector:
(i) The existence of severe accidents by the ladder;
(ii) Unqualified by monitoring tests or regular tests, and no corrections continued to be used within the specified period;
(iii) Over the period of effectiveness of the ladder safety test, no application to the ladder test body for the continued use of regular tests;
(iv) The installation, rehabilitation, maintenance activities of the ladder, which were not communicated in writing to the municipal quality technical oversight sector;
(v) The ladder use unit has not been entrusted with the routine maintenance of the ladder;
(vi) The installation, rehabilitation, maintenance, day-to-day maintenance unit and ladder use units to hire personnel who have not obtained special equipment operational certificates to carry out the electrical construction operation;
(vii) The ladder use unit has not been registered as required;
(viii) The ladder's use unit is not subject to security attention in the ladder;
(ix) Other violations identified during the test process.
Article 33 The quality technical supervision sector, in accordance with this provision, carries out the following functions:
(i) To investigate legal representatives, key heads and other relevant personnel of the ladder's use units and gradient inspection bodies, to understand cases of gradient installation, alteration, maintenance, day-to-day maintenance, use and testing in violation of this provision;
(ii) Access to contracts, invoices, books and other relevant information from the photocopier use unit and the ladder test body;
(iii) Exclusive or seizure of electric elevators or major components that are evidence that they do not meet the requirements of safety-technical norms;
(iv) A safety inspection directive for gradients that violate this provision, rehabilitation, day-to-day maintenance, use units and gradient testing agencies.
Article 31 provides one of the following conditions for the day-to-day maintenance units, which are sanctioned by the municipal, district (zone) quality technical oversight services:
(i) No verification proceedings are carried out with a fine of 2000;
(ii) The imposition of a fine of 10,000 dollars for the day-to-day maintenance of ITU, in accordance with normative requirements;
(iii) In the event of a failure to endanger the safety of the person, a fine of $30,000 has not been carried out on the ground;
(iv) The failure of the ladder was not excluded from the use of delivery, with a fine of $30,000.
Article 32 of the ladder's daily maintenance unit does not have a fixed place in the city, with no daily maintenance and emergency relief personnel and equipment required under this provision, and has been authorized to carry out the day-to-day maintenance operation in the city, with a fine of $30,000 for the quality technical supervision sector in the city, district (zone).
In one of the following cases, the ladder's use units are converted by the time limit for the quality technical supervision sector in the city, the district (zone) and the district (zone) to the extent that they are not rectified and punished; and in the event of a serious nature, the use of:
(i) A fine of 1000 dollars for the day-to-day maintenance contract with ITU is not provided for in the prescribed time limit;
(ii) A fine of 5,000 for the installation, rehabilitation, maintenance of units and commitment to replace routine maintenance;
(iii) The imposition of a fine of $20,000 for the non-exclusive use of registration procedures in accordance with the prescribed time frame;
(iv) The maintenance of ITU in accordance with article 19 of this provision is not subject to a fine of 10,000 dollars;
(v) After the completion of the passenger ladder's cargo, the unorganized maintenance unit imposes a fine on the ladder to conduct a full inspection of the ladder;
(vi) No security test of precipitation is subject to a fine of 5,000;
(vii) Not to place ITU security concerns, warning signs, and renovation and complaint calls at a noticeable place that is prone to ITU attention, with a fine of US$ 2000.
Article XIV provides for the installation, rehabilitation, maintenance and maintenance of maintenance units, which are punished by the quality technical oversight component of the city, district (zone):
(i) A person who has not obtained a special operational certificate is subject to a fine of US$ 2000;
(ii) The installation, rehabilitation, maintenance of personnel without evidence of special operating personnel, with a fine of 200 dollars.
Article XV of the parties' decisions on administrative penalties may apply to administrative review or administrative proceedings in accordance with the law.
Article 36 ITU safety monitors or monitors the abuse of authority, failures, private fraud or the commercial secrets of the licensor, by their units or superior authorities, and criminal responsibility is lawful.
